TV;LERK September 26, 2023 Honorable Mayor and City Commissioner 1700 Convention Center Drive Miami Beach, FL 33140 Dear Commission: The Collins Park Neighborhood Association held a Board of Directors meeting on September 20th and at that meeting we discussed the Barclay Plaza and the following facts: 1) Finally after 15 years of City ownership and 9 years of vacancy and neglect, the Commission placed a focus on Barclay Plaza and the promised workforce housing by issuing an RFP 2) Unfortunately, the City received only one bid. That bid gives exactly what was promised 15 years ago, 100% workforce housing in a totally renovated Barclay Plaza. 3) The Barclay Plaza is the only boarded up and vacant building in the Collins Park Neighborhood with no plan. We were happy with the plan submitted by Don Peebles Ill but the Commission was unhappy with the terms. The City has received no income and with only expenses for it's 15 years of ownership. 4) This is not a land giveaway as announced by Commissioner Rosen Gonzalez, it is a 99 year lease and the bid provided exactly what was promised to our neighborhood 15 years ago. 5) We ask that you negotiate with the current proposal or issue a new RFP 6) We are not in favor of anything potentially planned with the Miami Beach Housing Authority. They have had 15 years to come up with a plan and it is our feeling and concern that a partnership with them will only cost the City more money and the project will languish for many more years. 7) A public/private partnership is the only way to insure we get what was promised in a timely fashion. Please go back to Don Peebles Ill and work out something that is acceptable to all concerned or reissue a new RFP with better parameters to gamer more proposals. This is our neighborhood and we sincerely hope you listen to our comments and request.
