Resolution 2024-32984 RESOLUTION NO. 2024-32984 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER AND WAIVING THE FUNDING AVAILABILITY REQUIREMENTS, FINDING SUCH WAIVER TO BE IN THE CITY'S BEST INTEREST, AND AUTHORIZING THE COMPETITIVE BIDDING OF THE SEWER PUMP STATION 28 REHABILITATION PROJECT, FOR PURPOSES OF FAST-TRACKING THE PUMP STATION REPAIRS DUE TO THE CRITICAL CONDITION OF THE STATION. WHEREAS, The City of Miami Beach (City) owns and operates Sewer Pump Station No. 28 ("PS 28"), the City's largest lift/booster sewer pump station, which serves as a critical component of the overall sewer collection and transmission system—encompassing the sanitary sewer service areas for all Mid- and North Beach, as well as surrounding municipalities, including Town of Surfside, Town of Bay Harbor Islands, and the Village of Bal Harbour; and WHEREAS, PS 28 conveys flow from the entire mid and northern portion of the City to the South, for treatment at the Miami-Dade County Central District Wastewater Treatment Plant, in Virginia Key; and WHEREAS, PS 28B is one of two regional booster stations in the City and failure of this asset would have severe impact; and WHEREAS, PS 28 is located at 300 West 28th Street and consists of a booster station (28B), with three pumps that re-pump sewage from upstream basins and a lift station (28L) with three pumps that pump sewage from a local gravity collection system; and WHEREAS, 28L has a wet/dry well configuration, and 28B is an in-line booster station; and WHEREAS, 28L discharge piping is manifolded to the discharge side of the 28B pumps; and WHEREAS, PS 28 also has an above-ground electrical building that houses controls, electrical equipment, and an indoor diesel emergency generator; and WHEREAS, an odor control system is also present at the site as well as an influent structure upstream of the 28L wet well; and WHEREAS, the rehabilitation of PS 28 was identified as a one of the City's Critical Needs in the 2019 Sewer Master Plan, which recommended a complete rehabilitation of this pump station to ensure reliability moving forward, including upgrades to mechanical, electrical, and instrumentation equipment that has reached the end of its useful life; and WHEREAS, the structure of PS 28 itself is also in need of structural rehabilitation; and WHEREAS, the City was awarded a Florida Commerce (formally Department of Economic Opportunity) Grant in December of 2021 in the amount of $5,000,000 with a City Match of$1,500,000 for the hardening of PS 28B and 28L; and WHEREAS, this grant would fund improvements that assist in protecting PS 28 as a critical asset for the City and in improving safety for our City's Public Work pump station operators and staff and assist in funding the demolition and construction of a new and elevated electrical building; and WHEREAS, improvements to be made also include the replacement of the generator, installation of new ventilation and HVAC systems, improvements to site accessibility, efforts to stormproof and harden the station such as installing hurricane proof windows and doors, watertight hatches, soundproofing, etc.; and WHEREAS, over the last few years, PS 28 has experienced several malfunctions: • In 2020, force main breaks and malfunction at Pump Station 28 prompted a citywide moratorium. The Moratorium was lifted in September of 2020 once Pump Station 28 was put back into service and force mains were repaired. • On June 29th, 2023 one of the three pumps at the Sewer Pump Station 28B malfunctioned. A corrective action plan was submitted to Miami-Dade County and the City was not placed into mortarium. • On January 12th, 2024, a second pump out of the three pumps at the PS 28B malfunctioned. PS 28B was operating on only one pump and the City was placed in a Temporary Moratorium by Miami-Dade County. The City's Public Works Operations team was able to troubleshoot the pump and get the booster back on-line by January 19th, 2024. The Temporary Moratorium was lifted on January 22, 2024 with the conditions that the City will be placed into automatic moratorium if any of the following scenarios occur: (1) another pump failure resulting in the station operating with only one pump will trigger an automatic Moratorium; (2) a pump failure resulting in the station operating with no pumps will trigger an automatic Moratorium; (3) failure to bring back into operation Pump No. 1 by the End of February 2024 will trigger an automatic Moratorium; and (4) in the event that Condition No. 1, or No. 2, or No. 3 occur, the PS will remain under Temporary Moratorium (TM ) until all three pumps are placed back into operation;and WHEREAS, if the Service Area for Pump Station 28 is placed in Moratorium, it will affect all areas in Mid and North Beach as well as the Satellite Cities the City serves (Surfside, Bay Harbor Islands, and Bal Harbour); and WHEREAS, any development or resident that proposed changes to the sewer system in this area will not be issued a Miami-Dade County Permit to connect to the system until Moratorium is lifted; and WHEREAS, although residents and businesses connected may remain unaffected, all ongoing infrastructure and development projects will be halted, and furthermore, a complete failure of this station could potentially result in significant raw sewage discharge into our precious environmental resources and severe public health impacts; and WHEREAS, the City retained Hazen and Sawyer, PC, Prime Water and Sewer Consultant, to design the pump station rehabilitation as recommended in the Master Plan, in December of 2021; and; WHEREAS, the design is now completed and is currently in the final stages of permitting; and WHEREAS, the project includes the rehabilitation and hardening of the existing PS 28, ' encompassing,the replacement of all mechanical equipment with new components of the same or similar capacity, and a new electrical building that will house new electrical equipment, an emergency generator, and instrumentation and controls serving the pump station; and WHEREAS, the existing electrical building will be demolished and replaced with a new structure that will accommodate the new equipment and upgraded service; and WHEREAS, the project's independent construction estimate, completed March 