A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE LAND USE AND SUSTAINABILITY
COMMITTEE AT ITS FEBRUARY 26, 2024 MEETING TO PROCEED
WITH ENHANCED RECRUITING EFFORTS FOR THE ARCHITECT AND
LANDSCAPE ARCHITECT POSITIONS ON THE CITY'S LAND USE
BOARDS.
WHEREAS, the City has four (4) land use boards including the Board of Adjustment,
Design Review Board, Historic Preservation Board, and Planning Board; and
WHEREAS, pursuant to the City Code and Related Special Acts, all four (4) land use
boards include at least one architect and/or landscape architect; and
WHEREAS, City Code Section 2-459 broadly prohibits members of City boards (including
the land use boards)from lobbying the City(including lobbying City land use boards); and
WHEREAS, this requirement has presented a challenge to recruiting qualified
professionals in the fields of architecture and landscape architecture; and
WHEREAS, it is in the best interest of the City to have professionals with practical
experience in the fields of architecture and landscape architecture serve on each of the land use
boards; and
WHEREAS, on February 26, 2024,the Land Use and d Sustainability Committee discussed
this proposal and unanimously recommended in favor of enhanced outreach strategies for the
recruitment of qualified professionals to the City's land use boards.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby accept
the recommendation of the Land Use and Sustainability Committee at its February 26, 2024
meeting to proceed with the following enhanced recruitment strategies for qualified architecture
and landscape architecture professions:
1. Post Land Use Board membership vacancies on a more visible location on the City's
website and on the City's social media platforms.
2. Send notices through the City's email notification service regarding Land Use Board
membership vacancies.
3. Engage civic groups including, but not limited to, the local chapters of the American
Institute of Architects and the American Institute of Landscape Architects, arts cultural
institutions, and the Miami Beach Chamber of Commerce.
4. Engage universities with architecture and landscape architecture programs.
5. Explore discounted memberships to City cultural and recreational facilities and discounted _
admission to City sponsored events.

OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF

RECOMMENDATION
The Administration recommends that the City Commission adopt the attached resolution.
BACKGROUND/HISTORY
On December 13, 2023, at the request of Commissioner Tanya K. Bhatt, the City Commission
referred a discussion regarding the recruitment of qualified architects and landscape architects
for City land use boards (C4 Q) to the Land Use and Sustainability Committee (LUSC). On
February 26, 2024, the.LUSC discussed this proposal.
ANALYSIS
The City has four(4)land use boards including the Board of Adjustment, Design Review Board,
Historic Preservation Board, and Planning Board. Each of these boards have different
requirements for architecture or landscape architecture professionals, as follows:
• Design Review Board: a minimum of one (1) architect and one (1) landscape architect
registered in the State of Florida.
• Historic Preservation Board: a minimum of one (1)architect registered in the State of Florida.
• Board of Adjustment: a minimum of one (1)architect registered in the State of Florida.
• Planning Board: a minimum of one (1) architect or landscape architect registered in the State
of Florida. However, for the Planning Board, there is an option for a member of the faculty of a
school of architecture or a professional practicing in the field of architectural or urban design or
urban planning to fill this membership position.

In.the past, an issue raised by architecture and landscape architecture professionals when
considering whether to seek appointment to a City of Miami Beach land use board is the ability
to work on projects within the City. Often potential board members are concerned about a
conflict with Section 2-459 of the City Code, pertaining to prohibited appearances. Specifically,
Section 2-459 of the Code prohibits professionals, whether directly or indirectly, from engaging
in any lobbying activity within the city.
As noted in the attached Resolution, the following strategies for enhanced recruiting efforts
were recommended by the LUSC at its February 24, 2024 meeting. These strategies may be
helpful in recruiting qualified professionals in the fields of architecture and landscape
architecture:
1. Posting of Land Use Board membership vacancies on a more visible location of the City's
website and on the City's social media platforms.
2. Sending a notice through the City's email notification service regarding Land Use Board
membership vacancies.
3. Engaging civic groups including, but not limited to,the local chapters of the American Institute
