Hudak, City Managt,J\X \ February 20, 2024 Update on Status of Current Fire Station No. 1 The purpose of this Letter to Commission ("L TC") is to provide the Mayor and City Commission with an update on the status of Fire Station No. 1 (the "Fire Station"). On December 13, 2023, the Mayor and City Commission discussed item C7 R, sponsored by Commissioner Rosen Gonzalez, which in part directed the Administration to terminate the proposed Fire Station No. 1 project at the South Shore Community Center and to immediately commence the design and development of a new such facility at the existing Fire Station No. 1 location. The City Commission deliberated on the matter which resulted in the two (2) following motions: 1- A deferral of the item to the January 31, 2024, Commission Meeting, to find alternate locations for Fire Station 1; and 2- A motion to request the Administration move forward with figuring out how they can have emergency funds to help repair Fire Station 1. During the discussion of this item, several images where displayed, and statements made regarding the Fire Station's physical and environmental condition. The environmental conditions included allegations of mold, asbestos, and bedbugs. The Administration immediately began investigating the claims and conditions described at the December 13 meeting. Additionally, following the January 31, 2024, Commission meeting, an unauthorized and unofficial "Indoor Environmental Report" conducted by ARS Environmental was circulated to the Mayor, Commissioners, and several city staff on February 1, 2024. The Administration would like to address these serious concerns as well as the maintenance and repair needs of the facility. Included herein is a summary of the Fire Station's status. Bedbugs On December 15, 2023, Terminix, the City's authorized pest control provider, performed an inspection of Fire Station No. 1to address bedbugs at the facility. Terminix "found no evidence of current or previous bedbug activity" at the time of inspection (Exhibit A). Asbestos Asbestos is a mineral fiber used in many building construction materials. According to the Environmental Protection Agency (EPA), asbestos fibers may be released into the air by disturbance of asbestos-containing material during product use or demolition work. The City has previously conducted surveys for asbestos-containing materials (ACM) prior to renovations of the subject site. The surveys included the second-floor vinyl floor tile, carpet flooring and wall acoustical carpet, and interior ceiling. The reports conducted in 2016 and 2018 concluded "no asbestos detected" in all areas sampled. The City's fire stations are frequently tested for indoor air quality (IAQ) to assess the spore levels of various fungi (mold prevalence). Assessment reports, such as a Certificate of Mold Analysis or IAQ repor ts, include results of all areas tested throughout a given facility, and if required, provide recommendations for remediation in areas identified with above normal spore counts levels. As a standard practice, fire stations are tested for IAQ biannually, with odd-numbered stations tested on odd years, and even-numbered stations tested on even years. Currently, there are no requirements established by the Environmental Protection Agency (EPA), Occupational Safey and Health Administration (OSHA), or other regulatory agencies dictating IAQ testing. In March 2023, the Administration commissioned a Certificate of Mold Analysis report for Fire Station No. 1. The report determined there were no areas with elevated spore counts. Following the December 13, 2023, City Commission meeting, the Administration commissioned another assessment report to analyze the presence of mold at the Fire Station. On Jan uary 9, 2024, the City received the results which concluded that the air quality in tested areas were "Not Elevated", indicating that "the amount and/or the diversity of spores, as compared to the control sample and other sam ples ... are lower than expected and may indicate no problematic fungal growth". No areas were found to have "Elevated" or "Unusual" spore count conditions. Copies of the reports have been attached hereto as Exhibit B-C. Following the January 31, 2024, City Commission meeting, an unauthorized "Indoor Environmental Report" was circulated (Exh ibit D) to several City staff, the Mayor and Commissioners. Based on the document circulated, the report was conducted on January 6, 2024, and the report was provided to staff on February 1, 2024. The report indicated that ARS Environmental purportedly assessed the "presence of mold, conditions conducive to mold, and evidence of moisture of interior areas of the structure". To obtain an independent, third-party assessment, the report was subsequently shared, by City staff, with a certified subject matter expert, Francisco E. Gomez, Senior Environmental Scientist for EBS Engineering, Inc. According to Mr. Gomez, the report "is not a mold report although it was performed by a Florida Mold Assessor". Other inconsistencies found within the report included: 1) the use of thermal cameras to detect mold growth; 2) lack of air sample collections; 3) lack of moisture measurements to assess evidence of moisture of interior areas; and 4) other items noted (Exhibit E). Notwithstanding, the Administration takes these allegations seriously and initiated or completed repairs for each of the observations detailed in the report: • 2nd floor single bathroom/shower next to recreation room missing grout on the tile. Mold observed. Restroom is currently being fully renovated, including plumbing, relocated drains, tile replacement and interior remodeling. Additionally plumbing repairs were conducted to repair any leaks throughout the facility (Exhibit F, 1 ). • Mold, water damage (active leak) presumed from 2nd floor main bathroom in fire station. Restroom is currently being fully renovated, including plumbing, relocated drains, tile