A RESOLUTION OF THE MAYOR,AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AN ADDITIONAL WAIVER OF
SPECIAL EVENT PERMIT FEES FOR THE SOUTH BEACH WINE AND
FOOD FESTIVAL ("SOBEWFF") 2024 ANNUAL EVENT, IN THE AMOUNT
OF $63,337, AND AUTHORIZING THE CITY MANAGER TO FINALIZE AND
EXECUTE AMENDMENT NO. 1 TO THE SPONSORSHIP AGREEMENT
DATED MAY 16, 2023 BETWEEN THE CITY AND THE FLORIDA
INTERNATIONAL UNIVERSITY BOARD OF TRUSTEES, FOR THE
BENEFIT OF THE SOBEWFF AND THE FIU CHAPLIN SCHOOL OF
HOSPITALITY AND TOURISM MANAGEMENT.
WHEREAS, the annual Food Network South "Beach Wine & Food Festival
("SOBEWFF"), is a national, star-studded, four-day destination event showcasing the talents
of the world's most renowned wine and spirits producers, chefs and culinary personalities;
and
WHEREAS, SOBEWFF has become one of the largest and most well-known festivals
of its kind in the country, attracting visitors worldwide, underlining the reputation of the City
of Miami Beach as a world-class culinary destination, with the proceeds directly benefiting
the Florida International University (FIU) Chaplin School of Hospitality and Tourism
Management; and
WHEREAS, for SOBEWFF 2021, 2022 and 2023 festivals, the City of Miami Beach
agreed to provide the Festival with financial support totaling $163,333, $215,849 and
$245,102 respectively; and
WHEREAS, the City and SOBEWFF executed a new 5-year sponsorship agreement
on May 16, 2023 (the "Agreement"); and
WHEREAS, the Agreement includes a fee waiver for the following permit costs which
were estimated to be valued at approximately $150,000:
i. Special Event-Application Fees
ii. Special Event-Permit Fees
iii. Special Event-Vehicle Beach Access Pass Fee
iv. Special Event-Square Footage Fee
v. Special Event-Lummus Park User Fee
vi. Police Off-duty Administrative Fee
vii. Signage Permits—as needed, estimated at $2,483
viii. Banner Permit Fee
ix. Mini Billboard Permit Fee
x. 20% Concession Fee
xi. Rental Waiver for use of the Miami Beach Bandshell for two (2) days; and
WHEREAS, the fee waiver was capped at $150,000 based on the anticipated total
cost of the special event fees; and
WHEREAS, the City has estimated that the actual cost of the permit fees for the 2024
Festival will be $213,337; and
WHEREAS, the proposed amendment would eliminate the $150,000 cap for permit
fees for the 2024 Festival, to cover the $63,337 deficit; and
WHEREAS, the SOBEWFF combined 2024 sponsorship request including special
event fee waivers and reimbursable amounts for certain City services would, pursuant to the
proposed amendment, be capped at $388,337.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve an additional waiver of special event permit fees for the South
Beach Wine and Food Festival ("SOBEWFF") 2024 annual event, in the amount of$63,337;
and further, authorize the City Manager to negotiate and execute Amendment No. 1 to the
Sponsorship Agreement dated May 16, 2023 between the City and the Florida International
University Board of Trustees for the benefit of the SOBEWFF and the FIU Chaplin School of
Hospitality and Tourism Management.
