Dear Honorable Mayor and City Commission:
The Transportation, Parking and Bicycle-Pedestrian Facilities Committee (TPBPFC) held its hybrid
meeting on Monday, December 11, 2023, and passed the below motion:
Art Week/Art Basel 2024 Multi-M odal Transportation Plan
The Transportation, Parking, and Bicycle-Pedestrian Facilities Committee held a comprehensive
discussion where we reviewed the impact of the 2023 Art Basel/Art Week event. This evaluation
included various city departments including: Transportation and Mobility, Parking, Police, and
Tourism. Recognizing the multi-jurisdictional nature of this issue, we emphasized the importance of
collaboration with our partners in the City of Miami, Miami-Dade County, and the State of Florida.
After a comprehensive discussion, the Transportation, Parking, and Bicycle-Pedestrian Facilities
Committee unanimously voted (11-0) to present the following recommendations aimed at
alleviating traffic congestion and improving the overall experience by addressing transportation and
mobility challenges during Art Basel/ Art Week:
• Encourage cooperation and coordination between various events and government partners.
• Establish park and ride shuttle services between major venues.
• Implement exclusive bus lanes to incentivize public transit and shuttle usage.
• Explore the creation of pop-up bicycle lanes and promote bicycle/micro-mobility usage
among attendees.
• Include requirement for secure bicycle parking at special events.
• Consider restricting Venetian Causeway access to local residents and shuttle services only.
• Launch a public awareness campaign promoting transit, bicycle/micro-mobility, and park and
ride shuttles.
• Collect ridership data across all modes, including automotive, transit, and bicycle/micro-
mobility, to inform future transportation planning.
• Explore legislation to require alternative transportation options.
As an advisory Committee, we urge the Mayor and City Commission to support this motion.