replacement and interior remodeling. Additionally plumbing repairs were conducted to repair any leaks throughout the facility (Exhibit F, 2). • Moisture under windows at 2nd floor breezeway on sheetrock (presumed biological matter). This area is programmed to have the sheetrock removed to confirm and remediate any moisture impact to the wall. • Mold on AIC supply vents 2nd floor eating area. Ceiling tiles and HVAC diffuser vents were all removed, replaced and/or cleaned and painted on the 2nd floor eating area (Exhibit F, 3). It is important to note that this was the only area in the entire evaluation conducted on January 6, 2024, where "mold" was identified and sampled on one (1) A/C supply vent. The mold identified as Cladosporium is a ubiquitous outdoor and indoor mold that commonly grows on windowsills, textiles, and refrigerated foods. The indoor air quality IAQ assessment commissioned by the Administration, dated January 9, 2024, also sampled this area of the Fire Station. The IAQ concluded that the spore counts were "not elevated" and "are lower than expected and may indicate no problematic fungal growth". (Exhibit B, page 3) Furthermore, according to the Human Resources Department, as of the date of these reports, there has not been a single claim from any employee reporting respiratory issues related to mold or "coughing up muck" out of this facility. • Abundant particulate matter distributed over gas stove/exhaust hood in kitchen. The exhaust hood was recently cleaned and serviced as part of regular maintenance. (Exhibit F, 4). • Opening from conduit throughout ceiling tile directly over gas stove (possible fire hazard) at exhaust hood. Upon inspection of the site, the ceiling tile had been moved into place. According to the report, these observations of a fire hazard were identified on January 6, 2024. The report was circulated on February 1, 2024, neglecting to expeditiously communicate a safety concern. Notwithstanding, the Fire Department conducted an inspection of possible fire violation in the kitchen area, in particular the hood system and ceiling tiles. The Division Chief of Fire Prevention concluded that, "The ceiling tiles have been replaced and the building is constructed of Twin T beams which have at least 2-hour fire rating. I did not see any fire safety issues at this time." • Excessive particulate matter observed inside AIC plenum. Work to remove excessive particulate matter from vents in this area was completed. Additionally, insulation and air duct replacements throughout the facility is programmed and in process with mechanical contractor (Exhibit F, 5). • Particulate matter observed at 2nd floor north side of fire station, movie theater room. Work is programmed to remove excessive particulate matter from vents in the facility. • Incorrect size or installation placement of filters observed at air filtration systems machine located at fire station truck staging areas. The air filtration systems in the Fire Station staging areas and noted in the report (page 35) were decommissioned several years ago and replaced with the filtration system currently in place. (Exhibit F, 6). This obsolete equipment will be removed when practical as they no longer serve a purpose. Additionally, the filtration system noted with incorrect filters will also be removed. Maintenance & Repair The Facilities Division has been addressing several maintenance needs including ceiling tile replacements, painting, light fixtures, and other repairs at the Fire Station. The Division has increased its efforts to address items identified through inspections. Since December 13, 2023, over sixty-six (66) work orders have been created to address scheduled maintenance needs, repairs and renovations that would otherwise be completed through a capital project (Exhibit G). Therefore, the client is urged to proceed with recommendations presented herein with due caution. Changes or modifications for the above reference job site made after the site inspection are not covered within this report. The goal of remediation is to remove or clean mold-damaged materials using work practices that protect occupants by controlling the dispersion of mold from the work area and protect remediation workers from exposures to mold. The listed remediation methods were designed to achieve this goal; however, they are not meant to exclude other similarly effective methods and are not a substitute for a site-specific work plan. Since little scientific information exists that evaluates the effectiveness and best practices for mold remediation, these guidelines are based on principles used to remediate common indoor environmental hazards. These guidelines are not intended for use in critical care facilities such as intensive care units, transplant units, or surgical suites. Prior to any remediation, consideration must be given to the potential presence of other environmental hazards, such as asbestos and lead. These guidelines are based on possible health risks. Remediation Protocol 1. Assure source of moisture intrusions have been terminated and corrected. 2. Building materials identified as water stained only should be appropriately cleaned and dried (below 20% MC (Moisture Content). Following appropriate cleaning and verification of acceptable moisture content, the surface area may be primed and/or painted. If appropriate cleaning cannot be achieved, the materials may need to be removed and replaced. 3. Porous furniture and/or other miscellaneous personal items in suspected mold remediation work areas should be evaluated on an individual basis. In most cases, these items can be thoroughly cleaned/scrubbed using wet methods and microbial biocide agent such as distilled white vinegar. 5. Remove affected drywall and building components mentioned in this report. 