MIAMI BEACH, FLORIDA, ADOPTING THE FIRST AMENDMENT TO THE
CAPITAL BUDGET FOR FISCAL YEAR 2024 AS SET FORTH IN
ATTACHMENTS A, "PROJECTS"; B, "SOURCE OF FUNDS"; AND C
"PROGRAMS."
WHEREAS, on September 27, 2023, the final Capital Improvement Plan (CIP) for Fiscal
Years 2024 — 2028 and the final Capital Budget for FY 2024 was adopted via Resolution No.
2023-32788; and
WHEREAS, it is recommended by the Administration that the FY 2024 Capital Budget be
amended to increase appropriations by $93,900 as highlighted in Attachments A, "Projects"; B,
"Source of Funds"; and C, "Programs" and to re -appropriate $401,497 as highlighted in
Attachment A, "Projects."
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that following a duly noticed public
hearing on December 13, 2023, the Mayor and City Commission hereby adopt the First
Amendment to the Capital Budget for Fiscal Year 2024 as set forth in Attachments A, "Projects";
B, "Source of Funds"; and C, "Programs."
PASSED AND ADOPTED this 13th day of December 2023.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
Planning for capital improvements is an ongoing process; as needs change within the City of
Miami Beach (the "City"), capital programs and priorities must be adjusted accordingly. The
Capital Improvement Plan (CIP) serves as the primary planning tool for systematically identifying,
prioritizing, and assigning funds to critical City capital development, improvements, and
associated needs.
The City's CIP process begins in the spring when all departments are asked to prepare capital
improvement updates and requests on the department's ongoing and proposed capital projects.
Individual departments prepare submittals identifying potential funding sources and requesting
commitment of funds for their respective projects.
The CIP is updated annually and submitted to the City Commission for adoption. The Fiscal Year
(FY) 2024 — 2028 Capital Improvement Plan and FY 2024 Capital Budget was adopted on
September 27, 2023 by Resolution No. 2023-32788.

FIRST AMENDMENT TO THE FY 2024 CAPITAL BUDGET
The First Amendment to the FY 2024 Capital Budget reflects an overall increase of $93,900 and
a re -alignment of $401,497 for the following capital projects:
1. Marine Patrol Dock Improvements (#21025): The scope of this project includes
design and construction services for the improvement of the existing marine patrol
dock at Maurice Gibb Park. The dock will be renovated, or replaced, to accommodate
additional Police boats, and the docking of two fire boats.
The City applied for the Florida Inland Navigation District (FIND) Waterways
Assistance Program grant in early 2023, to cover the design cost of the project. Project
funding is currently programmed on the City's Capital Improvement Plan for FY 2025.
In order to execute the FIND grant, however, it is necessary to have the grant funding
match available in FY 2024.
Funding for this proposed amendment, in the amount of $93,900, would come from
Middle Beach Quality of Life (Fund 306) fund balance. These funds are derived from
the 1% Resort Tax revenues and are restricted to be used for tourism related capital
projects within the corresponding neighborhood location.

2. Soundscape Park (GO#19 - #26619): The scope of this project allows for the
enhancement of this local arts and culture facility with upgraded WALLCAST
technology and equipment; installation of a custom 4K ultra -high definition display
system; and construction of a permanent restroom and storage facility.
As a result of the contractor's proposal received for the storage sub -project #29919,
additional funding in the amount of $75,497 is needed. At the October 26, 2023
General Obligation Bond (GOB) Committee meeting, the Committee approved a
motion to transfer savings realized in the GO#24 Middle Beach Beachwalk (#26819)
project to fund this shortfall.
Funding for this proposed amendment, in the amount of $75,497, would come from
2019 GOB - Parks (Fund 391) funds previously appropriated to the GO#24 Middle
Beach Beachwalk project.

3. Bass Museum Window Replacement (#64221): The scope of this project allows for
the installation, of impact windows at the Bass Museum. The project will maintain
safety requirements and structural integrity and ensure the safety of the staff, -public,
and museum contents.

As a result of increases in material and labor costs, additional funding, in the amount
of $276,000 is required to fully fund this project. In addition, the Building Department
has identified some structural details that require immediate attention to ensure
compliance with the Florida Building Code (FBC) and to increase the retrofit's durability
while safeguarding public safety.
Funding for this amendment, in the amount of $276,000, would come from South
Beach Quality of Life (Fund 305) funds previously appropriated to the Bass Museum
Fire Alarm Replacement project (# 65923), which will be executed as part of the GOB
for Arts & Culture Bass Museum project (# 22124).

4. 4111 Street Fountain Restoration (#61919): The scope of this project entails the
complete restoration of this fountain.
As a result of the contractor's proposal received, additional funding, in the amount of
$50,000 is required to fully fund this project.
Funding for this amendment, in the amount of $50,000, would come from Middle
Beach Quality of Life (Fund 306) funds previously appropriated to the 41 sc Street
Bridges Repair project (# 61719), which will be on hold until the Florida Department of
Transportation (FDOT) completes their portion of the bridge repairs.
