SUBJECT: Retirement of Parking Department Director
The purpose of this Letter to Commission (L TC) is to inform you that Monica Beltran, our
esteemed Parking Department Director, has submitted her retirement letter and will be
stepping down from her role effective April 26, 2024.
Monica has dedicated her career to public service, with 35 years of service to Miami-Dade
County and nine years with the City of Miami Beach. Over 30 years of her professional
experience has been focused on the parking industry, encompassing roles in curb
management, ground transportation, field operations, and senior management including
at Miami International Airport.
During Monica's tenure with the City, the Parking Department has experienced significant
growth and accomplishments. Under her tenacious leadership, the Department not only
achieved profitability but also surpassed pre-pandemic revenue levels by approximately
10% over Fiscal Year 2019, generating $53 million in revenue. Additionally, operational
efficiencies were realized through the reduction of parking pay stations and the transition
to cashless payments. Monica also spearheaded initiatives such as the execution of the
Florida Power & Light agreement for fast electric vehicle charging stations and the
successful extension of the resident and tourist friendly CitiBike program.
Furthermore, the Department achieved milestones such as the development of new
towing permits with renewable terms, the introduction of the PaybyPhone application for
parking payments, and the implementation of the virtual House of Worship Parking
Permit. Ever the problem solver, Monica's leadership also led to the expansion of the
residential permit program to include permit requirements for residents with disabled
placards, among other notable accomplishments.
We are immensely grateful for Monica's unwavering commitment to serving our city's
residents, businesses and visitors, and we extend our heartfelt wishes for success and
fulfillment in her future endeavors.
