PR 10-2-23 Minutes PARKS AND RECREATION DEPARTMENT PARKS AND RECREATIONAL FACILITIES ADVISORY BOARD MINUTES OF THE OCTOBER 2, 2023, MEETING VIA MICROSOFT TEAMS/TELEPHONIC 1 Members in Attendance: Sean Smith, David Berger, Jonathan Fryd, Janie Hayes, Joseph Hernandez, Carolina Jones, David Nguah, Joshua Lifshultz, Joelle Gringarten and Donald Goldberg Members not Present: Shannon Koonin City Staff: Vianca Peron-Sellan (Admin Services Manager, Parks & Recreation), Devaughn Christopher (Rec Program Assistant Manager, Parks & Recreation), Keyla Rodriguez (Project Manager, CIP), David Gomez (Division Director, CIP), Rodney Perez (Project Manager, CIP), (Elizabeth Estevez (Parks & Recreation Project Coordinator) and Ariel Guitian (Senior Project Manager, CIP) Meeting called to order at 5:30 p.m. • Approval of the June 27, 2023 Minutes o The June 27, 2023 minutes were approved. Motion made by: Jonathan Fryd Motion seconded by: David Nguah Motion passes: unanimously • Recognition of Parks and Recreation Employee: Devaughn Christopher o The employee recognized this month is Devaughn Christopher. o Devaughn introduced himself to the board. He spoke a little about himself and about his duties. o Discussion ensued on adult programs located at the youth centers. o Discussion ensued on the upcoming Pull Up Jam event taking place at Muscle Beach on October 22nd. • Charter Review Board request: Possible amendments to the City Charter o Vianca Peron-Sellan discussed the 10-year charter review. o They are requesting for all the advisory boards to come together and review the charter and if there are any recommendations and/or changes that you all collectively would like to make. The Chair will have to reach out by today to let the Charter Review Board know that you are interested in joining one of their upcoming meetings to discuss the changes. o Discussion ensued on vendors selling for profit in parks. • Pickleball FY 24 Funding Update o Vianca Peron-Sellan updated the board that the Commission approved the FY 24 operating budget and capital budget. They secured funding for 3 to 4 lighted courts at Flaming Park. PARKS AND RECREATION DEPARTMENT PARKS AND RECREATIONAL FACILITIES ADVISORY BOARD MINUTES OF THE OCTOBER 2, 2023, MEETING VIA MICROSOFT TEAMS/TELEPHONIC 2 o We have our South Beach Slam, the Pickleball Tournament, taking place November 17 – 19, 2023. Our website has all the information. o The extended the hours for the rooftop play in the 1755 garage. Now the rooftop play is Monday – Sunday, 7:30 AM to Sunset. o Elizabeth Estevez updated the board with the location of the lighted Pickleball courts (East of the dog park, North of the handball courts). o Discussion ensued on the location of the lighted Pickleball courts. o These Pickleball courts will be first come first served. o Discussion ensued on the approved budget for the lighted courts. o Discussion ensued on the free courts and why a fee is not charged. • Update on North Shore Park Renovations (CIP) o Keyla Rodriguez from CIP updated the board with the North Shore Park Renovations. o Currently the drawings are being revised, Fire had a comment and we had to go back to the drawing boards. o The drawings should be back this week and will be submitted to the Building Department and the goal is to have an expedited review. This will be the second go around and all the of the previous comments have been addressed. o We are pushing the project forward as best as possible. o David Gomez from CIP updated the board with the construction of the bathroom facility with an empty space that would at some point will be developed (this board made a motion for this) and that is what we are proposing in our drawings. o Keyla showed a permit drawing to the board and David discussed the drawing with the board. o Discussion ensued on the Café. o CIP will build an empty shell and build out of the restrooms. o Discussion ensued on the empty shell built out. o Discussion ensued on the importance of the bathrooms for participants. o Discussion ensued on losing parking at North Shore. o Discussion ensued on budget and work being done. o Discussion ensued on moving forward if we do not reduce or remove parking. All that will be done is refinishing and redoing the fields. Discussion ensued on this