SUBJECT: TRIAD COOPERATIVE AGREEMENT OF MIAMI-DADE COUNTY
This Letter to the Commission is to advise the Mayor and City Commission of the recent signing of
the TRIAD Cooperative Agreement of Miami-Dade County, The TRIAD is composed of the
American Association of Retired Persons Senior Citizens Group, the Miami-Dade Police
Department, the Miami Beach Police Department and other local police departments.
Major polls indicate that crime and the fear of crime impact severely on older Americans.
Recognizing the challenging situation presented by older persons in the county, AARP wanted to
identifY and offer ways of dealing more effectively with many of the problems faced by older
citizens. Because of the aging of the population and the increasing demands being placed on law
enforcement agencies to meet the needs of older citizens, it is imperative that the county's law
enforcement agencies devote special attention to the needs of senior citizens.
In light of this, the AARP, the Miami-Dade Police Department and the Chiefs of Police of local
police departments are determined to effect change. These groups and organizations agree that the
nation's older population has special needs with respect to victimization and fear of crime, perceived
and actual loss, and the sense of being alone and unprotected, TRIADS objectives are to heighten
awareness among law enforcement practitioners of older person's needs for dignity and security and
to focus efforts on reducing criminal victimization through cooperative strategies, planning and
programming. The initiative is designed to mobilize community resources to continually ascertain
the needs and concerns of older citizens and to provide mechanisms for meeting those identified
needs,
The signing of this Agreement will codifY the commitment of TRIAD participants to meet quarterly
to discuss and formulate strategies to reduce senior victimization with the Seniors and Law
Enforcement Together (S.A.LT,) councils.

the county, we desire to identify and offer ways of dealing more effectively with many of the problems
faced by older citizens.

agencies devote special attention to the needs of senior citizens.

In light of the above, the American Association of Retired Persons, the Miami-Dade Police
Department and the Chiefs of Police for the local police departments are detennined to effec~ change.
These groups and organizations agree that the nation's older population has special needs with
respect to victimization and fear of crime, perceived and actual loss, and the sense of being alone and
unprotected. We agree that these needs can and should be met by law enforcement agencies and the
county's premier orga.ni4ltion(s) of older citizens.
We hereby connnit to work together to enhance the quality of life of older persons. Our purpose is
to heighten awareness among law enforcement practitioners of older persons' need for dignity and
security and to focus our efforts on reducing criminal victimization through cooperative strategies,
planning and programming. This initiative is designed to mobilize connnunity resources to continually
ascertain the needs and concerns of older citizens and to provide mechanisms for meeting those
identified needs.
The sharing of resources is the first step in achieving an effective means of identifying available
programs. This process will involve law enforcement practitioners as well as citizens of all ages in
the development, implementation and evaluation of acceptable solutions. Together, we will strive
for a renewed sense of responsibility for the security and general well-being of older citizens through
public awareness, training and the provision of criminal justice services.
Therefore, by agreement, Triad of Miami-Dade County will initiate the appropriate actions to achieve
these objectives. Also, the following mission statement is presented as an affmnation of these
objectives:
TRIAD OF MIAMI-DADE COUNTY MISSION STATEMENT
We believe that our community is faced with multiple social problems, including crimes against ~nior
citizens.
We serve the senior citizens of Miami-Dade County by providing an organization which identifies
crimes against older persons and through a cooperative effort among seniors and police agencies,
develop plans and efforts to address these crimes and problems.
Our purpose is to enhance the personal safety and well being of the senior citizens of Miami-Dade
County. It is also the purpose of Triad to monitor programs it has initiated and assist other agencies
aiding in the Triad mission.
