Hudak, City Manag� February 13, 2024 SUBJECT: Donation of Temporary Structure for Use as a First Aid Station During Spring Break High Impact Weekends The purpose of this L TC is to provide information regarding an in-kind donation of the use of a FORTS USA temporary shelter structure during Spring Break as a First Aid Station and field office. This donation is valued at $20,000.00. For high impact events that take place on the beachfront, such as Spring Break and Memorial Day Weekend, the Miami Beach Fire Rescue Department sets up a first aid station at 10 Street on the beachfront to address basic life support (BLS) operations that may not require transport to a hospital. Firefighter paramedics are assigned to the Entertainment District to respond to calls but having a location that is easily accessible from the beach provides an additional level of care to the visitors needing assistance. Typical situations addressed at the first aid station include instances of dehydration or heat exhaustion, and minor injuries such as cuts, bruises and sunburns, but the structure gives paramedics the capability of assessing and treating patients with more extensive injuries in a secure, climate controlled environment. The Fire Department staff is assisted by Community Emergency Response Team (CERT} volunteers, who are trained in basic first aid, and provide water, cool packs and information to the public celebrating at the beach. They maintain a strong presence, providing educational mater ials and information on prevention of heat-related illnesses and dehydration. The FORTS USA company, who make fold-out shelters using structural insulated panels, has offered to deploy a tandem suite, comprising two connected 20' X 2'0 structures during the entire month of March. MBFD has utilized various structures for this purpose for past events, including soft-sided, cooled tents and shipping container units. The agreement with FORTS USA includes the use of an air-conditioned unit that will accommodate a First Aid station on one half and an administrative area on the other half that can quickly be converted into a patient treatment area if needed. FORTS USA will set up the combined structure, which will be connected to generator power provided by the Facilities Management Department. Set up will take place Friday, March 1 and the unit will remain in place through Sunday, March 31 The company will break it down and remove it from the hard pack sand area.
