4- Aquatic Sculpture Park (Reefline) PresentationCITY OF MIAMI BEACH G.O. BOND
October 26th 2023
Honorable (G.O.) Bond Oversight Committee,
We extend our deepest gratitude to the Mayor, City Commission, GO Bond Committee , City Staff and above all, the resilient residents of Miami Beach. Your unwavering support and vision have been instrumental in bringing the dream of the ReefLine to fruition.
On November 18, 2020, a transformative journey began as the Miami Beach Mayor and City Commission officially adopted a Resolution backing The ReefLine. Their commitment was not merely to an abstract concept, but to a revolutionary idea that synergized culture, marine life, and eco-tourism.
Fast forward to three years, The ReefLine has metamorphosed from a vision to reality. Beginning in Spring 2024, Miami Beach will unveil ReefLine’s Phase 1, positioned a mere 600 feet off its coast. This haven will not only be a free aquatic sculpture park and marine sanctuary but also an emblem of accessibility and inclusivity.
Our dedication has been unyielding, as evident from our tireless efforts to ensure that every aspect of the ReefLine aligns with regulatory standards. The project has been meticulously evaluated by esteemed agencies, culminating in timely and budgeted permit issuances.
At the heart of ReefLine lies an ensemble of experts and global frontrunners. Entities such as the Ocean Rescue Alliance (ORA), REEF CELS, Coral Morphologic, University of Miami (UM), Cummins Cederberg, and OMA and of course DERM, have infused their unparalleled expertise into the project.
THE REEFLINE- AQUATIC SCULPTURE PARK MIAMI BEACH G.O. BOND
While the ReefLine is bound to captivate and allure as one of Miami's iconic attractions, its core objective transcends mere admiration. It is conceived as a catalyst for awareness, engagement, and a call to action for our city's and marine environment sustainable future.
Drawing inspiration from the prodigious economic impact of Florida's coastal counties, we envision the ReefLine as a crown jewel in Florida’s Blue Economy. Encompassing ecological restoration, economic revitalization, and an enhanced quality of life, the ReefLine stands poised to elevate Florida's global stature.
In conclusion, our journey with The ReefLine is a testament to collective ambition, foresight, and perseverance. We remain ever-thankful for the support and are eager to usher in a new era for Miami Beach.
Warm regards,
Ximena Caminos/ Founder

SUMMARY
THE REEFLINE- AQUATIC SCULPTURE PARK MIAMI BEACH G.O. BOND
THE PROJECT
Developed by BlueLab Preservation Society, a 501(c)(3), in partnership with the City of Miami Beach, the ReefLine will feature environmentally- functioning artworks by major international artist and designers, to be completed in several phases, with the first phase slated to open Spring/ Summer 2024. The 7 mile underwater public sculpture park, snorkel trail, and artificial reef will be located off Miami Beach's shoreline.
Conceived by BlueLab's Chair, Ximena Caminos, in collaboration with Coral Morphologic, and close consultation with a team of expert marine biologists, researchers, architects, and coastal engineers, the ReefLine will begin at fourth street on South Beach and run north, providing critical habitat for endangered reed organisms, promoting biodiversity and enhancing coastal resilience.
The ReefLine will highlight Miami as a
creative beacon for non-traditional
solutions on climate change.
ABOUT
THE REEFLINE- AQUATIC SCULPTURE PARK MIAMI BEACH G.O. BOND
The first phase of the ReefLine is reactivating an area previously permitted by DERM for artificial reefs. In 2003, a Municipal resolution (#2003-25203) was passed by the City of Miami Beach in support of this area to serve as a site for artificial reef deployment.
OVERVIEW
ABOUT
The two-decade-old Jose Cuervo Reef serves as a proof-of-concept for how artificial reefs can attract snorkelers and create habitat in the sandy area within swimming distance from shore.

Expansion of ORAI Programs: Extending established ORAI scientific programs for novel research, restoration, and conservation.
THE REEFLINE- AQUATIC SCULPTURE PARK MIAMI BEACH G.O. BOND
The ReefLine will provide the local community (and tourists) with a free opportunity to engage directly with Miami’s marine biological diversity without the need for expensive boats or scuba diving equipment. Within swimming distance from shore (~900’), people will be able to simply snorkel from the beach to see the underwater public art and reef life that is otherwise more likely to be encountered farther offshore.
The ReefLine can be among Florida’s next great Blue Economy attractions, bringing the triple-bottom-line benefits of ecological restoration, economic growth, and a higher quality of life — particularly for the communities most proximate to the ReefLine. The value of all of these impacts can be easily measured: Ecological restoration leading to a more dynamic, diverse and stable ocean ecosystem; broad-based economic growth in the form of a unique and proven water attraction; and an overall quality life improvement for all parties, both tourist and local, via a seamless blending of Miami’s natural beauty and creative ingenuity. For all of these reasons and more, the ReefLine is a very compelling investment of limited GO dollars.

CONCRETE CORAL
PHASE 1A
Concrete Coral is the underwater incarnation of Leandro Erlich’s Order of Importance, a site specific traffic jam displayed in Miami Beach during Art Basel 2019. As opposed to sand cars shown on the beach, these submarine sculptures do not degrade over time. Instead, they will be colonizing life and merging withthe natural environment. Our fear of “being underwater” as a natural consequence of climate change will also be transmuted into the generation of new homes for underwater lifeforms and the development of a new ecosystem.

An architect of the uncertain, Erlich creates spaces with unstable boundaries. Before one tries to make sense of his sculptures and installations, one senses the uncanny. A single change (up is down, inside is out) can be enough to upset the seemingly normal situation, exposing our reality as counterfeit. In 2008, his installation La Torre was exhibited at Museo Reina Sofia, Madrid, and he showed his acclaimed Swimming Pool at MoMA in New York. In 2019, Erlich created Order of Importance, on the oceanfront at Lincoln Road, Miami.

HEART OF OKEANOS
Mimicking the actual heart of a strandedblue whale, this sculpture by Petroc Sesti is at the same time a votive offering to the Greek god of the Oceans and a carefully designed gift for the creatures that inhabit them. Crafted in CarbonXinc—an experimental materialcapable of sequestering significant quantities of greenhouse gasses—and seeded with living corals, the giant artwork will become an idyllic haven for marine lifeforms and a powerful guidepost as other artists andenvironmentalists chart their own conservation journeys. The sculpture was co-commissioned by The ReefLine, Faena Art and CarbonXinc.

Carlos Betancourt (born San Juan, Puerto Rico 1966) is an American artist, generally described as a multi-disciplinary artist. His artworks explore issues of memory, and his own experiences, while also dwelling in issues of nature, the environment and matters of beauty, identity and communication. By means of re-examination, he recycles and reinterprets the past by delivering it in a fresh and new relevant context. Influenced by personal memories, he believes that art can be informed by one's own experiences, not necessarily the other way around.

CELLULAR REEF MODULES
Reef Cells are a new and unique solution to bio-marine enhancement. Reef modules designed to look and act like natural reefs, reef cells are designed to provide the maximum amount of surface area and the largest number of interconnected varied spaces using the smallest amount of material.
Traditional man-made habitat structure has been limited to sinking scuttled ships, obsolete equipment, and previously purposed concrete items; none of these artificial reefs look natural and many appear out of place in the marine environment. Many currently engineered artificial reef designs appear geometric, symmetrical and uniform; these shapes usually conform to the limitations of their fabrication method and usually emphasize ease of construction or deployment rather than compatibility with any natural aesthetic.
