SAFE NEIGHBORHOOD PARKS BOND - CHALLENGE GRANTS

Please find attached, for your information, a complete copy of the challenge grant allocations, as
approved by the Safe Neighborhood Parks Oversight Committee, on May 27, 1998. The six member
Grants Review Subcommittee received 41 Youth Grant Applications and 13 Natural Areas/Open
Space Applications. The Committee met to review the applications, hear presentations, and draft
recommendations. They divided their funding recommendations into four categories: Denied,
Partial Support, Proportional Reduction and Full Support.
The City of Miami Beach made four applications in the Youth Grant Applications category. Only
one of our applications for $100,000 for tot-lots was approved. The City will again have the
opportunity to apply for the interest monies generated by this bond sometime in the first quarter of
1999.
The authorization to apply for and accept this grant was approved at the Commission meeting of
March 4, 1998.

SAFE NEIGHBORHOOD PARKS CITIZENS' OVERSIGHT COMMITTEE.
- Challenge grant workshop and application notice was advertised for four (4) days in
January and four (4) days in February in three (3) newspapers.
- Three (3) public workshops, with sub-committee member involvement
(JohnlMary/Juanita), were held in North/South/Central Miami-Dade County.
- Letters and notices of application availability were sent to:

- The six member Grants Review Subcommittee (Howard/Mary/CharIes/JuanitaJ
John/Ron) met for 24 hours over six days (May llth/13th/14th/20th/21st/26th) to review
the applications; hear presentations; and discuss and draft recommendations.
- The task was difficult - there were over $15,000,000 in request for Natural Areas/Open
Space with only $8,000,000 available; there were over $29,000,000 in Youth Grant request with
only $7,000,000 available.
- We have divided our funding recommendations into four categories:

Thank you for your recent Safe Neighborhood Park Challenge Grant applications. The Oversight
Committee received thirteen (13) applications for over $15 million in Natural Areas/Open Space
Land Acquisition grants and forty-one (41) applications for over $29 million in Youth Related
grants. The Grant Review Sub-Committee met six times over a three week period to review and
consider funding recommendations. The Safe Neighborhood Parks Citizens' Oversight
Committee heard and approved the Sub-Committee recommendations at their May 27th meeting.
Although your projects were not selected for funding by the Oversight Committee, you should
not be discouraged. The Oversight Committee anticipates having Interest Earning grant funds
available within the next year and would encourage each applicant to consider submitting a
request for funding through that grant process. The Committee is now beginning to develop the
guidelines for these grants and as a prior applicant you will be notified as to their availability.
Again, the Oversight Committee appreciates your interest in the Safe Neighborhood Parks bond
program and regrets they were unable to fund all the worthy projects seeking their support.

CONSTRUCTION AND DEVELOPMENT OF YOUTH RECREATION AND
SERVICES FACILITIES TO THE MIAMI -DADE COUNTY SAFE
NEIGHBORHOOD PARKS (SNP) BOND CHALLENGE GRANTS PROGRAM
IN THE ESTIMATED AMOUNT OF $1,273,000, TO BE MATCHED
50/50 WITH CITY FUNDS, AS RECOMMENDED IN THE APPROVED
$15 MILLION GENERAL OBLIGATION BOND PROGRAM TO RENOVATE,
AND REBUILD PARKS AND RECREATION FACILITIES WITHIN THE

BACKGROUND:
On July 16, 1996, the Miami-Dade County Commission passed the Safe Neighborhood Parks Act
of 1996 authorizing a general obligation bond measure to seek the approval of the voters of the
County to sell up to $200 million bonds for purchase of land for future park sites, construction of
new parks, and restoration of existing facilities throughout the County. The Ordinance also
established a Citizen's Oversight Committee comprised of thirteen (13) members, one residing in
each of the thirteen (13) County Commission districts. The Citizen's Oversight Committee was
formed to oversee the disbursement of proceeds from the sale of said bonds.

The City will submit the remaining application for North Shore Open Space Park when the pending
Altos del Mar issues are resolved.
It is the Recreation, Culture and Parks Department's goal to identify funding that will further
develop the approved Parks Master Plan. The Challenge Grant Allocation will make $7 million
available to public agencies and Not-For-Profit Organizations for land acquisition, construction and
development of youth recreation service facilities. It is therefore, a very viable source that should
be pursued. If authorized to apply, the following projects will be submitted utilizing the City's
approved Parks General Bond Program funding as a match.

