CITY OF MIAMI BEACH, FLORIDA, APPROVING AN AMENDMENT
TO RESOLUTION NO. 2023-32785, EXHIBIT E, WITH RESPECT TO
THE FISCAL YEAR 2024 ("FY 2024") CULTURAL ARTS COUNCIL
GRANTS, BUDGET, TO SPECIFY THE EXACT AMOUNTS
AWARDED TO EACH GRANTEE PURSUANT TO THE EXECUTED
GRANT AGREEMENTS WITH THE CITY, FOR A TOTAL
ALLOCATION OF $1,047,207 FOR THE FY 2024 CULTURAL ARTS
GRANT PROGRAM, TO BE FUNDED WITH PREVIOUSLY
APPROPRIATED FUNDS.
WHEREAS, the Miami Beach Cultural Arts Council (CAC) was established by the
Mayor and City Commission on March 5, 1997; and
WHEREAS, the mission of the CAC is to develop, coordinate, and promote the
visual and performing arts in the City of Miami Beach for the enjoyment, education,
cultural enrichment, and benefit of the residents of, and visitors to, the City of Miami
Beach; and
WHEREAS, the Mayor and City Commission adopted the Cultural Arts Master
Plan on June 3, 1998, identifying the following program areas for the CAC: cultural arts
grants, marketing, facilities, advocacy and planning, and revenue development; and
WHEREAS, on September 28, 2023,

WHEREAS, the adopted FY 2024 budget included an enhancement in the CAC
fund in the amount of $250,000, $200,000 of which was approved to increase the
available CAC grant funding; and
WHEREAS, given the 2023 August recess, the Cultural Arts Council was not able
to meet to reallocate the additional CAC grant funding prior to the adoption of the FY
2024 budget; and
WHEREAS, the FY 2024 budget resolution included the original version of Exhibit
E that was based on the previous funding level with a footnote advising that a revised
version reflecting the increased funding would be forthcoming for Commission approval.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the
Mayor and City Commission hereby approve the amendment to Resolution No.
2023-32785 Exhibit E, with respect to the fiscal year 2024 ("FY 2024") Cultural Arts
Council Grants budget, to specify the exact amounts awarded to each grantee
pursuant to the executed grant agreements with the City, for a total allocation of
$1,047,207 for the FY 2024 Cultural Arts Grant Program, to be funded with previously
appropriated funds.

RECOMMENDATION
The Administration recommends that the Mayor and Commission adopt this resolution to amend
Resolution No. 2023-32785 Exhibit E, with respect to the Fiscal Year 2024 ("FY 2024") Cultural Arts
Council grants budget, to specify the exact amounts awarded to each grantee, for a total allocation of
$1,047,207 for the FY 2024 Cultural Arts Grants Program, to be funded with previously approved
appropriated funds.
BACKGROUND/HISTORY
The Miami Beach Cultural Arts Council (CAC) was established by the Mayor and City Commission
on March 5, 1997. The mission of the CAC is to develop, coordinate, and promote the visual and
performing arts in the City of Miami Beach for the enjoyment, education, cultural enrichment, and
benefit of the residents of, and visitors to, the City of Miami Beach. The Mayor and City Commission
adopted the Cultural Arts Master Plan on June 3, 1998, identifying the following program areas for
the CAC: cultural arts grants; marketing; facilities; advocacy and planning; and revenue
development. Pursuant to its enabling legislation, the CAC's budget for each fiscal year shall be
adopted by the Mayor and City Commission.
From January 16, 2023 through June 1, 2023, the Cultural Affairs staff and CAC conducted its
application and review process for its FY 2024 Cultural Arts Grant Programs. Grants panelists,
comprised of the CAC members, yielded 55 viable applications and the CAC, at its regular meeting
on July 6, 2023, reviewed the grant panelists' recommendations and unanimously supported the
recommended Cultural Arts awards for 47 grantees, totaling $845,947 for FY 2024 (Attachment 1).

On September 28, 2023, the City Commission approved Resolution No. 2023-32785 adopting the
final budgets for the General, General Obligation Debt Service, RDA Ad Valorem Taxes, Enterprise,
Internal Service, and Special Revenue Funds for fiscal year 2024. This Resolution presented the
Cultural Arts Council Grant awards in the amount of $845,947.
The adopted FY 2024 budget included an enhancement in the CAC fund in the amount of $250,000
of which $200,000 was approved to increase the available CAC grant funding. Given the August
recess, the Cultural Arts Council was not able to meet to reallocate the additional CAC grant funding
prior to the adoption of the FY 2024 budget. The FY 2024 budget resolution included the original
version of Exhibit E that was based on the previous funding level with a footnote advising that a
revised version reflecting the increased funding would be forthcoming for Commission approval.
SUPPORTING SURVEY DATA
In the 2022 City of Miami Beach Resident Survey, 86% of residents agreed that free or City
sponsored art and cultural activities contribute to their quality of life in Miami Beach and 86% of
residents agreed that Miami Beach Cultural Activities (such as art shows, film festivals,
musicals, and live performances) contribute to the quality of life in Miami Beach.
FINANCIAL INFORMATIQN
Funding in the amount of $1,050,000 was approved for CAC grant awards via Resolution No.2023-
32785. On October 12, 2023, the Cultural Arts Council unanimously voted to approve the
reallocation of the increased CAC grant funding totaling $1,047,207 (Attachment 2), as detailed in
the revised version of Exhibit E (Attachment 3).

2. FY 23124 Cultural Arts Council Grant Allocations (additional $200,000 allocation)
a. Cultural Anchors $50,000 increase in funding, making the total allocation $400,000
b. Cultural Presenters $150,000 increase in funding, making the total allocation $650,000
Lissette An'ogante shared details about the additional $200, 000 allocated to CAC annual grant cycle that was adopted at the City Commission Meeting in September
2023. Sandra Schoenlank Anan shared an excel spreadsheet to the council members walking them through how the Staff distributed the funding amount between
Me Cultural Anchors and Cultural Presenters, as noted in a. & A' above. As explained by Sandra, the new funding amounts were evenly distributed amongst fire
grantees to the nearest whole percentage, and the scores of the grantees were used to directly impact the amount of funding each grantee receives (just as in
previous cycles).
For the FY23124 Grant Cycle, in order to maximize available funding, the allocations for Cultural Presenters exceeds the amount that each Cultural Presentercan
request ($20,000). The Cu/turd/Arts Council made a motion to allow the overages of funding for Cultural Presenters for the FY23124 Cycle.
Exact motion made by Bruce Carter as read by Brand! Reddick, 'Motion to amend the $20,000 cap as defined in FY24 Cultural Presenter Grant Guidelines to allow
for the budget increase as approved by the City Commission on September 27, 2023.' Seconded by David Sexton. Vote set to the Council for the mofion to be made,
approved unanimously by the Council with no objections.
3. Arts in the Parks (Laura Quinlan, The Rhythm Foundation)
Laura Quinlan shared details about the upcoming annual series Arts in the Parks at the Rhythm Foundation. There area tole! of five performances that will be
presented throughout this series. David Sexton makes a motion to approve the Arts in the Parks series for the FY23124 period. Seconded by Bruce Carter.
