A RESOLUTION OF THE MAYOR AND THE CITY'
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,
AUTHORIZING THE FILING OF AN APPLICATION FOR A
GRANT AND IF FUNDED, AUTHORIZING THE BUDGETING
AND EXPENDITURE OF FUNDS UNDER THE SOUTH FLORIDA
HIGH INTENSITY DRUG TRAFFICKING AREA
(H.I.D.T.A. ) FOR FUNDING OF THE CITY OF MIAMI
BEACH POLICE DEPARTMENT'S NORTH BEACH
NEIGHBORHOOD COALITION PILOT PROJECT.
WHEREAS, the City of Miami Beach Police Department is seeking
funding for a pilot program under the South Florida High Intensity
Drug Traffic Area Program entitled, "Drug Elimination and Citizen
Empowerment Through Law Enforcement and Neighborhood Coalitions" ;
and,
WHEREAS, the City of Miami Beach Police Department recognizes
the value of this program, and has earmarked a portion of grant
funds to be given directly to the City of Miami Beach Housing
Authority; and,
WHEREAS, the South Florida H.I.D.T.A. program has funds.
available for this type of project; and,
WHEREAS, the total estimated funds necessary for this project
is $155, 000 and the South Florida H.I.D.T.A. program financial
assistance is required for this project.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA:
Section 1. The City of Miami Beach Police Department through
the Office of the City Manager.( is authorized and directed to make
application to the South Florida High Intensity Drug Trafficking
Area Program for grant funding for the City of Miami Beach Police
Department's North Beach Neighborhood Coalition project, provided
that there is no cash match required for this project from the City
of Miami Beach.
Section 2. The City of Miami Beach Police Department certi-
fies that it will accept the terms and conditions set forth in the
Project Agreement for any assistance awarded under the proposal for
grant funds, and the City of Miami Beach Police Department is in
complete accord with the proposal and will carry out the program in
the manner described in the proposal and any plans and specifica-
tions thereto unless prior approval for any change has been
received.
Section 3 . The City of Miami Beach Police Department will not
discriminate against any person on the basis of race, color or
national origin in the use of any property or facility acquired or
developed pursuant to this proposal, and shall comply with the
terms and intent of the Title VII of the Civil Rights Act of' 1964,
P.L. 88-352 (1964) . and design and construct all facilities to
comply fully with statutes relating to accessibility by handicapped
persons as well. as other federal, state and local laws, rules and
requirements..
Section 4. The City of Miami Beach Police Department will
maintain adequate financial records on the proposed roject to
substantiate claims for reimbursement.

SUBJECT: APPLICATION FOR GRANT FUNDING UNDER THE SOUTH FLORIDA
HIGH INTENSITY DRUG TRAFFICKING AREA (H.I.D.T.A. ) FOR
NORTH BEACH NEIGHBORHOOD COALITION PILOT PROJECT.
ADMINISTRATION RECOMMENDATION
The Administration hereby recommends that the City Commission
authorize the filing of an application for a grant under the South
Florida H.I.D.T.A. program for the Miami Beach Police Department's
North Beach Neighborhood Coalition Pilot Project.
BACKGROUND
The South Florida H:I.D.T.A. program has funding available to local
governments under a program entitled "Drug Elimination and Citizen
Empowerment, Through Law Enforcement and Neighborhood Coalitions. "
This grant would fund a total of $155,000. $105, 000 will go
towards funding drug investigations, i.e. , overtime, supplies and
equipment. $50,000 will go towards funding services and programs •
through the Miami Beach Housing Authority, i.e. , childcare/early
education opportunities, after school programs, drug counseling,
etc.
There is no cash match required by the City.
ANALYSIS
The grant funds will provide the needed financial assistance for
the Police Department to create this much needed project.
CONCLUSION .
This project will benefit the City and the Housing Authority
through the funding of law enforcement and neighborhood services
the City would otherwise not be in a position to fund.
