SUBJECT: Senior Management Team Departure
As most of you already know, our Chief of Legislative & External Affairs Marcia Monserrat has
decided to accept a position with Miami-Dade County starting March 4. Although Marcia's
departure is a tremendous loss to our city family, we look forward to continuing to work together in
her new capacity.
I would like to express my deepest gratitude to Marcia for her nearly 11 years at the City of Miami
Beach. She was instrumental in securing millions of dollars in grants at the state and federal level,
served as Chief of Staff for former City Manager Jimmy Morales for eight years, and most recently
as Chief of Legislative & External Affairs during my tenure. Her knowledge, experience and work
ethic has been a resource to me and many across our city.
A dedicated public servant, Marcia always identifies ways to collaborate and build relationships.
Her unique skillset has helped to resolve issues, leverage partnerships, and highlight the city in a
positive manner. Her creativity and passion for bringing people together has been demonstrated
through various City events and programs, including the beloved Veterans Day Parade and many
staff gatherings. She will truly be missed.
I have directed Human Resources to begin aggressively recruiting for her position. While Marcia
will continue with the City through most of the legislative session, our executive team will assist
with legislative and intergovernmental matters during the transition depending on the issue. In
addition, Assistant City Manager Rickelle Williams will absorb the Tourism and Culture Department
within her portfolio. All city produced special events previously spearheaded by Marcia (i.e.
Veterans Day) will transfer to John Rebar and the Parks & Recreation team, effective immediately.
Kevin Pulido, Director of the Neighborhood Affairs Division, will absorb any constituent and
resident-related matters. He will continue to assist with resident issues and provide support for the
Office of Mayor and Commission on behalf of my office. I encourage you and your staff to
coordinate with Kevin as necessary; he will further assist and bridge the gap across our different
disciplines.
