The purpose of this Letter to the Commission ("L TC") is to advise you on the status of the
implementation of the 44 General Obligation Bond (G.O. Bond) Projects approved by the City
Commission for the first tranche of funding (Tranche 1) in the amount of $157,351,109, and the
status of the implementation of 21 G.O. Bond for Arts & Culture projects approved by the City
Commission for the first tranche (Tranche 1) in the amount of $101,700,000.
Refer to attached Exhibit A for the meeting agenda which took place with the G.O. Bond Oversight
Committee ("the Committee") on October 26, 2023. The following information includes excerpts
from that meeting. For complete meeting agendas, handouts, minutes, presentations, and audio

IMPLEMENTATION STATUS -2018 BONDS
Project Dashboard and Program Progress Report
As of October 26, 2023, a total of 31 out of 44 Tranche 1 projects are in some form of "Active" status
and 11 projects are completed. Chart 1 below shows the full breakdown by Category.

Approximately $62.7 million have been expended and another $42.4 million are encumbered for
a total of $105 million out of the $157.3 million of available Tranche 1 funds. Chart 2 below shows
the full breakdown of the expenditures broken down by Category.
Chart 2
Tranche 1 Progress
Most of the 44 projects in Tranche 1 have different components which are considered distinct
projects, or “subprojects”, that are tracked separately and have separate budgets, procurement,
and implementation schedules.
The Tranche 1 Subproject Activity Summary depicted in Charts 3 and 4 summarize the subproject
activity into Status, Category and Funding amount.
Subproject Tracking Summary by Phase
The tracking summary indicates that 44 (50%) of the 88 total Tranche 1 subprojects have been
completed, 12 (14%) are under construction, 24 (27%) are in a design phase, 3 (3%) are in a
planning phase, and 5 (6%) are pending to become active. Chart 3 on the following page shows
the status of all subprojects broken down by Phase and Category.

The total expenditures funding summary for each of the subproject categories on Chart 4 below
indicates that as of October 26, 2023, the 44 completed subprojects equate to $36.7 million of the
budget (23%), $46.2 million (29%) equate to subprojects under construction, $67.6 million (43%)
equate to subprojects that are in the design phase, $1.6 million (1%) equate to subprojects that
are in the planning phase, and a total equating to $5 million (3%) are for subprojects which are
pending to become active. For a full breakdown, by project, refer to attached Exhibit B.

There are 6 projects with a value of $11.3 million in the bidding and award phase.

Chart 5 below compares the status of subprojects from previous months to the current month, dating
back to October 2019.
Chart 5
Construction Commencements for 2023 and 2024
Summary graphs of all projects proposed to commence construction during the 2023 and 2024
calendar years were reported. Refer to Exhibit C for current updated information.
Savings Transfer - GO #19 – Soundscape Park / GO #24 – Middle Beach Beachwalk
The Administration reported that GO #19 Soundscape Storage has a total budget shortfall of
$127,000. There is a savings of $51,503 from GO #19 Soundscape 4K Technology and a savings
of $285,821 from GO #24 Middle Beach Beachwalk. The Administration recommends the transfer
of savings to GO #19 Soundscape Storage as follows: $51,503 from #19 Soundscape 4K
Technology and $75,497 from #24 Middle Beach Beachwalk. LTC #482-2023, dated October 27,
2023, was sent to the City Commission to notify them of the motion made for approval of the
transfer. Refer to Exhibit D for further details.

