The purpose of this Letter to Commission ("LTC") is to provide an update on the permitting status of the
temporary Ocean Drive pedestrian plaza ("promenade") located between 13 Street and 14 Place.
Firstly, I am pleased to report that, as required by the Miami-Dade County Department of Transportation
and Public Works ("DTPW"), the City Administration has now obtained confirmation from all twenty-five
(25) businesses located within the promenade with active Business Tax Receipts as of September 7,
2023 that their businesses can be serviced through the 14 Place/Ocean Court alleyway. This concurrence
fulfills a requirement from DTPW, as per the e-mail dated September 4, 2023 (Attachment A), that if the
City can confirm and demonstrate that all businesses located within the promenade can be serviced via
the alleyway, DTPW would be amenable to discussing the possibility of full pedestrianization of the
promenade.
Secondly, based on City Commission direction received pursuant to item R9 H at the October 18, 2023
City Commission meeting, the City Administration resubmitted Application No. 2022001803 to Eulois
Cleckley, Director and CEO, DTPW, on October 20, 2023, for modifications to the current configuration
of the temporary promenade. The City's permit application resubmittal fulfills a requirement from DTPW,
as per the email dated October 11, 2023 (Attachment B), that the City must submit a permit application
to DTPW for a modification to the current configuration of the promenade no later than October 20, 2023.
The permit application included the following documents:
1. Map of Proposed Modifications to the Existing Promenade Configuration per City Commission
Direction on October 18, 2023 (Attachment C)
2. Draft Ocean Drive Pedestrianization Pilot Study Methodology (Attachment D)
Note that if approved by DTPW, the permit would allow for a 90-day pilot study of the temporary
promenade, which if successful, could subsequently allow for a long-term permit. Notwithstanding
submittal of the permit application, staff continues to explore strategies to improve the operations of the
temporary promenade and Ocean Drive at large including, but not limited to, additional signage, traffic
flow modifications, and mobility options for impacted businesses should the 90-day pilot be permitted and
implemented.
In addition, I have sent a transmittal letter to Jimmy L. Morales, Chief Operations Officer, Miami-Dade
County Office of the Mayor, emphasizing the importance of this project.

Thank you for reaching out and advancing a resolution to the Pedestrian Promenade on Ocean Drive.
The rationale for DTPW's suggestion to keep Ocean Drive open to traffic during a time certain throughout each day is for
the accommodation of deliveries that may be infeasible or impractical through the alleyway. This would alleviate
impacts to businesses affected by the proposed closure and ensure adequate servicing. The issue is an operational
concern primarily. If the City can confirm and demonstrate that all businesses can be properly serviced via the service
alley, we would be amenable to discussing the possibility of full pedestrianization.
We are looking forward to a final determination by the City on September 13 and the subsequent submittal by your
team for pilot plan and permit application for the proposed condition. This issue must be closed out/addressed as soon
as possible.

different than the one to which I sent the attached email dated July 16, so I am taking the liberty of emailing only you at
this email address.
I would really appreciate your perspective on the question we posed in the attached email: would DTPW be open to
keeping the temporary Ocean Drive promenade closed 24/7 (provided the City installs a new gate at the alleyway
entrance as required by DTPW); or does DTPW require that the promenade be opened to vehicular traffic during certain
hours of the day?
Our City Commission asked me this question during a discussion on the promenade item at the June meeting, and I'm
sure they will ask again at the September 13 meeting when hopefully a final policy decision on the promenade will be
made. The Commission discussion may ultimately boil down to whether or not to open the promenade during certain
hours of the day, thus having DTPW's perspective on this particular issue will be important. Please advise and thank you

