relating to Item R5 0 on the April 3, 2024 Commission meeting.
R5 0 COLLINS CANAL HISTORIC SITE DESIGNATION AN ORDINANCE OF THE MAYOR
AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING THE
LAND DEVELOPMENT REGULATIONS OF THE CITY CODE, BY AMENDING
CHAPTER 2 OF THE RESILIENCY CODE, ENTITLED "ADMINISTRATION AND
REVIEW PROCEDURES," ARTICLE XIII, ENTITLED "HISTORIC PRESERVATION,"
SECTION 2.13.9, ENTITLED "HISTORIC DESIGNATION," AT SUBSECTION (E)(I),
ENTITLED "HISTORIC PRESERVATION SITES (HPS)," BY DESIGNATING THE
COLLINS CANAL LOCATED BETWEEN BISCAYNE BAY AND LAKE PANCOAST AS
AN HISTORIC SITE TO BE KNOWN AS "COLLINS CANAL," AS MORE PARTICULARLY
DESCRIBED IN THIS ORDINANCE; PROVIDING THAT THE CITY'S ZONING MAP
SHALL BE AMENDED TO INCLUDE THE COLLINS CANAL AS AN HISTORIC SITE;
ADOPTING THE DESIGNATION REPORT ATTACHED HERETO AS APPENDIX "A";
PROVIDING FOR INCLUSION IN THE LAND DEVELOPMENT REGULATIONS OF THE
CITY CODE; AND PROVIDING FOR CODIFICATION, Page 15 of 1445 REPEALER,
SEVERABILITY, AND AN EFFECTIVE DATE.

Subject: Palm View Neighborhood Association Opposes Collins Canal Historic Site Designation
Mayor and Commissioners,
The Palm View Neighborhood Association (PVNA) opposes the Collins Canal Historic
Site Designation. This item is scheduled for the Second Reading Public Hearing at your April 3,
2024 meeting.
The PVNA Board reviewed designation documentation and spoke with city staff. Our position is
based on these observations:
1. The designation provides no benefit to the citizens and homeowners living adjacent to
and near Collins Canal.
2. The designation applies only to the waterway and pathways-which are not under
modification threat-and not to bridges or seawalls.
3. The designation may support some state legislators' opinion that Miami Beach has too
many historic protections, eroding support for more meaningful properties.
4. The designation provides no recommendations for funding for signage or other initiatives
related to the historic designation.
5. The designation does not explain that some of the canal is already
historically-designated or the reason for designation expansion.
