A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE MIAMI
BEACH POLICE DEPARTMENT TO DONATE TWO (2) OBSOLETE
POLICE VEHICLES, IN "AS IS" CONDITION, TO THE NORTH BAY
VILLAGE POLICE DEPARTMENT, WITH ALL COSTS
SURROUNDING SUCH DONATION TO BE THE SOLE
RESPONSIBILITY OF THE CITY OF NORTH BAY VILLAGE.
WHEREAS, the Miami Beach Police Department values inter -agency cooperation and
has developed professional relationships with several local law enforcement agencies,
including the City of North Bay Village; and
WHEREAS, the Miami Beach Police Department has two (2) obsolete 2013 Ford
Interceptor SDN police vehicles that it wishes to donate to the North Bay Village Police
Department; and
WHEREAS, a recent inspection, based upon industry standard metrics such as age,
mileage, maintenance and overall condition, concluded that the aforementioned vehicles
have reached their end of useful life; and
WHEREAS, the vehicles, which have an estimated value of $4,000 each, have already
been declared surplus property and are scheduled for replacement by the Miami Beach Police
Department; and
WHEREAS, the North Bay Village Police Department is facing operational impacts
due to fleet and supply chain -related challenges; and
WHEREAS, no funds are required from the City of Miami Beach for this donation of
police vehicles, as the City of North Bay Village shall be responsible for all costs surrounding
the export, transportation and donation of these vehicles; and
WHEREAS, the charitable donation of these outdated vehicles to the North Bay
Village Police Department is in the best interest of the City of Miami Beach; and
WHEREAS, this donation is made in an "as is" condition, and the City of Miami Beach
makes no representation as to the condition of the two (2) 2013 Ford Interceptor SDN police,
and further makes no warranties (expressed or implied) and assumes no responsibility for
the condition or operation of such vehicles.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby authorize the Miami Beach Police Department to donate two (2)
obsolete police vehicles, in "as is" condition, to the North Bay Village Police Department,
with all costs surrounding such donation to be the sole responsibility of the City of North Bay
Village.

DEPARTMENT, WITH ALL COSTS SURROUNDING SUCH DONATION TO
BE THE SOLE RESPONSIBILITY OF THE CITY OF NORTH BAYVILLAGE.
The Miami Beach Police Department (MBPD) has developed professional relationships with
numerous law enforcement agencies locally and abroad. The Department highly values inter-
agency cooperation and embraces opportunities to share knowledge, information and
equipment.
The City of North Bay Village approached the City of Miami Beach in April of 2023 requesting
the donation of two used vehicles for police operational purposes. The North Bay Village Police
Department is currently experiencing unexpected fleet -related challenges exacerbated by the
widespread production and supply chain issues. The difficulties and delay with acquisition is in
tum having an adverse operational impact on their department.
In the spirit of collaboration, the MBPD identified two vehicles scheduled for replacement which
it would like to donate to the North Bay Village Police Department at no cost to the City of Miami
Beach:
1. Vehicle 3411 — 2013 Ford Interceptor SDN
2. Vehicle 3419 — 2013 Ford Interceptor SDN
City vehicles are scheduled for review and/or replacement based on a predetermined schedule
and using various industry standard metrics to include age, mileage, maintenance, engine hour
and overall condition. Once vehicles have reached the predetermined criteria, they are
considered to have reached their "end -of -life" following a physical inspection and determination
of safety and maintenance cost effectiveness. The inspection of the aforementioned vehicles
determined that they had reached their end -of -life with the Department. The MBPD has
approved the replacement of the two donation vehicles as part of Fleet Management's annual

fleet acquisition list, and the vehicles have also officially been declared as surplus and of no
further use to the City.
Under normal circumstances, vehicles reaching their end -of -life are sold at regularly held public
auctions as doing so positively impacts the City's overall cost of asset ownership. Proceeds
from auction sales are used to reduce the cost of purchasing replacement vehicles. MBPD and
fleet staff estimated the fair market value of the vehicles to determine whether any substantial
cost associated with donating versus selling would be incurred. Upon review, Fleet Management
estimated the auction value of the vehicles to be $4,000 each. The appraisal does not account
for costs associated with preparing an end -of -life MBPD vehicle for auction, which would
include costs to remove MBPD graphics, fuel management, and AVL system systems or the
costs of administering the auction itself. The actual sale price of the vehicle is unknown and
would be subject to the mechanical condition of the vehicle and market environment at the time
of the final auction sale.
The Department is convinced that the vehicle donation will not only reinforce the two cities'
cooperation and professional reiationship, but also greatly benefit and positively impact the City
of North Bay Village.