Dear Mrs. Hudak,
Since my last correspondence in March of 2023, the Miami-Dade Department of Transportation
and Public Works (DTPW) has coordinated closely with the City of Miami Beach's Department of
Transportation with relation to the Ocean Drive pedestrian plaza that is currently in place along
Ocean Drive between 13" and 14" Streets. Unfortunately, despite this coordination, a permit
submittal to Miami-Dade County to authorize Miami Beach's desired pilot study to evaluate the
impacts of traffic flow modifications and ensure public safety has not been received.
In previous correspondence to the City, our Department highlighted several geometric and safety
constraints associated with the use of the Ocean Court. alleyway for re-routing of general traffic.
We have also communicated the various hazards that the City's closure of Ocean Drive and re-
routing of traffic along the Ocean Court alleyway creates with relation to limiting access by
emergency vehicles and creating of several conflict points for pedestrians and motorists.
You have advised that on October 18" the Miami-Beach Ci ty Commission is likel y to consider a
proposed traffic modification request for portions of Ocean Drive and Ocean Court. DTPW looks
forward to reviewing any such proposal, but reserves all rights to enforce the County's authority
pursuant to Miami-Dade County Code sections 2-95.1 and 2-96.1.
As a reminder, any request for a temporary or permanent street closure must include a
comprehensive plan of study, and complete application submitted to DTPW for engineering
review. Any pilot project would require monthly reviews of impacts to traffic, safety, and
unforeseen conflicts, as well as observations gathering of feedback from affected residents and
businesses.
I have directed my team to support this effort and work with your staff at the appropriate time to

The Miami-Dade Department of Transportation and Public Warks (DTP W) is in receipt of your
letter dated March 3, 2023 requesting authorization for a pilot study to evaluate proposed traffic
flow modifications along Ocean Drive and the Ocean Ct. a leyway. W e understand that the
modifications proposed by the City of Miami Beach ("City") are intended to prioritize pedestrian
access to Ocean Drive from 13" Street to 14 Place. DTPW app reciates the City's commitm ent
to advancing pedestrian improvements while ensuring publ c safety, and has undertaken a
thorough review of the updated proposed plan.
In previous corresp ondence to the City, our Dep artm ent highlighted several geom etric and safety
constraints associated with the use of the Ocean Ct. alleyway for re-routing of significant volumes
of general traffic. Th ese safety concerns incl ude imp acts to late al offsets, vertical clearance, sight
distance, and substandard turning radii. Additionally, our review determined that such re-routing
would generate various hazardous conditions including limiting access by emergency vehicles
and the creation of several conflict points for pedestrians and motorists.
As a result of DTPW's feedback, the City most recently proposed a configuration by which general
vehicular traffic would only be allowed to access Ocean Drive, via gate arm s, at 14" place from 6
am to 11 am , Monday through Saturday. Furthermore, the City proposed allowing trucks smaller
than 33 feet long to access the alleyway at Ocean Ct. for "back of house services". Th e City's
letter, however, does not speak to any limitations on routing of general traffic from Ocean Drive
onto the Ocean Ct. alleyway.
Since the receipt of your letter, DTPW staff has perform ed field reviews an d con ducted working
sessions to understand the technical and safety implications of your proposal. Upon review we
remain concerned that the proposed solution fails to address safety issues associated with high
south-bound traffic volumes along the Ocean Ct. alleyw ay as a result of limited vehicular access
to Ocean Drive.
Our team has identified two alternatives that would be acceptable and should be considered by
the City as viable solutions. These alternatives are as follows:

• Alternative 1: Gate closure at 14" Place and Ocear Drive with controlled access for
service vehicles. See Exhibit 1.
• Alternative 2: Reconfiguration of the alleyway for northbound service vehicles traffic only.
See attached Exhibit 2.
Both alternatives address DTPW's primary safety objective of limiting general traffic along the
Ocean Ct. alleyway. Under these scenarios, A1A would serve as the alternate route for vehicular
traffic. T-turnarounds would be required at the 13" and 14" Street alleyway intersections. As a
result, traffic entering the intersecting streets will have an adequate method of egress and the
Ocean Ct. alleyway would revert to its originally intended use for service vehicles only.
Miami Dade County considers both alternatives viable and would recommend a 90-day pilot
project implementation. Prior to commencement of the pilot, the City of Miami Beach must
schedule a meeting with members of DTPW to jointly develop a methodology for analysis of the
pilot. The methodology must include but is not limited to data collection strategy, documenting
loading conditions, access management, passenger drop-off, public input, education, and
compliance. The methodology must also identify the intended cutcome and measures of success.
The pilot project would require monthly reviews of impacts to traffic, safety concerns, and
unforeseen conflicts. A detailed daily log shall be required and should be maintained by the City
throughout the pilot project implementation, the log will provide specific traffic monitoring
measures which will be identified and accepted by both the City and the County traffic engineering
teams in advance of implementation. City staff will conduct observations and obtain feedback
from affected residents, businesses, customers, and workforce with regard to the pilot. Upon
completion of the pilot, the City must submit a signed and sealed report documenting the results,
determining success, and providing recommendation for next steps. The outcomes of the pilot
will be utilized to determine whether the permanent implementation of traffic modifications is
feasible or if further adjustments are required.
I have directed my team to support this effort and work with your staff to arrive at a final pilot plan
for implementation. We look forward to assisting the City in achieving its pedestrian connectivity
objectives while maintaining public safety at all times.

