WHEREAS, the North Beach Community Redevelopment Agency (CRA) Redevelopment Plan, adopted by North Beach CRA Resolution No. 003-2021 and City of Miami Beach Resolution No. 2021-31709, encourages the funding of improvements and beautification projects in the public realm, because an attractive streetscape contributes to a walkable community, improves resident and visitor quality of life, and benefits businesses by increasing foot traffic; and WHEREAS, on April 12, 2022, the Ad Hoc North Beach CRA Advisory Committee unanimously passed a motion to recommend the City explore an architectural design or façade improvement program for the Normandy Fountain /Place Vendome business district; and WHEREAS, on December 14, 2022, the City Commission referred to the Finance and Economic Resiliency Committee a discussion of the Commercial Façade Improvement Program (the "Program"); and WHEREAS, on May 24, 2023, the Finance and Economic Resiliency Committee recommended approval of the Program; and WHEREAS, on June 28, 2023, via North Beach CRA Resolution No. 009-2023, the North Beach CRA Board of Directors approved the Program to enhance and improve the existing building stock in the vicinity of Normandy Fountain/Rue Vendome Plaza, by helping subsidize private property beautification, maintenance, and resiliency upgrades for commercial properties; and WHEREAS, Program Guidelines (framework, design guidelines, eligibility criteria, and application process), as approved by the North Beach CRA Board via Resolution No. 009-2023, includes applicant requirements, improvement eligibility criteria, program cycle, evaluation criteria, and grant award amounts; and WHEREAS, the North Beach CRA's FY 2024 adopted budget includes beautification programming for the Normandy Fountain/Rue Vendome Plaza area in the amount of $170,000 for the Program; and WHEREAS, the Program is offered via a matching reimbursement grant concept, requiring applicants to invest their own money into the improvement project, and the grants may enhance overall project scope, allowing for more impactful improvements; and WHEREAS, Lolarossa, Inc. D/B/A Bob's Your Uncle (the "Applicant"), a local food and beverage establishment in Normandy Plaza, has applied to the Program, seeking funds to install new awnings, replace exterior light fixtures, and paint the storefront exterior; and WHEREAS, the North Beach CRA Advisory Committee has reviewed and discussed the application materials and expressed an overall favorable opinion of the project; and WHEREAS, the Administration has evaluated the Program application and found the Applicant and project to be within Program guidelines and in the interest of the North Beach CRA. BACKGROUND/HISTORY The North Beach CRA Redevelopment Plan,adopted by North Beach CRA Resolution No. 003-2021 and City of Miami Beach Resolution No.2021-31709,heavily promotes funding improvements and beautification projects in the public realm,noting that an attractive streetscape contributes to a walkable community,improves resident and visitor quality of life,and benefits businesses by increasing foot traffic. To maximize the impact of North Beach CRA funding, the Redevelopment Plan's Business Attraction& Retention strategy encourages the use of incentive-based programs to inspire property owners to reinvest in their buildings. For example, the Redevelopment Plan cites facade improvement programs as a resiliency tool to assist property owners address deterioration from age and regional climate. The Normandy Fountain/Rue Vendome Plaza, remodeled with a recent City streetscape improvement project, serves as the community and commercial center on Normandy Isle.Currently,many of the aging commercial storefronts occupied by businesses within the vicinity of the plaza are not representative of the Redevelopment Plan's vision for a vibrant,pedestrian-oriented shopping district. The Program launched in September 2023 and multiple businesses are actively in the application process. ANALYSIS Facade improvement is a relatively short-term mechanism to upgrade the visual appeal of the commercial district.This potential "quick win"provides a sizable return on investment as it builds public confidence and creates a place where people want to live,work, and play.The value of such an impactful investment is not overlooked.Improvements to commercial and residential façades foster a safe,stable,and thriving community. The purpose of the Program is to substantially improve the visible appearance of commercial properties and the adjacent streetscape;enhance the functionality and sustainability of businesses within a main commercial area;and focus upon cultivating an improved visual experience and sense of place through enhancements. Program Guidelines were approved by the North Beach CRA Board via North Beach CRA Resolution No.009-2023.The entire application process is administered online via MBbiz.GoSmart.org and additional information about the Program is available at www.miamibeachfl.gov/northbeachcra. FY2024 Program Funding As adopted by North Beach CRA Resolution No.012-2023,the North Beach CRA's FY 2024 budget includes$170,000 in Program funding. Grant Award The Program is structured as a reimbursable matching grant incentive, available only to commercial properties within the initial Program area(the Normandy Fountain commercial district),with geographic expansion of the Program contemplated for the near future. Following the application and approval process, participating property owners/businesses are reimbursed 70%of project costs,up to an amount not to exceed$20,000,for eligible improvements