Ocean Drive Pedestrian Plaza (“Promenade”) Pilot – Update #7
The purpose of this Letter to Commission (“LTC”) is to provide an update on the permitting status
of the temporary Ocean Drive pedestrian plaza (“promenade”) located between 13 Street and 14
Place.
On January 16, 2024, I had the opportunity, along with Rickelle Williams, Assistant City Manager,
and José R. González, P.E., Transportation and Mobility Department Director, to meet with Miami-
Dade County Department of Transportation and Public Works (“DTPW”) Director and CEO, Eulois
Cleckley and DTPW staff, to discuss the current status of the promenade.
Pursuant to that meeting, the City of Miami Beach (“City”) received the attached letter dated
January 22, 2024 from DTPW stating that the City will not be required to remove the existing
barriers impeding vehicular traffic along the promenade by close of business on January
22, 2024, as previously directed by DTPW. However, the City must submit an acceptable Block
Party Permit application to DTPW for review by January 26, 2024 in order to maintain the
promenade for a 180-day period. Please refer to the attached letter outlining DTPW’s
requirements with which the City must comply during the 180-day period in order to obtain DTPW
approval and maintain the promenade on a permanent basis.
The City is already preparing the Block Party Permit application to submit to DTPW. Once the
Block Party Permit is approved by DTPW, the City will address any pending comments to the
proposed methodology, perform the required traffic operations and safety analysis and also seek
concurrence from two-thirds of all property owners within the promenade and affected side streets
during the 180-day period.
