ANALYSIS
Currently, Article XV of Chapter 18 of the City Code authorizes, through permitting and in
specific designated zones, street performances that include singing and playing musical
instruments. However, the use of amplification by some performers has become disruptive to
the experience of sidewalk cafes and businesses in the surrounding areas.
I would like to discuss and provide direction to City staff to update the procedures for artist
vendors to reduce or eliminate amplified music in a way to strike a balance between supporting
artistic expression and maintaining a vibrant and harmonious urban environment for visitors and
businesses.
