A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO
CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND
AUTHORIZING) THE CITY MANAGER, OR HER DESIGNEE, TO APPLY FOR,
AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR
AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF
MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS,
PROGRAMS, AND AGREEMENTS: 1) FLORIDA YOUTH SOCCER
ASSOCIATION, FLORIDA YOUTH SOCCER ASSOCIATION FOUNDATION
GRANT, IN THE APPROXIMATE AMOUNT OF $5,000; 2) FLORIDA
DEPARTMENT OF HEALTH, EMERGENCY MEDICAL SERVICES MATCHING
GRANT, IN THE APPROXIMATE AMOUNT OF $110,000; 3) FLORIDA
DEPARTMENT OF TRANSPORTATION, HIGHWAY TRAFFIC SAFETY
SUBGRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $350,000.
WHEREAS, the City Administration applies for grants and external funding from outside
organizations; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $5,000 from Florida Youth Soccer Association, Florida Youth Soccer
Association Foundation Grant, the details of which are set forth in the Commission Memorandum
accompanying this Resolution; and
WHEREAS, the City Administration requests approval to apply for a grant in the
approximate amount of $110,000 from Florida Department of Health, Emergency Medical
Services Matching Grant, the details of which are set forth in the Commission Memorandum
accompanying this Resolution.
WHEREAS, the City Administration requests approval to apply for three grants in the
approximate combined amount of$350,000 from Florida Department of Transportation, Highway
Traffic Safety Subgrant Program, the details of which are set forth in the Commission
Memorandum accompanying this Resolution.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize (and, as to certain agreements, retroactively approve
and authorize) the City Manager, or her designee, to apply for, and accept funding, execute any
and all documents or agreements, and appropriate funding received by the City of Miami Beach
in connection with following grants, programs, and agreements: 1) Florida Youth Soccer
Association, Florida Youth Soccer Association Foundation Grant, in the approximate amount of
$5,000; 2) Florida Department of Health, Emergency Medical Services Matching Grant, in the
approximate amount of$110,000; and 3) Florida Department of Transportation, Highway Traffic
Safety Subgrant Program, in the approximate amount of$350,000.

RECOMMENDATION
Adopt the Resolution.
BACKGROUND/HISTORY
The City of Miami Beach applies for various grants and funding allocations from external
agencies and organizations. Information regarding the projects and funding sources is included
in the Analysis section of this Agenda Item.
ANALYSIS
1. Florida Youth Soccer Association Foundation Grant Program. in the approximate amount of
$5.000 for the Miami Beach Football Club registration fees.
The Florida Youth Soccer Association (FYSA) Board of Directors established the Florida Youth
Soccer Foundation to give back to the affiliates and to assist them in furthering the game of soccer in
Florida. The Miami Beach Football Club (Miami Beach FC) has been receiving funds from the FYSA
since 2020 to assist with registration fees for disadvantaged players.
The City administration is applying for grant funding in the approximate amount of$5,000 to cover

the registration fees of youth travel soccer players participating in the Miami Beach FC program,
which is led by the Parks and Recreation Department. No match is required for this grant.
2 . Florida Department of Health. Emergency Medical Services Matching Grant. in the
approximate amount of$110.000 for Stryker Power Stretchers.
Section 401.113, Florida Statutes (F.S.), gives authority to the Florida Department of Health to
dispense funds contained in the Emergency Medical Services (EMS)Trust Fund to counties via
county, matching, and rural grants. These grants are to improve and expand pre-hospital
emergency medical services in the state.
The City administration is applying to a grant in the approximate amount of $110,000 for the
Miami Beach Fire Rescue Department to purchase two (2) Stryker Power PRO 2 Stretchers as
they are essential for mitigating the exceptional risk of injury used to transport patients weighing
up to 700Ibs. The City is providing matching funds in the approximate amount of $37,000 from
account number 011-1220-000343-19-401-505-00-00-00.
3 . Florida Department of Transportation. Highway Traffic Safety Subgrant Program. in the
approximate amount of$350,000 for Safety Driving Programs.
The Florida Department of Transportation (FDOT) State Safety Office awards subgrants to
traffic safety partners that undertake priority area programs and activities to improve traffic safety
and eliminate crashes, serious injuries, and fatalities. Subgrants may be awarded for assisting in
addressing traffic safety deficiencies, expansion of an ongoing activity, or development of a new
program. The City is applying to the following four grant opportunities, in the approximate
combined amount of$350,000. No match is required for these grants.
Speed and Aggressive Driving Initiative — The City administration is applying for
grant funding in the approximate amount of$100,000. The proposed program aims
to reduce traffic fatalities and injuries by implementing enforcement campaigns
targeting speed and aggressive driving infractions. The MBPD will utilize resources
to conduct high-visibility, zero-tolerance enforcement operations at locations
identified as "High-Risk Areas" which have a high frequency of traffic crashes
and/or fatalities to supplement existing traffic operations. The primary focus of
operations will be to identify the violators of speed and aggressive driving laws.
Occupant Protection and Child Passenger Safety Initiative — The City
administration is applying for grant funding in the approximate amount of $75,000
for overtime enforcement. The MBPD will implement a comprehensive occupant
protection program consisting of high visibility enforcement, community outreach
and education.
Motorcycle Safety Initiative -The City administration is applying for grant funding in
the approximate amount of $100,000. Grant funds will be used for MBPD to
conduct overtime enforcement-operations specifically targeting motorcyclist and
motor scooter rider violations within the city. The MBPD Motorcycle Safety Initiative
will be implemented using countermeasures that work as detailed in the National
Highway Traffic Safety Administration's "Counter Measures that Work: A Highway
Safety Countermeasure Guide for State Highway Safety Offices."
Impaired Driving Initiative Program The City administration is applying for grant
funding in the approximate amount of $75,000. During all enforcement operations
related to this grant, drug-impaired driving and zero tolerance traffic laws will be

enforced. The MBPD will utilize countermeasures detailed in the NHTSA Tenth
Edition of the "Countermeasures that Work (CTW): A Highway Safety
Countermeasure Guide for State Highway Safety Offices." Specifically, the CTW's
found under Chapter 1:Alcohol-and Drug-Impaired Driving.
SUPPORTING SURVEY DATA
In the 2022 Resident Satisfaction Survey, 81.9% of resident respondents stated that the quality
of parks and recreation programs was "excellent" or"good".
In the 2022 Resident Satisfaction Survey, 94.5% of resident respondents rated "fire services"
as either"excellent" or"good".
In the 2022 Resident Satisfaction Survey, 68.5% of resident respondents rated "traffic
congestion" as the#1-way tourism affects quality of life.
FINANCIAL INFORMATION
CONCLUSION
Based on the stated analysis, the Administration recommends that the Mayor and City
Commission adopt the Resolution appropriating funding and approving and authorizing the City
Manager or her designee to apply for and accept funds and execute all documents or
agreements in connection with these grants, award programs and funding requests.
