March 6, 2024 SUBJECT: Retirement of Chief Procurement Officer The purpose of this Letter to Commission (LTC) is to inform you that Alex Denis, our respected Chief Procurement Officer, has submitted his retirement letter and will be stepping down from his role effective April 30, 2024. Alex has been an integral part of the City of Miami Beach for over a decade. He joined the team during a challenging period when the procurement function faced turmoil following a state attorney's investigation that resulted in the arrest and indictment of the former director on corruption charges. Through his dedication and unwavering commitment to public trust, Alex has transfo rmed the procurement department into a nationally recognized entity for excellence and best practices. · In recognition of his leadership, the Procurement Department earned the prestigious Quality Public Procurement Department (QP PD ) accreditation from the National Institute for Governmental Procurement (NIGP) in 2023. This accreditation signifies adherence to established best practices and standards, a distinction achieved by only 69 Cities throughout the United States and Canada. Additionally, Alex's contributions extend beyond his professional duties. In 2019, he was honored with the Volunteer of the Year award from the Institute for Public Procurement, showcasing his dedication to service and excellence. Under Alex's tenure, the Procurement Department has achieved significant milestones, including having 10 0% of eligible procurement staff accredited. In FY 2021 he transitioned to a fully electronic procurement process. This transition has brought numerous benefits to both vendors and the City, such as cost reduction, streamlined processes, and increased vendor outreach, ultimately maximizing competition and value for the city. We are grateful for Alex's leadership, dedication, and contributions to the City of Miami Beach. Please join me in extending our warmest wishes to Alex for a fulfilling and joyous retirement.
