A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA,
ESTABLISHING THE "AD HOC CITY SANITATION
ADVISORY COMMITTEE," FOR A PERIOD OF ONE YEAR
(SUBJECT TO EARLIER OR LATER SUNSET BY THE
CITY COMMISSION), TO REVIEW EXISTING
CLEANLINESS AND SANITATION EFFORTS, IDENTIFY
AREAS FOR IMPROVEMENT, AND MAKE
RECOMMENDATIONS TO THE CITY REGARDING
INNOVATIVE OPTIONS TO IMPROVE THE CLEANLINESS
AND SANITATION OF THE CITY OF MIAMI BEACH.
WHEREAS, the City of Miami Beach is committed to ensuring the health and well-
being of its residents and visitors, and the maintenance of clean and sanitary residential
areas and commercial zones is crucial for the overall health and safety of our community;
and
WHEREAS, for many, cleanliness is also a matter of civic pride; and
WHEREAS, in addition to health and safety concerns, the presence of litter on
private and public property (including rights of way) is inconsistent with the high standard
of living Miami Beach residents should enjoy and the level of cleanliness our visitors
should expect; and
WHEREAS, Miami Beach residents rate sanitation in the areas of streets, parks,
beaches, parking lots, waterways, sidewalks as very important to their quality of life as
issues such as dirt, litter, garbage cans/dumpsters, organic material, and fecal matter all
impact these important public assets; and
WHEREAS, expanding and enhancing sanitation efforts throughout the City would
improve the overall quality of life for our residents and the overall experience for our
visitors; and
WHEREAS, Miami Beach residents and community leaders have always
expressed a desire to collaborate to help the City meet its cleanliness and sanitation goals
and to educate the City Commission on.new and innovative ways to advance the City's
goals in this important area; and
WHEREAS, the Mayor and City Commission wish to establish an Ad Hoc City
Sanitation Advisory Committee (the "Committee") for the purpose of making
recommendations to the City regarding innovative approaches to improving cleanliness
and sanitation in the City of Miami Beach; and

WHEREAS, the purpose, composition, power and duties of the Committee are set
forth in Exhibit 1 attached hereto.
NOW,. THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby establish the "Ad Hoc City Sanitation Advisory Committee," for a
period of one (1)year(subject to earlier or later sunset by the City Commission), to review
existing sanitation efforts, identify areas for improvement, and make recommendations to
the City Commission regarding innovative options to improve the sanitation of the City of
Miami Beach.

Ad Hoc City Sanitation Advisory Committee Powers, Duties and Composition
A. Purpose
1. The purpose of the Ad Hoc City Sanitation Advisory Committee (the "Committee")
is to make recommendations regarding areas for improvement; identification of
efficiencies, state-of-the-art technology and other tools for maintenance of
sanitation services; and community outreach for improving behaviors to improve
the cleanliness and sanitation of the City of Miami Beach.
2. The Committee shall make recommendations regarding the following areas where
innovation may be beneficial to the City:
a. streets,
b. parks,
c. beaches,
d. parking lots,
e. waterways, and
f. sidewalks: '
3. The Committee shall make recommendations regarding the following problem
issues where innovation may be beneficial to the City:
a. dirt,
b. litter,
c. garbage cans/ dumpsters,'
d. organic material,
e. and fecal matter.
4. Additionally, the Committee may consider and make any other recommendations
to the City that are consistent with its 'mission of, improving cleanliness and
sanitation in our City.
5. The Committee will meet on a monthly basis, or as frequently as the Committee
deems necessary to make final recommendations. The Committee will sunset at
the end of one (1)year unless determined by the Mayor and City Commission that
it should be extended. '
B. Membership Composition
1. The Committee shall be composed of seven (7) at-large appointments made by
the Mayor and the City Commission. '
2. The seven (7) appointments shall, to the extent that willing committee members
can be identified from each area, be selected as follows: two (2) members each

from the South Beach, Mid-Beach, and North Beach areas and one (1) additional
member from the City as a whole.
3. Membership criteria for the Committee: individuals must be residents of the City
for a minimum of two (2) years, or demonstrate ownership/interest in, or
employment relationship with, a business established in the City for a minimum of
two (2) years.
C. Conflict of interest.
In accordance with Florida law, under circumstances presenting a conflict of
interest, an advisory board member should abstain from voting with respect to any
measure in which the advisory board member has a personal, private, or
professional interest and which inures to his special private gain or the special gain
of a principal by whom he is retained. The City Attorney's Office liaison shall assist
advisory board members in addressing any potential voting conflicts, as
necessary.
D. Administrative Liaisons
The Committee shall be supported by the City Manager's Office
