ROOFTOP LEVEL OF THE NEW CITIZENM HOTEL LOCATED AT 1628-
1634 ALTON ROAD, WHICH GRAPHIC EXCEEDS 100 SQUARE FEET
IN SIZE, FOLLOWING APPROVAL BY THE DESIGN REVIEW BOARD
ON SEPTEMBER 5, 2023.
WHEREAS, OSIB Miami Beach Properties, LLC, (the "Applicant") is the owner of the
property located at 1628-1634 Alton Road (the "Property") in Miami Beach, and is requesting
approval to allow the installation of a non-commercial, non -electronic artistic graphic located at
the rooftop level of the new "citizenM" hotel on the Property; and
WHEREAS, on September 5, 2023, the Design Review Board ("DRB"), pursuant to File
No. DRB23-0936, reviewed and approved a request for Design Review Approval of the subject
artistic graphic submitted by the Applicant, based on a finding that the artistic graphic satisfied
the Design Review Criteria in the Resiliency Code; and
WHEREAS, the artistic graphic depicts a work of art by internationally recognized art
collective "assume vivid astro focus"; and
WHEREAS, the artistic graphic is an outdoor mural with an area of 1,415 square feet, as
depicted in Exhibit "A" to this Resolution; and
WHEREAS, pursuant to Section 6.2.10(b) of the City's Resiliency Code, following
approval by the DRB, any artistic graphic that exceeds an aggregate area of 100 square feet
requires final approval by Resolution of the City Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission, pursuant to
Section 6.2.10(b) of the Miami Beach Resiliency Code, hereby approve a request by OSIB Miami
Beach Properties, LLC, owner of the property located at 1628-1634 Alton Road, Miami Beach, to
allow the installation of a non-commercial, non -electronic artistic graphic located at the rooftop
level of the new "citizenM" hotel on the Property, with an area of 1,415 square feet. The approval
herein is subject to all applicable conditions imposed by the Design Review Board in the Order
for File No. DRB23-0936.

RECOMMENDATION
The Administration recommends that the City Commission adopt the attached Resolution.
BACKGROUND/HISTORY
OSIB Miami Beach Properties, LLC, is the owner of the property located at 1628-1634 Alton
Road (the "Property"), and is requesting approval to allow the installation of a non-commercial,
non -electronic artistic graphic located at the rooftop level of the new "citizenM" hotel on the
Property.
On September 5, 2023 the Design Review Board (DRB) reviewed and approved an artistic
super graphic for the Property (see. attached illustrations). The graphic / mural is entitled
"citizenM Miami South Beach Hotel" and conceived by assume vivid astro focus (avaf), an
internationally recognized art collective founded by artist Eli Sudbrack. The approval of the DRB
is subject to the following conditions:
1. Substantial alterations or deviations from the artistic imagery approved herein either now or in
the future shall be reviewed by the Design Review Board as a new application.
2. The artistic mural shall be maintained by the applicant, in a manner to be reviewed and
approved by staff consistent with the Design Review Criteria and/or the directions from the
Board.
3. The final exterior surface color scheme, including color samples, shall be subject to the
review and approval of staff.

4. Prior to the issuance of a Certificate of Occupancy, the project Architect shall verify, in writing,
that the subject project has been constructed in accordance with the plans approved by the
Planning Department for Building Permit.
Pursuant to Sec. 6.2.10(B) of the Land Development Regulations of the City Code (LDRs),
pertaining to non-commercial exterior graphics and images, the maximum aggregate size of any
mural, graphic or image shall not exceed 100 square feet, unless otherwise approved by and
adopted by a majority vote of the City Commission by Resolution. The proposed graphic
exceeds 100 square feet in aggregate size and is subject to approval by the City Commission.
The proposed graphic will be located on the north side of the site that is part of the phased
commercial development project at 1212 Lincoln Road. This project spans the entire block on
the west side of Alton Road, from 16th Street to Lincoln Road. Phase I of the project is
complete and the second phase of the project, the northernmost portion of the site, will include
retail and the City's first "citizenM" hotel.
The applicant is proposing the installation of an artistic super graphic on the rooftop structure,
along the walls of the north and east elevations, comprising a total area of 1,415 square feet.
These walls are well setback from the main elevations of the building and will primarily be visible
from the roof -top pool and sundeck. Most of the roof -top area will be screened from street view
by landscaping.
The applicant is proposing to artistically enrich otherwise nondescript walls with a flourishing
mural by assume vivid astro focus (avaf). According to the applicant, avaf creates personal
expression and lust for life that is infused by multiple sources and visual traits. avaf works have
been exhibited extensively and are included at the Faena Center, Museum of Contemporary Art
(MCA), Museum of Modem Art (MOMA), as well as other major exhibitions.
The Administration is supportive of the proposed artistic graphic as it will enhance the wall
enclosure of the elevator, bathroom, and mechanical spaces with a mural that is vibrant and
compatible with the architecture.

assume vivid astro focus was founded by Eli Sudbrack in 2001. avaf occasionally
morphs into a duo with Paris -based artist Christophe Hamaide Pierson (b. Paris,
1973) and sometimes also into a collective, depending on the different projects
they are involved in.
Personal expression and a lust for life are prominently emphasized in projects that
are simultaneously rooted in politics of free speech, civil rights, classifications of
class, gender and national identity. Infused by pop culture and political references,
avaf is influenced by multiple sources and visual traits from art, culture, politics,
sociology, comics and music, creating stunning and visually explosive mash -ups of
transformed and re-contextualized references. avaf operates with a hedonistic
spirit, and engages in frequent collaborations with musicians, designers, dancers
and other artists, challenging conventional assumptions about authorship and the
role of the artist's persona in society and the contemporary art world with their core
beliefs as foundation: "share, generosity, contaminate, be contaminated, devour, be
devoured, travel and spread".
avaf has been the subject of major exhibitions and public art projects around the
