OFFICE OF THE CITY MANAGER
LTC# 118-2024 LETTER TO COMMISSION
TO:
FROM:
Honorable Mayor Steven Meiner and Members of the City Commission
Alina T. Hudak, City Manag/r\'(\
March 26, 2024 \.JA ,., "DATE:
SUBJECT: FLORIDA DEPARTMENT OF TRANSPORTATION PROJECT ON STATE ROAD
907/ALTON ROAD AT 13 STREET
The purpose of this Letter to Commission ("L TC") is to inform the Mayor and City Commission of
an upcoming Florida Department of Transportation ("FOOT") construction project on State Road
("SR") 907/Alton Road at 13 Street ("Project"), which is scheduled to begin on Monday, April 1,
2024. The Project is anticipated to be completed in Summer 2024.
The scope of the Project consists of 1) removing the existing Rectangular Rapid Flashing Beacon
("RRFB") devices located at the south crosswalk of the Alton Road/13 Street intersection and
installing a new overhead pedestrian traffic signal at the intersection; and 2) upgrading the existing
streetlight luminaires with Light Emitting Diode ("LED") fixtures. The goal of the Project is to
enhance the existing marked crosswalk and improve pedestrian safety. A traffic study
conducted by FDOT concluded that the Project is warranted for pedestrian safety given
the high number of pedestrians crossing at this intersection. The estimated construction cost
of the Project is $1.2 million, and all costs for the project will be the responsibility of FOOT.
Temporary lane closures are anticipated during construction. However, lane closures will only
occur during non-peak hours and non-event days, nights and weekends. The following are the
non-peak hours: Monday through Friday from 9 a.m. to 3:30 p.m.; and Sunday night through
Thursday night from 9 p.m. to 5:30 a.m. All temporary lane closures will be coordinated with the
City of Miami Beach ("City"), and FOOT will notify the City in advance of any anticipated lane
closures. FOOT and the City will dissem inate the information to the community regarding the
temporary lane closures in a timely manner.
As part of this Project, FOOT has designated a Public Information Officer ("PIO"), who will be the
point of contact for the community throughout the duration of the Project. The PIO will be
responsible for disseminating updates via e-mail to affected area stakeholders regarding
construction activities, temporary lane closures, and traffic impacts. Attached is a Project fact
sheet, with Project information, construction schedules, and contact information for the PIO.
If you have any questions regarding the foregoing, please do not hesitate to contact me or Jose
R. Gonzalez, P.E., Transportation and Mobility Department Director.