Dear Mr. Cleckley:
Thanks for your continued support and collaboration on various Miami Beach related traffic efforts.
As you are aware, the City of Miami Beach ("City") has demonstrated a commitment to
pedestrianize a portion of Ocean Drive through the implementation of a temporary pedestrian
promenade from 13 Street to 14 Place. However, we understand the concerns expressed by
Miami-Dade County Department of Transportation and Public Works ("DTPW") staff with regard
to the current operational challenges associated with the current promenade configuration and,
in particular, the required use of the 14 Place/Ocean Court alleyway by general use vehicular
traffic to by-pass the promenade. Please accept this letter as a step forward in our continued
dialogue on this matter subject to further discussions with and approval by our City Commission.
Pursuant to our meeting on December 21, 2022 wherein DTPW staff expressed their concerns
with the current promenade, City staff has been working to develop a modified operational plan
that balances the needs and desires of the affected businesses, stakeholder groups, city
emergency services, residents and visitors, and which addresses the concerns expressed by
DTPW staff both verbally and in the letter dated October 25, 2022. The modified plan consists of
allowing vehicular traffic to access Ocean Drive via arm gates at 14 Place from 6 a.m. to11a.m.,
Monday Saturday, which aligns with the time periods when most deliveries and services for the
affected businesses occur. Smaller size trucks (no more than 33' long) would be allowed to access
the alleyway at Ocean Drive and 14 Place only if required for "back-of-house" services. This
operational plan is expected to drastically reduce the volume of delivery trucks and service
vehicles which currently cannot access Ocean Drive within the promenade portion and must
therefore perform their services from the alleyway. As such, by reducing the number of trucks and
service vehicles during the early morning hours when the bulk of this activity typically occurs, we
believe this operational change will address DTPW's concern regarding the volume of vehicles
using and potentially blocking the alleyway and the concerns associated with that operation.
With respect to a methodology to evaluate the effectiveness of a modified operational plan for the
temporary promenade, the City proposes to collect traffic data at 13 Street, 14 Place, and 15
Street along Ocean Drive to document the existing conditions with respect to traffic volumes; and
we welcome DTPWs input in this regard. If the modified operational plan is approved by DTPW
for implementation on a pilot basis, City staff is prepared to collect and analyze post-traffic data
and provide to DTPW for use in determining the effectiveness of the modified pilot. In addition,
City staff will conduct observations and garner feedback from affected residents, businesses,
customers, and workforce with regard to the modified pilot. The City, in collaboration with DTPW,
will use this data and feedback to evaluate the pilot and determine if any additional changes to
the pilot are warranted to address the County's concerns.

Dear Mr. Gonzalez,
Enclosed for your review is the Traffic Methodology for the Miami Beach-
Ocean Drive Pilot Study Project. The scope of the project includes the preparation
of a traffic study to compare the operations and safety of Ocean Drive and Ocean
Court for two scenarios, namely, the pre-COVID scenario and the Pilot Scenario.
The methodology follows the observations and recommendations from the
Miami-Dade County Department of Transportation and Public Works (DTPW)
submitted to the City of Miami Beach (the 'City') on March 28, 2023, and
provides a quantitative and qualitative approach to help understand the challenges
and opportunities that the implementation of the Pilot comprises.
Traffic Study Methodology
CGA will evaluate the effects on traffic and safety of the Pilot proposed by the
City for Ocean Drive and Ocean Court (from 13" Street to 14" Place), as well as
the changes in 14" Street and 14" Place. For this, the following scenarios will be
studied:
• Pre-COVID Scenario: This scenario portrays the configuration from 2019
with estimated volumes for the year 2023. In this scenario, Ocean Drive
has 2-way traffic, no sharrows or bike lanes, parking allowed on both
sides, and intermittent loading areas.
• Pilot Scenario: This configuration portrays a 1-way southbound travel
lane, dedicated bi-directional bike lanes, parking on one side, and
intermittent loading areas for the year 2023.
It should be noted that the pre-Covid configuration is no longer in place but rather
the Pilot Scenario is the current configuration in the study area. As such, the
Ocean Drive Feasibility Study submitted to the City by HW Lochner in May 2020
with counts from July 2019 will be used to model the traffic conditions from 2019
adjusting the volumes to 2023 per Miami-Dade County DTPW. In the case that

