Resolution 2024-32923 RESOLUTION NO.1 2024-32923 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF MIAMI BEACH, FLORIDA, APPROVING A SPECIAL RULE OF ORDER FOR ALL REGULARLY SCHEDULED CITY COMMISSION MEETINGS PURSUANT TO SECTION 2-14(I) OF THE CITY CODE AND ROBERT'S RULES ORDER, AND ESTABLISHING TIME LIMITS FOR DEBATE ON EACH AGENDA ITEM, IN ORDER TO ENSURE EACH COMMISSIONER HAS A FAIR AND EQUAL OPPORTUNITY TO SPEAK AND PROMOTE EFFICIENCY IN CONDUCTING CITY COMMISSION BUSINESS. WHEREAS, the Mayor and City Commission acknowledge the importance of efficiency in addressing agenda items during City Commission meetings; and WHEREAS, from time to time, certain agenda items are not reached at a Commission meeting due to time constraints resulting from prolonged discussions and/or speeches made by members of the City Commission on various items; and WHEREAS, pursuant to Sec. 2-14(i) of the City Code, the City Commission has adopted Robert's Rules of Order as the parliamentary rules of procedure governing meetings of the City Commission (except where the City Charter or City Code provide otherwise); and WHEREAS, under Section 2:16 of Robert's Rules of Order (12th ed.), the City Commission has the authority to adopt "special rules of order," by majority vote, in order to tailor the rules more narrowly to the Commission's needs; and WHEREAS, at the December 13, 2023 and January 31, 2024 City Commission meetings, Mayor Meiner proposed, and the City Commission adopted, the following special Rule of Order to ensure each Commissioner has a fair and equal opportunity to speak on agenda items: 1. The Mayor and each Commissioner may speak up to two times on each agenda item. The maximum time for each speech by the Mayor and each Commissioner is five minutes; 2. The foregoing time limit may be extended for any individual agenda item by the Mayor, at the Mayor's discretion, or by the Commission, by majority vote, to extend debate for a specified period of time, upon a finding that such extension would be in the best interest of the City; 3. The foregoing time limits are intended to apply to speeches made by members. Members may be separately recognized for the purpose of asking,a question, seeking information, or making a motion; and WHEREAS, the Mayor and City Commission wish to implement the special Rule of Order for all regularly scheduled City Commission meetings, with the aim of ensuring fair and equal opportunities for all Commissioners to express their views and enhancing efficiency in conducting City Commission business. NOW, THEREFORE', BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and the City hereby approve a special Rule of Order, as set forth in this Resolution,for all regularly scheduled City Commission meetings pursuant to section 2-14(i) of the City Code and. Robert's Rules Order, and establish time limits for debate on each agenda item, in order to ensure each Commissioner has a fair and equal opportunity to speak and promote efficiency in conducting City Commission business..
