Resolution 2024-32918 RESOLUTION NO. 2024-32918 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, OPPOSING THE USE OF THE METROMOVER AS THE TRANSIT OPTION FOR THE BEACH CORRIDOR TRUNKLINE OF THE MIAMI-DADE COUNTY STRATEGIC MIAMI AREA RAPID TRANSIT ("SMART") PLAN, URGING THE MIAMI- DADE TRANSPORTATION PLANNING ORGANIZATION (TPO) GOVERNING BOARD TO RESCIND THE DESIGNATION OF THE METROMOVER AS THE "LOCALLY PREFERRED ALTERNATIVE" FOR THE BEACH CORRIDOR, AND FURTHER, URGING THE MIAMI-DADE COUNTY DEPARTMENT OF TRANSPORTATION AND PUBLIC WORKS (DTPW) TO PURSUE ALTERNATIVE TRANSPORTATION SOLUTIONS FOR THE BEACH CORRIDOR, SUCH AS A BUS EXPRESS RAPID TRANSIT (BERT) ROUTE OVER THE JULIA TUTTLE CAUSEWAY AND OTHER MODES OF TRANSPORTATION THAT BETTER CONNECT COMMUTERS BETWEEN THE MAINLAND AND MIAMI BEACH, AND TO MAKE ANY FUTURE DECISIONS REGARDING TRANSPORTATION INFRASTRUCTURE BASED ON NEW ENVIRONMENTAL AND TRANSPORTATION STUDIES USING THOROUGH, ACCURATE, AND UP-TO-DATE DATA. WHEREAS, the Miami-Dade County Strategic Miami Area Rapid Transit (SMART) Plan contains six Rapid Transit Corridors and nine Bus Express Rapid Transit (BERT) routes for Miami-Dade County; and WHEREAS, the SMART Plan envisions one rapid transit corridor connecting Downtown Miami and Miami Beach via the MacArthur Causeway ("Beach Corridor Project"), and three BERT routes connecting Miami Beach to the mainland (Beach Express North, Beach Express Central; and Beach Express South) (see Exhibit A attached to this Resolution); and WHEREAS, on January 30, 2020, the Miami-Dade Transportation Planning Organization (TPO) Governing Board selected an extension of the existing automated people mover (APM) known as the "MetroMover" as the Locally Preferred Alternative (LPA) for the Beach Corridor Trunkline, with the intent to extend the MetroMover from Miami along McArthur Causeway to Washington Avenue and 5th Street for the Beach Corridor/Baylink coupled with dedicated lanes for bus/trolley along Washington Ave for the Beach Corridor Convention Center extension; and WHEREAS, in August 2022, a public meeting was held to present the Environmental Analysis findings and the Draft Environmental Assessment ("Draft EA"); and WHEREAS, the Miami-Dade County Department of Transportation and Public Works (DTPW) is currently refining and finalizing the study analysis on this LPA which • includes obtaining conceptual permits from regulatory agencies and conducting public outreach; and WHEREAS, according to some Miami Beach residents, the Draft EA prepared in connection with the proposed extension of the MetroMover to connect to Miami Beach entails only a cursory study and does not sufficiently consider the traffic, pollution and development effects of the proposed extension of the MetroMover throughout the system and Miami-Dade County; and WHEREAS, some Miami Beach residents believe the TPO designated the MetroMover as the LPA for transportation infrastructure based on flawed data and an incomplete January 2020 Project Development and Engineering (PD&E) study report; and WHEREAS, the MetroMover option, in addition to the environmental concerns that have not been addressed, presents other shortcomings including higher costs of construction compared to alternative modes of transportation, lack of efficiency in serving workers commuting to Miami Beach, failure to deliver the promised "one-seat ride" convenience, the potential for harm to the marine/aquatic environment and disruption within local communities; and WHEREAS, the implementation of a BERT route over the Julia Tuttle Causeway, as already contemplated, would have significantly less environmental impact with little to no effect on commuting times and would provide for an efficient public transportation modality with an access point at the site of the largest employer in Miami Beach: the Mount Sinai Hospital Campus; and WHEREAS, the Mayor and City Commission hereby urge the TPO to rescind the designation of the Metromover as the "Locally Preferred Alternative" for the Beach Corridor as the residents of the City vehemently oppose the construction over environmentally sensitive areas that would be necessary to implement this transit option; and WHEREAS, the Mayor and City Commission further urge the DTPW(1)to rescind plans to extend the Metromover to Miami Beach and pursue alternative transportation solutions, such as a BERT bus route across the Julia Tuttle Causeway and other modes of transportation that better connect commuters between the mainland and the City and (2) to make any future decisions regarding transportation infrastructure based on new and/or updated environmental and transportation studies using thorough, accurate, and up-to-date data. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby oppose the use of the MetroMover as the transit option for the Beach Corridor Trunkline of the Miami-Dade County Strategic Miami Area Rapid Transit ("SMART") Plan, urge-the Miami-Dade Transportation Planning Organization (TPO) • Governing Board to rescind the designation of the Metromover as the "Locally Preferred Alternative"for the Beach Corridor; and further, urge the Miami-Dade County Department of Transportation and Public Works (DTPW)to pursue alternative transportation solutions for the Beach Corridor, such as a Bus Express Rapid Transit ("BERT") route over the Julia Tuttle Causeway and other modes of transportation that better connect commuters between the mainland and Miami Beach, and to make any future decisions regarding transportation infrastructure based on new environmental and transportation studies using thorough, accurate, and up-to-date data.