topic. o The Chair, Sean Smith, brought to the board’s attention the upcoming Landuse meeting (DRB) that will take place on October 11 to review a project for another condo meeting that will be going up on 72nd Street. o Discussion ensued on the 19-story building that is being built on 72nd Street. o Discussion ensued on parking and developers. PARKS AND RECREATION DEPARTMENT PARKS AND RECREATIONAL FACILITIES ADVISORY BOARD MINUTES OF THE OCTOBER 2, 2023, MEETING VIA MICROSOFT TEAMS/TELEPHONIC 3 o Discussion ensued on spaces of the parking garages. o Discussion ensued on the concern of insufficient parking. o Discussion ensued on making a motion on the board being opposed to any variances that negatively impact parking, traffic or park access. o Motion [01:03:15]: In reference to file no. DRB23-0928 for the construction of a new 19-story mixed use development on the October 11, 2023 Design Review Board meeting agenda, the Parks and Recreational Facilities Advisory Board motions to oppose to any variances requested within 500 ft of North Shore Park and Youth Center, unless there is adequate parking within the facility, and if granted the developer must make a meaningful contribution to North Shore Park and Youth Center. Motion made by: David Berger Motion seconded by: Carolina Jones Motion passes: Unanimously Members Present by phone for Motion: Sean Smith, David Berger, Jonathan Fryd, Janie Hayes, Joseph Hernandez, Carolina Jones, David Nguah, Joshua Lifshultz and Donald Goldberg Members Not Present: Shannon Koonin and Joelle Gringarten • Update and Discussion of North Beach Oceanside Park Opening (CIP) o David Gomez thanked Rodney Perez on managing North Beach Oceanside Park project. o Ariel Guitian the Senior Project Manager from CIP updated the board on the project. o The project was divided into two phases. Phase 1 is from 83rd to 87th street and was completed and opened in April. Phase 2 is from 83rd down to 79th street and it is almost done. o A ribbon cutting is scheduled on October 26, 2023 for the whole park. o Ariel shared pictures with the board from phase 1. o Ariel discussed the park and the completed areas from phase 1 with the board. o Discussion ensued on the North Beach Oceanside Park. o Discussion ensued on the trimming and pruning of the shade trees. No shade trees were cut. Invasive areas were removed. Sea grapes were protected. o CIP was tasked to make a recommendation on what could be planted in place of those invasive, weeds and shrubs that were taken out. • Selection of Remaining Meeting Dates o Discussion ensued on November meeting dates. o The November meeting date was selected: November 28 • Public Input / Open Discussion PARKS AND RECREATION DEPARTMENT PARKS AND RECREATIONAL FACILITIES ADVISORY BOARD MINUTES OF THE OCTOBER 2, 2023, MEETING VIA MICROSOFT TEAMS/TELEPHONIC 4 o Carolina Jones updated the board with GO Bond Projects. Bayshore was fully executed and groundbreaking ceremony was September 19. o The 72nd Street project, the City has completed negotiations with the vendor and the agreement is being executed and will now be moving into the design phase. Discussion ensued on the 72nd Street project. David Gomez from CIP updated the board on the 72nd Street project. o Ocean Rescue facility and other facilities that are located on the West Lots are being relocated and being incorporating into the North Beach Oceanside Park. We are still in the planning stages for this. It will become part of the park design. Staff is negotiating with A&E Consulting for a feasibility study to look at the site, etc. To put together a detailed estimate of cost, which will be shared with Miami Dade County Parks. We have a total budget for this project of 5 million dollars and there is 1million dollars allocated in Tranche 1 for the design planning stage and 4 million dollars is in Tranche 2 for next year. o Discussion ensued on the West Lots. o No commencement of construction for the rest of 2023, the last thing that is happening for 2023 is Bayshore. There will not be any more groundbreakings for Parks until next year. o Discussion ensued on the Bayshore Construction timeframe, approximately 24 months. o Discussion ensued on the 72nd Street Project. It will be construction manager at risk not design built.