made to the street-facing exterior of properties. Eligible Improvement Types Exterior improvements must be completed within 12 months of award,subject to administrative extensions,and must comply with Miami Beach City Code and Florida Building Code standards.Eligible expenses include hard and soft costs,except the in-kind cost of the applicant's own time and labor.Eligible improvements include:restoration of original and/or historic construction materials; façade and masonry renovation or repair;stucco restoration;painting;windows(impact-rated),framing,glass,and/or doors;awnings; exterior lighting;signage;parking and driveway installation,repair,or enhancements;accessibility upgrades;soft costs such as design fees,contracting services,building permits and surveys. DIB/A BOB'S YOUR UNCLE Applicant Lolarossa, Inc. operates Bob's Your Uncle, a restaurant/bar establishment, located at 928 71st Street (bobsyourunclemiami.com).The neighborhood bar concept,originally founded in New York's Upper West Side in 2015,opened its Normandy Isle location in 2019 and is approximately halfway through a ten-year commercial lease.Named°Best Bar Miami Beach in 2020° by the Miami New Times, the neighborhood watering hole offers indoor and outdoor seating, and is a local favorite for Normandy Plaza nightlife. Ownership is actively involved in the Normandy Fountain Business Association and the operator participates in and contributes frequently to community and neighborhood events. The Applicant has provided contractor work estimates for the proposed services and the building's property owner/landlord has executed a consent to the application,which application is attached as Exhibit A(Program Application). Proposed Scope of Work 1. Installation of a new 24'awning at the front exterior and a 5'awning at the rear exterior of the property. 2. Replacement of under-awning lighting fixtures. 3. Pressure cleaning and a fresh coat of paint to the facade exterior. On February 13,2024,the North Beach CRA Advisory Committee discussed the application and status,with an overall favorable opinion of the project. At the Advisory Committee's March 12, 2024 meeting, the application will be presented to the Advisory Committee for advisory consideration. FINANCIAL INFORMATION Under the Program Guidelines,the Program offers an award up to$20,000 per project/application.Currently,the total cost of the Applicant's proposed improvement project is estimated at$6,580.The Program Guidelines require Applicants to contribute 30%of project costs.Accordingly,the North Beach CRA will incur approximately$4,606 of verified eligible expenses(70%of project costs) and the Applicant will be responsible for paying the remaining$1,974 (30% of project costs). Program grants are provided to recipients on a reimbursement basis for eligible expenses and disbursed upon completion of work.The FY2024 North Beach CRA Budget allocated$170,000 for the Program. CONCLUSION • Neighborhood revitalization occurs with incremental progress. The Administration finds that supporting the Applicant's facade renovation project will add value to the property and surrounding properties and enhance neighborhood character within the Redevelopment Area.The Program is a strategic initiative identified in the Redevelopment Plan to create economic development opportunities for businesses and property owners. Accordingly,the Administration recommends that the Chairperson and Members of the Board of Directors of the North Beach CRA approve and authorize the Executive Director to execute an agreement with Lolarossa,Inc.D/B/A Bob's Your Uncle,for participation in the Commercial Facade Improvement Program. Failure to comply with Program Guidelines may result in the loss of eligibility for receipt of the grant. As the applicant,please confirm the acknowledgments below. That the North Beach CRA may review and verify the financial records of the Participant and/or perform onsite visits to verify compliance relating to the facade improvement program and determine whether the Participant is in compliance with the terms of the application,program Guidelines and agreement. That compliance with the terms and conditions of the approved application/agreement is a conditional requirement for the receipt of any grant award in a fiscal year and that the Participants' failure to comply with the terms and conditions of the approved application/agneement results in the loss of eligibility for receipt of grant awards and the revocation by the North Beach CRA Board of the certification of the Participant's as a North Beach CRA eligible business. That the Participant will maintain financial records related to expenses paid or incurred in which are the subject of this application and Program and submitted to the North Beach CRA as needed.The Participant will retain such expense receipts for a period of four(4)years after payment of the grant award. That the Participant will not complete any work or submit any expenses for costs Incurred prior to the final approval of the Commercial Facade Improvement Program by the North Beach CRA. That the North Beach CRA may review financial records,conduct onsite visits to check facade program compliance,and assess Participant compliance with Grant terms. That with approved terms is a prerequisite for receiving grants in a fiscal year. Failure to comply results in loss of eligibility for grants and CRA business certification revocation by the Board. That the Participant must keep financial records of relevant expenses submitted to the North Beach CRA and retain receipts for four(4)years after receiving the grant award.