6. In work areas where no visible microbial growth was identified, a controlled pressure enclosure area is not required. However, ARS Environmental, Inc. recommends that these areas be isolated from the remainder of the residence utilizing typical construction methods for dust suppression during the destructive removal of the moisture impacted materials. If mold growth is identified at any time during the cleaning and/or removal of the moisture impacted building material, then the area must be handled as containing mold growth and all control mechanisms recommended for mold affected building materials should be immediately implemented. If mold growth is not identified during the removal of the moisture impacted building materials, then the mitigation of these areas should continue under normal construction procedures. 7. Properly remove and dispose of any mold affected building materials discovered during mitigation activities associated with water damaged or stained building materials. 8. Any mold remediation activities should be conducted in a controlled pressure enclosure utilizing HEPA filtration. The intent is to isolate the remediation work area(s) to prevent dispersion of mold spores to unaffected areas of the structure. 9. ARS Environmental, Inc. recommends that post mold remediation confirmation testing (PMRCT) be performed to assess the effectiveness of the mold remediation activities. The sampling should be done prior to the initiation of the installation of replacement building components/finishes. The following PMRCT activities should be performed: Visual Evaluation - ARS Environmental, Inc. will assess the work are for the presence of visible microbial growth, water damage, water staining, and significant particulate accumulation. All work should be performed in strict accordance with all federal, state, and local regulations and ordinances using experienced and trained personnel. Project: 20240110 Page 8 of 57 CLEANING OF COMPONENTS INSIDE THE WALL CAVITY Non-removable, contaminated wooden materials (such as studs inside walls) must be sanded down at least 1 /16th of an inch to remove mold prior to fungicidal treatment. Contaminated metal studs must be cleaned with a detergent solution and treated with fungicide. If it is no possible to clean and disinfect the structural item, then it must be removed, disposed of and replaced. Structural supporting members may need the consultation of a structural engineer prior to removal and replacement. Sand or wipe away mold from the top, bottom, front, back, and sides of items. Don't forget mold in tight crevices. The above approach to covering all surfaces must also be utilized when applying fungicide. CLEANING THE WORK AREA Micro clean the rest of the areas in the contained area by HEPA vacuuming all surfaces from top to bottom, and in the direction from least contaminated area towards more contaminated area. Next, wipe all surfaces in the work area with an anti microbial disinfectant. Wipe all electrical components such as wires and sockets with the electrical power off. Only EPA-approved fungicides should be used. Do not use bleach since it is not an EPA-approved fungicide, and will often cause corrosion if applied on metal. There are molds that can grow on wood, paper, carpet, foods, and insulation. When excessive moisture accumulates in buildings or on building materials, mold growth will often occur, particularly if the moisture problem remains undiscovered or unaddressed. It is impossible to eliminate all molds and mold spores in the indoor environment. However, mold growth can be controlled indoors by controlling moisture indoors. Moisture control is the key to mold control, so when water leaks or spills occur indoors, it is important to act quickly. It is important to solve moisture problems before they become mold problems. If wet or damp materials or areas are dried 24-48 hours after a leak or spill happens, in most cases mold will not grow. Wind dispersed spores are common particles in the outdoor environment. Several species of the micro and macro organisms have been found to be human pathogens, i. e., organisms capable of producing disease. Other species are classified as non- pathogenic, however, this classification can be misleading. ARS Environmental, Inc. also utilizes New York City Department of Health Guidelines on Assessment and Remediation of Fungi in Indoor Environments for inspection protocols. The guidelines recommend that the presence of mold, water damage, or musty odors be addressed immediately. In all instances, any source(s) of water must be stopped and the extent of water damaged materials determined. Water damaged materials should be dried and repaired. Mold damaged materials should be remediated in accordance with their guidelines. A visual inspection is the most important initial step in identifying a possible contamination problem. Thermal or infrared energy is light that is not visible to humans because of its wavelength is too long to be detected by the human eye. Thermal or infrared energy (IR) is the part of the electromagnetic spectrum that we perceive as heat. Unlike visible light, in the infrared world, everything with a temperature above absolute zero emits heat. Even very cold objects, like ice cubes, emit infrared. The higher the object's temperature, the greater the IR radiation emitted. Infrared allows people to see what their eyes normally cannot. IR cameras produce images of invisible infrared or 'heat' radiation. The IR camera can provide precise non-contact temperature measurement capabilities. The existence of moisture (normally cooler than normal construction materials) can be used to detect conditions that promote mold growth. IR cameras are extremely valuable diagnostic tools in construction related problems of water intrusion and mold growth. Tape Lift Sampling: Bio Tape Hygrometer: CE A hygrometer is a device for measuring humidity. It consists of two bulbs with thermometers: a wet bulb and a dry bulb. The dry bulb is left exposed to the air to measure the temperature. The wet bulb is covered