A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, DIRECTING THE POLICE DEPARTMENT TO RETURN TO THE
FEBRUARY 21, 2024, CITY COMMISSION MEETING WITH A COMPREHENSIVE
RECOMMENDATION AND PLAN FOR ADDRESSING THE FULL-TIME STAFFING
NEEDS FOR THE UPCOMING REAL-TIME INTELLIGENCE CENTER ("RTIC")
PROJECT.
WHEREAS, the City's Police Department has made significant progress in enhancing public
safety through the installation of a network comprising approximately 800 cameras, that provide over
1,200 views across the City to monitor for potential criminal activity and assist in post-incident
investigations; and
WHEREAS, currently, the Police Department is constructing the Real-Time Intelligence Center
("RTIC"), a project anticipated to be completed in the next several months, with the aim of further
advancing the capabilities to monitor and respond to criminal incidents, as well as gather videographic
evidence of such crimes; and
WHEREAS, during the interim period until the RTIC is completed, the Police Department has
established a temporary facility to house and_monitor the network of cameras installed throughout the
City; and
WHEREAS, the Police Department currently does not have the available staffing for full-time
monitoring of all available cameras and other intelligence platforms; and
WHEREAS, public safety is of paramount importance to the City, and there is a pressing need
for a proactive approach to swiftly react to criminal activity, apprehend the perpetrators, and gather
evidence; and
WHEREAS, the Mayor and City Commission direct the Police Department to return to the
February 21, 2024, City Commission meeting with a comprehensive recommendation and plan to
address the full-time staffing needs for the upcoming RTIC Project, with the plan including, but not
limited to, strategies for ensuring full-time coverage, an assessment of staffing requirements, and any
necessary budgetary considerations to support the efficient monitoring and operation of the RTIC.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the
Police Department to return to the February 21, 2024, City Commission meeting with a comprehensive
recommendation and plan for addressing the full-time staffing needs for the upcoming Real-Time
Intelligence Center("RTIC") Project.
