A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, DIRECTING THE TRANSPORTATION AND
MOBILITY DEPARTMENT TO PURCHASE FOUR (4) JAMAR BLACK
CAT RADAR TRAFFIC RECORDER DEVICES THAT ARE CAPABLE OF
CAPTURING BOTH THE SPEED OF PASSING VEHICLES AND
MAINTAINING A VEHICULAR COUNT, IN A TOTAL AMOUNT NOT TO
EXCEED $20,000, IN ORDER TO INITIATE A RECURRING TRAFFIC
DATA COLLECTION PROGRAM THROUGHOUT THE CITY.
WHEREAS, the City of Miami Beach is a small barrier island nestled between Biscayne
Bay(on the west) and the Atlantic Ocean (on the east); and
WHEREAS, the City only has approximately 80,000 residents and fifteen (15) square
miles of land within its territorial jurisdiction; and
WHEREAS, nonetheless, the City of Miami Beach is an internationally renowned tourist
destination that draws an immense number of visitors (including tourists and day-trippers) each
day; and
WHEREAS, the safety and well-being of the residents and visitors to the City are of the
utmost importance; and
WHEREAS, the City has identified a need to monitor and analyze vehicle speed data and
vehicular count in order to enhance public safety and improve traffic management; and
WHEREAS, vehicle speed detection devices are efficient and effective tools for capturing
accurate and reliable vehicle speed data; and
WHEREAS, the Jamar Black Cat Radar Traffic Recorder devices can capture and
maintain both the speed of passing vehicles and the total vehicular count; and
WHEREAS, the Black Cat Radar Traffic devices also have the capability to collect data
from two (2) lanes of travel each, rather than only one (1) single lane of travel at a time; and
WHEREAS, these Black Cat Radar Traffic devices are also small, non-intrusive, battery-
powered, and mount on existing poles of any size; and
WHEREAS, Jamar's software program is configured to generate user-friendly data reports
in either Excel or PDF format; and
WHEREAS, the Transportation and Mobility Department will identify and prioritize the
most appropriate locations for the placement of the Black Cat Radar Traffic devices based on
traffic volume, accident history, bicycle/pedestrian usage, and other relevant factors; and
WHEREAS, once captured, the Transportation and Mobility Department can review and
analyze the collected vehicle speed and volume data to identify those areas in need of additional
traffic mitigation and enforcement strategies; and
WHEREAS, the Transportation and Mobility Department has identified funds in its current
FY 2023-24 budget that can be utilized for the purchase of four(4) Jamar Back Cat Radar Traffic
devices.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the Transportation and Mobility Department to purchase four(4)Jamar
Black Cat Radar Traffic Recorder devices that are capable of capturing both the speed of passing
vehicles and maintaining a vehicular count, in a total amount not to exceed $20,000, in order to
initiate a recurring traffic data collection program throughout the City.