G.O. BOND FOR ARTS & CULTURE
Arts & Culture Website/ Dashboard Launch
On October 27th , 2023, the Administration formally launched the G.O. Bond for Arts & Culture
Project Dashboard, found on www.gombinfo.com, via LTC #481-2023. Like the 2018 G.O. Bond
Dashboard, the new Dashboard will provide the most up to date information available for projects
being implemented which includes visuals and analytics of all G.O. Bond projects, including
scheduling, budget progress and status. It is an interactive open data system that shows real-time
program progress and expense information. In addition, all meeting minutes, audio recordings and
agendas and handouts are archived by year and month since inception of the bond.
Arts & Culture Projects Update
The overall project status of the 21-voter approved projects was presented. Refer to Exhibit F for
further details.
The Administration reported that at the October 18th City Commission meeting, AMS Planning &
Research provided a presentation to the Commission regarding the Byron Carlyle Theater (Byron)
updating their findings. As part of that discussion, the Commission directed the Administration to
issue an RFP for a design consultant for the Byron, to include a performing arts center and
workforce housing component. Staff is currently working with the Procurement Department and
plan to bring this item back to the City Commission in January.
The Administration also reported that the agreement between the City and Miami-Dade County for
execution of the Aquatic Sculpture Park (Reefline) project was approved by the Miami-Dade County
Commission on October 17th. This paved the way for a grant to be issued from the City to Blue Lab
Preservation Society for execution of Phase 1 of the Reefline project. The Reefline team presented
a video, budget, and timeline to the Oversight Committee on October 26th and to the Marine &
Waterfront Protection Authority Committee on November 14th and answered Committee members’
questions at both meetings.
COMMUNITY INFORMATION AND OUTREACH
The Administration continues to perform public information and outreach activities through various
community meetings, Constant Contact emails, direct mailings, publications, and the City’s social
media platforms.
The G.O. Bond for Arts & Culture Project Dashboard was launched on October 27th, 2023. The
Project Dashboard is the result of a collective city effort to make the financials and timeline of each
project as transparent as possible for the benefit of public review. Like the 2018 G.O. Bond
Dashboard, the data is refreshed automatically every day at 6:00 a.m., ensuring that all financial
information is up-to-date and accurate. The Dashboard produces a Program Progress Report that
contains the same current information in a downloadable pdf version which is easy to read from
handheld devices such as phones and tablets.
The Administration held a groundbreaking ceremony for the Real Time Intelligence Center at Miami
Beach Police Headquarters on November 20th, 2023. An invite was sent to residents via email and
posted on Facebook and Twitter. An advisory was sent through Nextdoor and Constant Contact to
notify residents of the groundbreaking. Refer to Exhibit G for further details.

Committee Charge
The purpose of the General Obligation Bond Oversight Committee is to make advisory recommendations to the City
Manager and City Commission from a macro perspective regarding the timely progress, overall goals, costs, including
financial efficiencies, and the timely completion of General Obligation Bond Program projects approved by the voters
in the City of Miami Beach. The Committee shall have the following powers & duties:
1.Receive input from the public, the City Administration, City consultants, and the City’s Inspector General, as
needed, to make recommendations relative to the overall timing, cost efficiencies, and prioritization of the G.O.
Bond Program projects.
2.Provide general oversight to ensure that G.O. Bond Program project timelines, budgets (including cost efficiencies)
are prioritized and achieved, and that the projects are completed in accordance with the scope of work
approved by the voters.
3.Review City staff and G.O. Bond Program project manager’s progress reports and provide monthly reports to the
City Commission.

Protocol #1: Transfer of funds between sub-projects within the same project and tranche

Protocol #10: Transfer of savings to any project to make up a budget shortfall.
BACKGROUND
GO #19 – Soundscape Park - $4,500,000 Total Budget
The Soundscape Park project is comprised of 2 subprojects:
Soundscape 4K Technology ($3,800,000 Total Budget): completed in 2019; $51,503 remains in
savings.
Soundscape Storage ($700,000 Total Budget): The original scope of work of this subproject was a
restroom facility with a storage component for the housing of large portable screen video walls,
purchased by New World Symphony. Over the course of the project, it was determined that the
construction of a restroom facility within the park was not feasible. The administration moved forward
with the design of the storage facility that would be large enough to house the portable screens.
Permitting is currently being finalized. The City has received a proposal from a JOC (Job Order
Contracting) Contractor, which exceeds the available budget. The total budget shortfall is $127,000.
GO #24 – Middle Beach Beachwalk - $4,500,000 Total GOB Budget
This project was completed in 2021; $285,821 remains in savings.

The Administration recommends the transfer of savings to #19 Soundscape Storage as follows:
$51,503 from #19 Soundscape 4K Technology
$75,497 from #24 Middle Beach Beachwalk
$127,000 Total
The transfer from #19 Soundscape 4K Technology will be done administratively since it’s within
the same GOB Project. The transfer from #24 Middle Beach Beachwalk will require a Capital
Budget Amendment to be approved by the City Commission.