such information is not available for a given intersection, the cardinal distribution
from the LRTP 2045 from the Miami-Dade Transportation Planning Organization
should be used. The study area is defined as follows:
• North-South boundaries: 13 Street to 15" Street.
• East-West boundaries: Ocean Drive to Ocean Court.

CGA will collect turning movements for the AM and PM peak hours on one regular weekday
and the peak period of one regular weekend day for the first week of each month over a period
of 90 days at the following intersections:

CGA will also collect 24-hour ADTs for the days when TMCs are being collected in the
following segments:
• Ocean Drive between 14 Place and 14"" Street
• Ocean Drive between 14" Place and 15" Street
• Ocean Court between 14" Street and 14"" Place
To be consistent with the method outlined by DTPW, the Ocean Drive Feasibility Study from
2019 will be used to determine the peak hours of the network. This study collected TMCs for
the weekday AM peak period (10 a.m.-12 m.d.) and the PM peak period (6 p.m.-8 p.m.), as
well as the weekend peak period 11 a.m.-1:00 p.m. The data collection process can be
performed using cameras and counting machines.
Standards
To develop the analyses, CGA will follow the Traffic Flow Modification(s)/Street Closure(s)
Procedure from Miami-Dade County Public Work Department - Traffic Engineering
Division, the FDOT Multirnodal Quality/Level of Service Handbook, the FDOT Traffic
Engineering Manual, and the TRB Highway Capacity Manual.
Model & Traffic Analysis
CGA traffic engineers will complete an evaluation to determine the Level of Service for AM
and PM peak periods for each of the collected datasets. This will allow monthly comparisons
of the operations and safety, and to point out unforeseen conflicts. For this, Synchro 11
software will be used to analyze the pre-COVID and Pilot conditions in the traffic impact
area during the AM Peak period and PM Peak Period. The delay and level of service for each
movement, approach, and overall intersection capacity will be determined according to the
Highway Capacity Manual 2016 (HCM 2016) methodology, along with the 95th percentile
queue length for each movement.
The pre-COVID scenario will use volumes from 2019 extracted from the Ocean Drive
Feasibility Study adjusting the volumes to 2023 using growth factors from historical count
data.

A log with the findings for each monthly dataset (30 days, 60 days, and 90 days of
implementation) will be prepared and presented to the City and DTPW with specific
measures related to the operations and safety of the project.
Based on the results of the traffic analysis for the pre-COVID and Pilot Scenarios,
conclusions and recommendations will be provided regarding the Level of Service and safety
of both scenarios.
Model Development
To conduct the analysis, CGA will use Synchro 11, which applies the methodologies outlined
in the Highway Capacity Manual (HCM) 6" Edition for interrupted flow. Synchro allows
modeling intersections, signal timing optimization, capacity analysis, visualization, scenario
testing, report generation, and integration of GIS information to enhance the process analysis.
CGA will require the following input for the model development:
• Traffic Data (TMCs, pedestrian volume, and bicycle volume)
• Seasonal factors
• SOPs
• Committed volumes/trips.
• Field observation
• Previous studies for Ocean Drive.
Report Preparation & Submittal to Maintaining Agencies
CGA will prepare and submit a traffic report including tables and figures as necessary. This
report will include the results of stakeholder surveys and public outreach meetings. The
report will be submitted to the City of Miami Beach and the Miami-Dade County Department
of Transportation and Public W arks for their review and approval.
