RESOLUTION NO j 2024-32981 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS, RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HER DESIGNEE, TO APPLY FOR, AND ACCEPT FUNDING, EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS, AND APPROPRIATE FUNDING RECEIVED BY THE CITY OF MIAMI BEACH IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS, AND AGREEMENTS: 1) U.S. DEPARTMENT OF HOMELAND SECURITY (DHS), THROUGH FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA), ASSISTANCE TO FIREFIGHTERS FY24 GRANT, IN THE APPROXIMATE AMOUNT OF $855,000; AND 2) FLORIDA INLAND NAVIGATION DISTRICT (FIND), WATERWAYS ASSISTANCE PROGRAM, IN THE APPROXIMATE AMOUNT OF $1,065,000. WHEREAS, the City Administration applies for grants and external funding from outside organizations; and WHEREAS, the City Administration requests approval for grant funding in the approximate amount of $855,000 from U.S. Department of Homeland Security, through Federal Emergency Management Agency, Assistance to Firefighters FY24 Grant, the details of which are set forth in the commission memorandum accompanying this resolution; and WHEREAS, the City Administration requests approval for grant funding for two separate projects in the combined approximate amount of$1,065,000 from Florida Inland Navigation District, Waterways Assistance Program, the details of which are set forth in the Commission Memorandum accompanying this Resolution. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize (and, as to certain agreements, retroactively approve and authorize) the City Manager, or her designee, to apply for, and accept funding, execute any and all documents or agreements, and appropriate funding received by the City of Miami Beach in connection with following grants, programs, and agreements: 1) U.S. Department of Homeland Security (DHS), through Federal Emergency Management Agency (FEMA), Assistance to Firefighters FY24 Grant, in the approximate amount of $855,000; and 2) Florida Inland Navigation District (FIND), Waterways Assistance Program, in the approximate amount of$1,065,000. DocuSign Envelope ID:74C952AF-57EA-49FD-914C-F62BA28B02FA ATTACHMENT E-7 RESOLUTION FOR ASSISTANCE 2024 UNDER THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM WHEREAS,THE CITY OF MIAMI BEACH is interested in carrying out the (Name of Agency) following described project for the enjoyment of the citizenry of MIAMI BEACH and the State of Florida: Project Title: South Bay Club Baywalk Design Total Estimated Cost: $473,915.57 Brief Description of Project: The project is for the design of the South Bay Club Baywalk. The project, which will ultimately be constructed behind the South Bay Club Condominium on West Avenue, is a 500-foot section of the greater Baywalk project, which is a pedestrian pathway that runs alongside Biscayne Bay on the West side of the City of Miami Beach that will extend from 5th Street to Lincoln Road. Most segments of the Baywalk are already completed and are open for public use. The South Bay Club Baywalk link is one of 6 remaining small Baywalk segments that have yet to be completed. The project is being designed as a 554-foot long segment with a 15-foot wide minimum path, and it will be constructed above water, connecting to the seawall. The South Bay Club Baywalk project has an easement agreement already in place between the City of Miami Beach and the South Bay Club Condominium. The easement agreement states that the project will be for the public uses of walking, jogging, hiking, biking (non-motorized only), and fishing along the bay. AND,Florida Inland Navigation District financial assistance is required for the program mentioned above, NOW THEREFORE,be it resolved by the CITY OF MIAMI BEACH (Name of Agency) that the project described above be authorized, AND,be it further resolved that said CITY OF MIAMI BEACH (Name ofAgency) make application to the Florida Inland Navigation District in the amount of 50 %of the actual cost of the project in behalf of said CITY OF MIAMI BEACH (Name of Agency) AND, be it further resolved by the CITY OF MIAMI BEACH (Name ofAgency) that it certifies to the following: 1. That it will accept the terms and conditions set forth in FIND Rule 66B-2 F.A.C. and which will be a part of the Project Agreement for any assistance awarded under the attached proposal. RECOMMENDATION Adopt the Resolution. BACKGROUND/HISTORY The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations. Information regarding the projects and funding sources is included in the Analysis section of this Agenda Item. ANALYSIS 1. U.S. Department of Homeland Security (OHS). through Federal Emergency Management Agency (FEMA). Assistance to Firefighters FY 2024 Grant. in the approximate amount of $855,000 for 13 Stryker Power Stretchers Assistance to Firefighters Grant (AFG) Program is one of three grant programs that constitute the Department of Homeland Security (DHS), Federal Emergency Management Agency's (FEMA's) focus on enhancing the safety of the firefighters and the public. The AFG Program provides financial assistance directly to eligible fire departments, nonaffiliated emergency medical service (EMS) organizations, and State Fire Training Academies (SFTAs) for critical Page 432 of 1445 training and equipment. The City administration is applying for grant funding in the approximate amount of $855,000 to support the City's Fire Department in acquiring 13 Stryker Power Stretchers. These power stretchers will replace and add to the existing inventory of power stretchers that are reaching the end of their useful life and are not reliable or efficient. Matching funds in the approximate amount of$95,000 will be funded from account number 011-1220-000343-19-401-505-00-00-00. 2. Florida Inland Navigation District, Waterways Assistance Program, in the approximate amount of$1.065.000 for two projects. The Waterway Assistance Program is a grant program established by the Florida Legislature and the Florida Inland Navigation District.(F I ND)for the purpose of financially cooperating with local governments to increase public access associated with the Atlantic Intracoastal Waterway and associated waterways within the District. The program is authorized by Section 374.976, Florida Statutes, and is administered under the provisions of Chapter 66B-2, Florida Administrative Code. This year, the City administration is applying for grant funding for two separate projects as described below, in the combined approximate amount of$1,065,000. Miami Beach Watersports Center Seawall & Dock Replacement—The project will elevate a publicly owned seawall and replace a deteriorated 20-year-old floating dock located at the site of the Miami Beach Watersports Center. Specifically, the project will enhance the public safety and sustainability of the District's waterway channels by raising the seawall to 5.7 NAVD (North American Vertical Datum). The elevation of the seawall is designed to mitigate the risks associated with rising sea levels, storm surges, and erosion, providing crucial shoreline stabilization along the waterway.The City administration is requesting approximately$827,300 for this grant. Matching funds in the approximate amount of $827,300 will be funded from account number 434-0820-069357-26-418-000-00-00-00-28300. SUPPORTING SURVEY DATA In the 2022 Resident Satisfaction Survey, 94.5% of resident respondents rated "fire services" as either"excellent" or"good". In the 2022 Resident Satisfaction Survey, 39.4% of resident respondents were very satisfied or satisfied with City efforts to be a"green or sustainable city". Page 433 of 1445 FINANCIAL INFORMATION CONCLUSION Based on the stated analysis, the Administration recommends that the Mayor and City Commission adopt the Resolution appropriating funding and approving and authorizing the City Manager or her designee to apply for and accept funds and execute all documents or agreements in connection with these grants, award programs and funding requests.
