A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE CITY
ADMINISTRATION TO REQUIRE A CITY-ISSUED RESIDENTIAL PARKING
PERMIT IN ORDER TO PARK AUTOCYCLES (COMMONLY KNOWN AS
"SLINGSHOTS") IN ALL CITY RESIDENTIAL PARKING PERMIT ZONES AND
TO PROVIDE A 30-DAY EDUCATION AND WARNING PERIOD PRIOR TO
ENFORCEMENT.
WHEREAS, for many years, the City Administration has administratively excluded some
motor vehicles from the City's general requirement that all vehicles parking in any residential zone
have a valid City-issued residential parking permit, including scooters and motorcycles,which the
City Administration determined to encourage their use in residential neighborhoods due to their
small spacial footprint and their lower environmental impact due to their lower emissions relative
to traditional cars;' and
WHEREAS, in recent years, parking of one particular type of motorcycle, the autocycle
(commonly known as "slingshots") in residential parking permit zones has appeared and
increased in residential zones, creating a special burden on residential parking zones more akin
to a traditional automobile due to their large size relative to other motorcycles (and scooters); and
WHEREAS, the Mayor and City Commission authorize and direct the City Administration
to require a valid residential parking permit for autocycles parked in residential parking permit
zones throughout the City in order to address the outsized burden that these vehicles impose
upon scarce parking space in the City's residential zones, after a 30-day education and warning
period.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, authorizing and directing the City
Administration to require a City-issued residential parking permit in order to park autocycles
(commonly known as "slingshots") in all City residential zones and to provide a 30-day education
and warning period prior to enforcement; and to enforce the permit requirement for autocycles
following the 30-day education and warning period.

1 The City Administration currently, however, requires all motor vehicles, including scooters and
all types of motorcycles, to display a City-issued residential parking permit in order to park in
Zone 12, which the City Commission endorses and authorizes to continue until such time as
further administrative or legislative action creates some new or different policy for Zone 12.
