I. Roll Call and Introductions

1:50 Chair Karen Rivo called the meeting to order. Roll call was completed. She introduced the
new G.O. Bond Committee members and discussed Committee vacancies.
7:48 Chair Karen Rivo stated that although Staff is going to discuss several of the G.O. Bond
projects further into the meeting (see Section VII), she wanted to first speak about Fire Station
#1. The Committee has made 3 motions in order to move the project forward. She stressed her
concern for the project. She suggested that Committee Members each reach out to the City
Commission and be more visible at City Commission Meetings. This project will be discussed
again at the May City Commission Meeting.
9:40 Jack Glottmann asked for a calendar invite for the May City Commission Meeting.
9:56 Maria Hernandez confirmed.
II. Committee Business
Adoption of Meeting Minutes from 10-26-23
11:05 Chair Karen Rivo asked for a motion to approve the December 14th meeting minutes.
Motion:
11:10 A motion to approve the minutes as presented was made and seconded. Motion passed.
Bond Program Org Chart

11:28 Maria Hernandez discussed both org charts found on pages 2 and 3 of the Agenda &
Handouts Packet. The org chart on page 3 shows the organizational structure of the bond
program and which departments manage the execution of each the projects.

Upcoming and Recent Past Public Meetings
14:18 Kevin Pulido discussed the Items Related to G.O. Bond Program Projects, found on pages 3
and 4 of the Agenda and Handouts Packet. He explained that each item is hyperlinked, and the
actions are noted in red.
16:20 Maria Hernandez reported that the committee meetings listed will be the first committee
meetings of the year since there weren’t any commission committees in January. She reported
the actions of the G.O. Bond related items that were discussed at the January 31st City
Commission Meeting.

IV. Grants Update
(Refer to pages 6 and 7 of the Agenda & Handouts Packet on the G.O. Bond website.)
31:17 Krystal Dobbins reported that there is a total of 17 G.O. Bond grant funded projects, which
are found on pages 6 and 7 of the Agenda & Handouts Packet. The amount awarded to subsidize
G.O. Bond funded projects is approximately $22.2 million. In 2023, the City received grants for
the 23rd Street Streetscape project, 34th Street Shared Use Path project, and Fire Station #1.
All grants have an expiration date of when the funds must be used.
33:20 Jack Glottmann asked if the expiration dates of the grants can be added to the chart.
33:24 Krystal Dobbins said yes.
V. Funding Swap for Waterway Restoration
(Refer to page 8 of the Agenda & Handouts Packet on the G.O. Bond website.)
35:35 Maria Hernandez reported that an additional amount of funding for $400,000 is now
required for GO #25 Waterway Restoration project. These additional funds will go towards
consultant services to continue with the project through Phase 2 which consists of negotiating a
mitigation strategy with the permitting agencies, obtain agency permits, finalizing construction
documents, and advancing the project to the bidding and construction phase (Phase 3). $400,000
in available funding from the GO #13 North Shore Paths & Fields Subproject will be re-aligned
through a Capital Budget amendment since these funds will not be required until after the
issuance of Tranche 2 bonds. The Administration recommends the temporary re-alignment of
$400,000 available from subproject GO #13 North Shore Paths & Fields to GO #25 Waterway
Restoration to allow the project to continue to move forward.
Motion:
40:22 Jason Koslowe made a motion to approve the Administration’s recommendation to
temporarily re-align $400,000 from sub-project GO #13 North Shore Paths & Fields to GO #25
Waterway Restoration to allow the project to continue to move forward.
40:24 Jack Glottmann seconded the motion. Motion passed unanimously.
VI. Program General Status Update

41:11 Maria Hernandez reported that the City has spent approximately $5 million more than
what was presented at the December 13th G.O. Bond Oversight Committee Meeting. Out of the
57 projects, 43 projects are complete and/or active. Currently there are 46 completed sub-
projects, 10 sub-projects under construction and 25 sub-projects in design. Staff is anticipating
construction commencements in 2024 to total $47.4 M. The quarterly breakdown of these
commencements is found on page 14 of the Agenda & Handouts Packet.

VII. 2018 Bond Projects Update
(Refer to pages 17-27 of the Agenda & Handouts Packet on the G.O. Bond website.)
#1 72 St. Community Complex
50:08 David Martinez reported that the Construction Manager at Risk and the design firm have
been working together diligently with all of City Departments regarding the programming of the
complex. The design firm has been putting together schematic drawings, with the intention to
keep costs as low as possible. Next month Staff is anticipating receiving separate cost estimates
from the consultants and the contractor. Once the cost estimates are received, Staff can move
towards the 30% construction documents, which will then be presented to the Design Review
Board. Before going to the Design Review Board, the design will be vetted through public
outreach, in the next upcoming months.
#45 Fire Station #1
59:41 David Martinez reported that Staff is projecting mobilization of the Flamingo Park site by
the end of February. Advisories will be sent to the community and a construction fence will be
going up in the next upcoming weeks. Staff is anticipating delivering the modular structure for
the daycare facility by the end of March. The goal is to complete that site by the end of June, so
that the transition from the current daycare to the new one can occur in July.
1:01:17 Laura Veitia asked how long the temporary daycare would be at the park.
1:01:22 David Martinez answered that the temporary daycare will be at Flamingo Park until a
permanent site is located.
1:01:54 Laura Veitia asked if the current fire station is going to be repurposed.
1:02:03 Eric Carpenter reported that the Historic Preservation Board has declared the structure
to be contributing, therefore the original building must remain and the structure will be
repurposed.
#43 Chase Ave/34 St Shared Use Path
1:02:51 David Martinez reported that at the January 31st City Commission Meeting, the
Commission unanimously adopted a resolution directing the Administration to proceed with a
particular alternative (Item C7 AF). The alternative selected shortens the path by 600 feet. Staff
is negotiating an amendment to the contract with the designer in order to design this new
alternative. Staff must also start discussions again with FDOT.
1:06:08 Dave Grieser said he is happy that the project is moving forward.
#5 Flamingo Park Historic Lodge
1:06:29 David Martinez reported that Notice to Proceed #1 (NTP 1) was issued to the contractor
and construction is expected to commence in March. The construction phase is expected to be 8
months.

