BEACH) - HURRICANE EVACUATION TIME FRAME
In its effort to see that the issues of mobility and transportation concurrency in the City are addressed
in a more holistic manner, the Administration has requested the Miami-Dade Metropolitan Planning
Organization (MPO) and the Miami-Dade County Office of Emergency Management (OEM) to
assist with its efforts in determining the feasibility of creating a Transportation Concurrency
Management Area (TCMA)* for the South Beach area south of 23rd Street, inclusive of the Historic
Districts, which would comply with the Hurricane Evacuation requirements as established by the
State and County.
The Administration is confident that careful coordination with the MPO and OEM will be of
particular benefit in the development of an efficient and desirable Mobility Plan in this part of the
City. A copy of said request is enclosed. If the MPO and OEM determine that a Transportation
Concurrency Management Area is feasible, the Administration will present such findings as well as
the implementation necessary to obtain such designation.
*The State of Florida defines the objective of a Transportation Concurrency Management Area as
follows.'
The purpose of this optional alternative transportation concurrency approach is to promote
infiH development or redevelopment within selected portions of urban areas in a manner that
supports the provision of more efficient mobility alternatives, including public transit. As
a coordinated approach to land-use and transportation development, it may employ the use
of an area-wide level of service standard and an accommodation and management of traffic
congestion. A transportation concurrency management area is a compact geographic area
with existing or proposed multiple, viable alternative travel paths or modes for common
trips.
