A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH FLORIDA, AUTHORIZING THE ADMINISTRATION TO
PROCEED WITH THE STEPS NECESSARY FOR THE IMPLEMENTATION
OF A CULTURAL CENTER PROJECT, INCLUDING THE DEVELOPMENT
OF A REQUEST FOR PROPOSALS (RFP) FOR ARCHITECTURAL DESIGN
SERVICES FOR THE NEW MIAMI BEACH REGIONAL LIBRARY.
WHEREAS, the City Commission of the City of Miami Beach ha:l
agreed to pursue the development of a Cultural Center on the sitl!
bordered by Park Avenue on the west, 23rd Street on the north
Collins Avenue on the east and 22nd Street on the south; and,
WHEREAS, the City of Miami of Miami Beach and the Miami Beclc: 1
Redevelopment Agency are pursuing the necessary site acquisition tl)
accommodate said Cultural Center; and,
WHEREAS, other steps need to be taken to ensure the expeditiClu:;
development of said Cultural Center, the most important of which
involves the development of a Request for Proposals (RFP) for thl!
architectural design of the Miami Beach Regional Library cmd
parking garage.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION Ol!"
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and Cit: r
Commission hereby authorize the Administration to proceed with thl!
preparation of a Request for Proposals for architectural design
services in connection with the new Regional Library and Parkinq
Garage to be located in Miami Beach, Florida.

RECOMMENDATION:
Approve the Resolution.
BACKGROUND:
The Administration, through the Redevelopment Agency, is diligently pursuing acquisition ofth.~
property for the Cultural Center project. It is anticipated that, through both eminent domain an I
friendly sales, the acquisition process should be completed in October of 1997.
The Administration is recommending that the City begin the other necessary steps to secure th.~
timely development of the library and other elements of the project.
These include:
1. Development of site and topographical surveys
2. Utility/infrastructure analysis
3. Environmental assessments
4. Development of a Request for Proposals (RFP) for the library and parking garage.
ANALYSIS:
The most significant of these tasks will be the design for the library and parking garage. rh~
Administration and the Commission are both concerned that the library building and garage be ( f

the highest quality design. An RFP process is the most appropriate because it will secure actud
proposals from which the Commission can select.
The RFP must be carefully written to:
(a) Attract the highest quality and most experienced architects available.
(b) Achieve comparable submittals.
(c) Be very clear about the program and scope of the project and land use limitations of the :>it€.
Additionally, the selection process must be very clear and open so as to not discourage submission;
from world-class firms.
With this authorization, the Administration will begin the drafting of an RFP for Commis~:io 1
approval at the September 10, 1997 meeting. By that date, the Administration will be much fur:he r
along in the land acquisition and other investigative process as well.
CONCLUSION:
The Commission should proceed with the above Resolution.