#23 Pedestrian Bridge
1:07:54 David Martinez reported that the developer is finishing the design phase. The developer
has addressed the comments from Florida Department of Transportation and has resubmitted
the drawings. A peer review occurred at 90% construction documents; comments were
addressed and drawings were resubmitted. The Administration has been working together to put
together the traffic plan for when construction begins. There will be daily one lane closures
throughout construction and full lane closures for several days. Public outreach will be done to
notify everyone of the closures. Construction is anticipated to begin in spring.
#23 Bay Garden Manor Link, Bayview Terrace Link & South Bay Club Link
1:15:36 David Martinez explained the Baywalk link map found on page 21 of the Agenda &
Handouts Packet. These 3 Baywalk links are over water. Staff has spent a little over a year
surveying the areas and meeting with the regulatory agencies. Staff has also had preliminary
meetings with property owners to understand better what it is they want to see there. Staff will
now begin surveying the surrounding land area. Once the surveying is done, the City will need to
have agreements with each property, which will be brought to the City Commission. Staff is
anticipating bringing an item to the City Commission in the summer for the solicitation of an
architect.
#42 Bayshore South Traffic Calming
1:23:25 Otniel Rodriguez reported that at the January 31st City Commission Meeting, there was
an item regarding the approval for the traffic circle on 34th Street and Prairie Avenue (Item R7 D).
There is some opposition from a resident, which is why a resolution must be brought to the
Commission. Based on the analysis that the City did, a traffic circle is the optimal device for the
area. This item was not heard, and therefore will be heard at the February 21st City Commission
Meeting. Regarding the design, the project is currently at 90% plans. The plans are with Miami-
Dade County and Staff anticipates receiving comments back by the end of next week.
1:25:47 Jason Koslowe asked if he can receive the design plans.
1:25:49 Maria Hernandez answered yes.
1:25:50 Jason Koslowe noted that this project will be intersecting with GO #15 Par 3 Park. He
asked if Staff could explain how the projects are being intersected and further discuss all of the
elements within the project at the next G.O. Bond Oversight Committee Meeting.
1:27:08 Otniel Rodriguez said that he will come back with a very comprehensive update on what
is happening with both projects.

#48 Police HQ Facility
1:34:45 Frank Garcia reported that once the Construction Manager at Risk is fully onboard they
will begin to review the project and prepare a Guaranteed Maximum Price (GMP). Staff

anticipates taking the GMP to the City commission for approval this summer. Construction of the
Real Time Intelligence Center is underway with substantial completion set for late summer.
#37 Sidewalks & #38 Streets
1:36:10 Matthew LePera showed the maps found on pages 29 and 31 of the Agenda & Handouts
Packet. The City is currently working on the sidewalks at 16th and Alton Road. To date, there have
been 612,000 square feet of sidewalk replaced. Currently, there is approximately $400,000
remaining in Tranche 1. Staff is anticipating spending those funds within the upcoming months.
Staff is currently working on 16th Street, between Washington Avenue and Alton Road. To date,
there have been 39.3 miles of roadway repaved. There is approximately $300,000 remaining in
Tranche 1. Staff is also anticipating spending those funds within the upcoming months.
1:37:15 Adam Kravitz mentioned that Old Alton Road has been in terrible condition for many
years and should be addressed. Matthew LePera confirmed he will investigate this and see if it
can be included for resurfacing. (Matthew has since confirmed in can be).

VIII. Public Comment
1:13:12 Chair Karen Rivo asked if anyone from the public would like to speak.
1:13:58 Scott Needelman reported that he was appointed to the Planning Board and will,
therefore, no longer be on the G.O. Bond Oversight Committee. He plans on attending these
meetings virtually as a member of the public.
IX. Arts & Culture Program General Status Update
(Refer to pages 32-37 of the Agenda & Handouts Packet on the G.O. Bond website.)
1:39:39 Maria Hernandez reported that there are 17 active projects, which is 85% of all Tranche
1 projects. Out of the 46 sub-projects in Tranche 1, 39 are in active phases and 1 is complete.
Currently there are only 2 grants pending to execute, which are the MB Hispanic Community
Center and the Aquatic Sculpture Park.
X. 2022 Bonds Projects Update

Byron Carlyle Theater
1:45:38 Maria Hernandez reported that this project is moving forward. Staff will be bringing a
draft RFP to the City Commission in March or April.
Bass Museum Multipurpose Addition
1:45:53 Maria Hernandez reported that City Staff has been meeting with the Bass Museum. An
RFQ will be prepared for the selection of a design consultant and it will be advertised in the fall.

Miami Beach Botanical Garden
1:46:08 Maria Hernandez reported that the proposal from Shulman & Associates was expected
in January, but it is delayed. This project will have a large resiliency component.
Collins Park Rotunda
1:46:32 Maria Hernandez reported that construction is anticipated to commence in March.
North Shore Artistic Playground
1:47:10 Maria Hernandez reported that the playground at North Shore will be the first of several
playgrounds to be completed within the G.O. Bond for Arts & Culture Program.