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
SUBMIT GRANT APPLICATIONS FOR THE CONSTRUCTION AND DEVELOPMENT OF
YOUTH RECREATION AND SERVICES FACILITIES,TO THE MIAMI-DADE COUNTY
SAFE NEIGHBORHOOD PARKS (SNP) BOND CHALLENGE GRANTS PROG~, IN THE
ESTIMATED AMOUNT OF $1,273,000, TO BE MATCHED 50/50 WITH CITY FUNDS,
AS RECOMMENDED IN THE APPROVED $15 MILLION GENERAL OBLIGATION BOND
PROGRAM TO RENOVATE, AND REBUILD PARKS AND RECREATION FACILITIES
WITHIN THE PARK SYSTEM IN MIAMI BEACH; AUTHORIZING THE ACCEPTANCE OF
THE GRANTS, IF AWARDED; APPROPRIATING THE AWARDED FUNDS IN
COMPLIANCE WITH THE TERMS OF THE GRANTS; AND AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO SAID
APPLICATIONS.
WHEREAS, the citizens of Miami-Dade County have authorized the issuance of
general obligation bonds (the "Bonds") for the purpose of financing capital
improvement programs for certain parks, beaches, natural areas, and recreation
facilities; and
WHEREAS, to implement and give effect to the bond program, Miami-Dade
County, Florida enacted Ordinance 96-115, the Safe Neighborhood Parks
Ordinance(the "Ordinance"); and
WHEREAS, it is necessary and desirable to the quality of life , to benefit
property values, to promote prevention of juvenile crime by providing positive
recreation opportunities, and to improve the recreation'facilities of youth,
adult, and senior citizens in this community through the improvement of our parks
and natural area; and
WHEREAS, pursuant to the terms for the Ordinance, the passage of this
Resolution and the acts contemplated by this Resolution are conditions to
obtaining a grant; and
WHEREAS, the City of Miami Beach ("City") will submit applications for the
funds described in Section 3~ of the Ordinance as "Challenge Grants" for the
projects listed in Section 1 below subject to all terms and conditions of the
Ordinance; and
WHEREAS, the proposed projects are included in the City's Parks General
Obligation Bond Program and these funds will permit a greater scope of work to
be accomplished; and
WHEREAS, this increased scope of work will significantly enhance the
quality of life for our residents, in particular the children and youth of our
community.

NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA AS FOLLOWS:
Section 1. The City hereby authorizes the City Manager or his designee to make
application for grants for the projects in the amounts listed below, and in
connection with such application to execute such grant agreements and other
contracts and documents, subject to approval of the City and its Legal
Department, to expend Safe Neighborhood Parks bond funds received for the
purposes described in the funding request, to execute any necessary amendments
to the grant application and contracts, and take such other acts as may be
necessary to accomplish the intent of this Resolution. Application shall be made
with respect to each of the following projects (the "Projects") for 50% of the
total project amounts set forth below:

Section 2. The City of Miami Beach shall complete each of the proj ects in
accordance with the terms of the grant agreement, the Ordinance, and the
administrative rules authorized by the Miami-Dade County Citizen's Oversight
Committee (the "Committee") to implement the Ordinance. If the total cost of a
Project exceeds the value allocated in the grant, then the City of Miami Beach
will provide any supplemental funds required to complete the Project. In the
event that supplemental funds are necessary for completion of a Project, as of
the point in time that it is known that such supplemental funds are needed, the

City of Miami Beach will demonstrate that such supplemental funds have been
committed to the Project prior to and as a condition of disbursement of future
disbursement of grant funds. The requirement for the City of Miami Beach to
provide any supplemental funds required to complete the Project may, at the sole
discretion of the Committee, be modified in whole or part by a reduction in scope
of work consistent with the Ordinance.
Section 3. The City Miami Beach recognizes and directs that any beach, park, or
other public facility acquired, developed, rehabilitated or reptored with bond
funds, including the Projects, shall be open and accessible to the public without
discrimination as to race, color, gender, age, religion, belief, residence,
natural origin, marital status or disability.
Section 4. To the extent allowed by law and its adopted budget, the City of
Miami Beach shall commit any and all funds which may be required to operate,
maintain and provide programming at each park project upon its completion.
Section S. No substitution in capital project funding by the City of Miami Beach
shall occur as a result of the grant for which the City is applying.
Section 6. The Mayor and City Clerk are authorized to execute all necessary
documents related to the grant applications.
Section 7. The Safe Neighborhood Parks bond Challenge Grant Project Work Order
is hereby established for the purpose of renovating several parks and recreation
facilities within the Miami Beach Parks System, and the funds received are
appropriated into the work order.
