A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, URGING THE FLORIDA
LEGISLATURE TO ADOPT SENATE BILL 30, WHICH SEEKS TO
REQUIRE ALL FLORIDA BOATERS TO CARRY PROOF OF BOATER-
SAFETY TRAINING AND PRESCRIBES PENALTIES FOR INDIVIDUALS
WHO BOAT UNDER THE INFLUENCE; AND FURTHER, DIRECTING
THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO
THE SPEAKER OF THE FLORIDA HOUSE OF REPRESENTATIVES,
AND THE PRESIDENT OF THE FLORIDA SENATE.
WHEREAS, Senate Bill 30 ("SB 30") has been filed for consideration during the
Florida Legislature's 2024.session by Senator Ileana Garcia; and
WHEREAS, if adopted, SB 30 would require all Florida boaters to carry proof of
boater-safety training; and
WHEREAS, under current law, only persons born on or after January 1, 1988 are
required to possess a Florida boating safety identification card or similar certification when
operating a vessel powered by 10 horsepower or more; and
WHEREAS, SB 30 expands the boating safety identification card or similar
certification requirement by removing the age exemption, effective July 1, 2026; and
WHEREAS, SB 30 also adds mandatory boating safety education course
requirements for persons convicted of certain boating safety violations, including the
addition of a four-hour mandatory boating safety education course for specified violations
as well as insurance requirements for persons convicted of boating under the influence
and related criminal penalties for those who fail to procure such insurance; and
WHEREAS, boating under the influence of alcohol or drugs is a significant problem
in Florida's waterways, where more than 600 boaters were caught operating vessels
under the influence in 2022; and
WHEREAS, in light of the large number of boaters — both residents and tourists -
operating vessels in the waterways surrounding our island-city, boating safety is of the
utmost importance to the City of Miami Beach; and
WHEREAS, the Mayor and City Commission support the adoption of SB 30 and
urge the Florida Legislature to adopt SB 30 to help ensure the public welfare, health, and
safety of residents and tourists of Florida.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby urge the Florida Legislature to adopt Senate Bill 30, which seeks to
require all Florida boaters to carry proof of boater-safety training and prescribes penalties
for individuals who boat under the influence; and further, direct the City Clerk to transmit
a copy of this Resolution to the Speaker of the Florida House of Representatives, and the
President of the Florida Senate.