2024, is $32.3 million (Class 1 estimate with +10% to -5% accuracy, thus in the range of$30.7 million to $35.5 million); and WHEREAS, this project is partially funded as part of Capital Project No. 20619 Wastewater Pump Stations, and it is a recipient of a$5.0 million grant from the State of Florida Commerce (formally Department of Economic.Opportunity); and WHEREAS,the Administration plans to present a recommendation to FERC in April 2024, and subsequently to Commission in May 2024, to authorize for the Administration to execute a Declaration of Official Intent in the amount of$85.0 million in new money proceeds to fund water and sewer critical needs projects, including issuance costs—without any rate increases proposed; and WHEREAS, the issuance amount includes the current budget gap for the implementation of the Pump Station 28 Rehabilitation Project; and WHEREAS, the intent is to issue a solicitation for the project in April 2024, receive bids in June, and be prepared to recommend an award in June/July 2024, at which point the project will be fully funded; and WHEREAS, this request is intended to fast-track the execution of this critical project to the extent possible, while adhering to the City's competitive bid policies and procedures;and WHEREAS, there will be no fiscal impact as this is a request to waive the funding availability requirements set forth in the Management Policy for Internal Controls on Major Construction Projects adopted pursuant to Resolution No. 2022-3204 and to authorize the competitive bidding of the Sewer Pump Station 28 Rehabilitation Project; and WHEREAS, the Administration recommends approving the Resolution. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby waive the funding availability requirements set forth in the Management Policy for Internal Controls on Major Construction Projects adopted pursuant to Resolution No. 2022-32047, finding such waiver to be in the City's best interest for purposes of fast-tracking the pump station repairs due to the critical condition of the station; and further, authorizing the competitive bidding of the Sewer Pump Station 28 Rehabilitation Project. Therefore, the Administration recommends proceeding with the competitive bid of the project. Unfortunately, the valves that were closed succumbed to pressure, causing the pit pump area to flood. Mechanics were able to eventually isolate the line with a plug. Once the crew members and vendors were able to dewater the pit pump area, mechanics installed a new 10 inch valve.6-21-2019, three(3) pit pump motors were removed and delivered to Condo for service. 6-22-2019,electricians installed a new transducer wire to the PLC wire. This task made it possible for the Control Room to visibly document the wet well level in SCADA. Also, pit pump #1 was put back in service. 6-24-2019, pit pump#3 was put in service. 6-25-2019, pit pump#2 was put back in service. Currently, both pressure transmitters for suction and discharge pressures are not working. Contacted vendor from Fluid Control yesterday, 6-272019 and they are working on getting me a quote by the end of the day today. • • 3. Rotork Tech came out on 7/22/2019 to troubleshoot Booster station 28 Actuator Valve with the Pump Shop Electrician and Rotork Tech inform me that the Actuator Valve needs to be replace due to terminal blocks getting wet because of the flood that happen. 4. On 8/29/2019 Pit Pump#1 Fuse Blew on the VFD. On 8/30/2019 fuses where installed and pump was put back in service on 8/30/2019. 5.9/3/19, Mechanics disassembled Booster Pump#3 and took to Condo to remove broken screw from inside packing gland housing. 6. 2- 12 Inch emergency By Passes have been installed and contractors are schedule for this Thursday 10/31/2019 to start work on the ATS Breakers. 7.On 3/22/2020, Due to the force main break all booster and pit Pumps are shut off at the station but operational .Two(2) 12 inch emergency by-pass pumps are installed with floats to pump the neighborhood flows into the 30"force main. One 12 inch by- pass is set up at the wet well to keeping wet well levels low and the other 12 inch by-pass is set up at the manhole for back up. All flows from north and mid Beach are by-passing station 28 and being directly pumped to Virginia Key from station 29. Ric-man is scheduled to make repairs on Thursday, April 2, 2020. 8. Due to bad weather on Apirl 30/2020, station 28 Pit pump suffered a electical short,to the Hydro Ranger Transducer System. Pump station is currently running on back up floats, replacements has been ordered, schedule delivery time is May 6, 2020. 9. on 11/6/2020,Pit Pump#2 out of service due to damaged coupling. Replacement scheduled for week of Nov 16th.Nov 30, 2020 Standby generator out of service due to radiator leak.Sunbelt portable emergency generator in place for contingency. 10. Dec 10th, 2020 damaged exhaust fans. 12,. 1/23/2021, Pit Pump#2 has a leaking suction front head. 13.On 2/22/21, The actuator valve motor has malfunction. 14. On 5/20/21 Pumpshop mechanics pulled pump#1 due to bad shaft sleeve 15. On 2/28/22 Pit Pump VFD#2 malfunction. Custom controls tech did a site visit and troubleshot VFD and found internal component malfunction in VFD, a new VFD is needed. 16. On 5/31/22 the motor broke the bolts off the pump housing and twisted up the VFD cables and nicked the cables. Need New cables/wiring. 17.On 6/18/22 the actuator valve motor overloaded, new one needed. 18.On 8/22/22,Pump-shop tried to close suction valve on pump#3 but the gear box broke 19.On 9/19/22 Booster#2 was pulling low KW, impeller slid off the shaft. 20. On 2/9/23 the generator fuel pump started to leak fuel .Need new one. 21. On 4/10/23 the mega flange on the force main piping inside the pump station busted, we closed all discharge valves on the booster pumps and actuator valve. 22. On 3/28/2023 we pulled pump#3 and remove a 6 inch lay flat hose that was wrap around impeller. 23.On 5/22/23 the repair band on the pit pump force main busted. Parts were order. On 5/24/23 two 12 inch by pass was connected 24. On 6/20/2023 Pit Pump#3 motor malfuction 25. On 6/28/23 VFD#1 failed and it is Out Of Service. Custom controls was on site on 6/29/23, troubleshooting VFD. VFD has an internal problem. New VFD needed.
