Design Review Board Application for 1691 Michigan Avenue (The Lincoln)
The purpose of this Letter to Commission ("L TC") is to notify the Mayor and City Commission of
Design Review Board ("ORB") application DRB24-1009 related to proposed improvements to a
mixed-use office building located at 1691 Michigan Avenue (the "Property"), on land owned and
leased to a Tenant by the City.
The Property was originally developed pursuant to that certain ground lease dated September 1,
1999, ("Ground Lease") by Lincoln Plaza Partners, LLC through a public-private partnership with
the City as a result of a competitive solicitation process. The project, known as "The Lincoln",
includes a parking garage with 709 parking spaces, 43,166 square feet of ground retail space, and
118,658 square feet of office space. The Ground Lease has an initial term of 50 years, expiring
September 30, 2052, plus two automatic renewal options for 20 years each.
In December 2000 Lincoln Plaza Partners, LLC transferred its leasehold interest to LNR Jefferson
LLC. In 2005, LNR Jefferson LLC changed its name to The Lincoln LLC, and in 2006, transferred
its leasehold interest to Lincoln Miami Beach Investment, LLC (later renamed OIK Lincoln Miami
Beach Investment). Thereafter in June 2009, OIK Lincoln Miami Beach Investment LLC merged
with and into 1691 Michigan Ave Investment LP. Subsequently, on January 13, 2016, the leasehold
interest was transferred to CLPF-Lincoln, LLC ("CLPF").
On January 31, 2024, the Mayor and City Commission adopted City Resolution No. 2024-32875,
whereby the Mayor and City Commission authorized the City Manager to decline, in writing, the
Right of First Offer Transaction, tendered to the City by CLPF, with regard to the proposed sale to
Black Lion Investment Group, Inc. or its designated affiliate, as a qualified buyer of CLPF's
leasehold interest in The Lincoln for the total purchase price of $62,500,000.00, as required
pursuant to Section 36.2 of the Ground Lease. The City successfully completed its evaluation of
Black Lion Investment Group, lnc.'s designated affiliate, which was identified as RK Rivani, LLC
("RKR"), a Florida limited liability company, in accordance with Article 10 of the Ground Lease (the
"City's Due Diligence") and the Interim City Manager has accordingly approved the Sale to RKR,
as contemplated by City Resolution No. 2024-32875. RKR has reimbursed the City for the costs
incurred in connection with the sale including, without limitation, reimbursement of the City's Due
Diligence costs. On April 12, 2024, CLPF transferred 100% of its leasehold interest to RKR.
In anticipation of the assignment of the Ground Lease to RKR, on March 25, 2024, CLPF advised
the City of its intent to conduct Major Alterations to the Property, subject to Section 14.5(d) of the
Ground Lease, which stipulates that the City Manager must approve such Major Alterations within
thirty (30) days provided they meet the requirements set forth in the Ground Lease. As the
proposed Major Alterations require ORB approval and the City is the landowner, DRB24-1009 was
submitted on March 5, 2024 for inclusion in the
ORB agenda, following significant review by
Planning Department staff. If such
improvements are approved by the ORB, the
City Manager will approve the Major Alterations.
The application requests ORB approval to
modify the exterior of the existing office building
and attached parking garage. Specifically, the
applicant is proposing to reclad the office
building with a limestone veneer and re-paint the
building in a lighter color. Additionally, the
eyebrows at the primary northwest corner of the
building are proposed to be replaced with an alternating pattern of awnings and planters and iron
light sconces will be added to the fa~ade. The garage fa~ade will also be updated in a consistent
manner, with the existing planters being replaced and reoriented in a more uniform pattern.
Landscaping will be added to the parking garage facade, and new custom screening will be placed
over the garage openings. The interior renovations for the building are not subject to ORB review.
The application is anticipated to be reviewed by the ORB on either June 4, 2024, or July 2, 2024.