with a cloth wick and dipped in water. As the water evaporates, it cools the wet bulb. By measuring the cooling of the wet bulb, one can tell how much water evaporates. The standard utilizes a sliding temperature scale based upon wet-bulb temperatures and/or dew points. Wet-bulb temperature is the temperature of evaporation, or the lowest temperature a surface film of water can assume while evaporating freely, while dew point is the temperature at which air becomes saturated with water vapor. Temperature The indoor ambient air temperature reading measured during this survey was 7 7.0 5. The ASHRAE 55-2004 thermal comfort standard recommends temperature in the range of approximately 74°F to 83°F when the outdoor environment is warm or in the range of approximately 67°F to 78°F when the outdoor environment is cool. Relative Humidity The indoor ambient air relative humidity reading measured during this survey was 58.31. Relative humidity (RH), on the other hand, is the ability of air to hold water vapor and is dependent upon temperature. As air is cooled, the RH will increase. Conversely, as air is warmed up, the RH will decrease. If the air contains all the water it can hold, it is at 100% RH and the water vapor condenses into a liquid. The control of indoor relative humidity levels, surface temperatures and moisture migration is critical for human comfort as well as being a primary means of minimizing microbial growth. Air conditioning buildings should be designed so that the relative humidity (RH) of room air does not consistently exceed the 60% and the water activity of materials susceptible to biodeterioration does not exceed 0. 7. The ASHRAE 55-2004 thermal comfort standard recommends an upper humidity limit of approximately 68% when the outdoor environment is warm or an upper limit of approximately 87% when the outdoor environment is cool (humidity ratio of 0.012). The Source of Dirt Streaking One of the main contributors to dirt streaking is the turbulence of the conditioned air coming out of a supply vent. When air leaves a supply vent, it is coming out at a high velocity due to being squeezed through the louvers of the vent. This action is similar to placing your thumb over the end of a water hose to increase the distance water can spray. Due to this turbulence, particles of dirt can become entrained in the conditioned air stream and become deposited across the surfaces the air is blowing across. The particles of dirt often come from two different sources. One source is from within the room itself. Depending on what is occurring in the room, the duct streaking can have various contributors such as carpeting, candles, pets, and people. These dirt contributions become entrained into the conditioned air coming out of the supply vent and are now distributed across the surfaces the conditioned air is blowing. The second source is from unsealed openings where supply boot penetrations are made such as through drywall or a subfloor. When this occurs, insulation particles or other particulate from the unconditioned space is pulled into the air stream. For instance, excessive moisture in the room air can allow the particles to develop stickiness to them while a lack of moisture can cause the dirt particles to be attracted to the building surfaces. The Coanda Effect is another variable that needs to be considered here as it has a direct influence on how well air is projected across a parallel surface. How to Solve Dirt Streaking The first step is to determine the source of the dirt. This begins with a visual inspection of the system and the environment it is operating in. The first place I typically start is an inspection of the equipment and the ducts feeding the vents that have streaking issues. If the equipment, coil, and ducts feeding the vents that have streaking issues are clean, you can eliminate filter bypass issues or duct leakage as a contributing factor to the dirt streaking. This leaves you with determining if the source of dirt is from particulate within the room or if it is being brought in through unsealed boot penetrations. A common cure in commercial buildings, where the dirt sources are internal, is anti-smudge rings around the vent penetration. You will see these rings on many restaurant vents as sheet metal collars that protrude down from the vent approximately 1.5 inches. These rings break up the action of the air as it exits the register and forces it downward instead of across the ceiling. When the dirt sources are external, such as from an unconditioned space, sealing the boot penetration to prevent any gaps between the conditioned space and unconditioned space usually does the trick. This was the correction for the issue of dirt streaking mentioned previously. There were massive gaps around the boot penetrations in the ceiling of this building that were allowing attic air containing cellulose dust to be entrained and spread across the ceiling. This is not an Indoor Air Quality assessment. The work is a self-titled indoor environmental inspection. Thermal cameras do not measure moisture or mold growth. They measure temperature differences. They are a useful tool to screen for areas of potential moisture impact, which can be further assessed using a moisture measurement tool that provides moisture content in wood moisture equivalent (WME). This report does not contain moisture measurements of porous building materials like ceiling tiles or drywall board in WME. There is limited temperature and relative humidity measurements inside the various areas of the fire station. There is only one tape lift of a dirty HVAC supply vent. Dirty HVAC vents, ceiling tile and particulates can be cleaned by a mold remediation company. The plenum area above the ceiling tile can be abated to remove particulate build up. There were no air samples collected for airborne mold spores. The NYC DOH standards are out of date and have been updated by guidelines from IICRC.
