COMMISSION MEMORANDUM. NO. 41 / 0,)

SUBJECT: A RESOLUTION OF THE. MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ADOPTING. A BIKE-WAYS MAP FOR THE
CITY OF MIAMI ' BEACH REGARDING THE IMPLEMENTATION OF A
BIKE-WAYS COMPREHENSIVE PLAN
ADMINISTRATION RECOMMENDATION:
Recommend adoption of the attached Resolution that will provide a
bike-ways network map of the City of Miami Beach to be included in
the Dade County bike-ways plan.
BACKGROUND:
Florida Statute 316.065. (1) .(a) requires that bicycle and pedestrian
ways shall be given full consideration in state and local
transportation plans and development of transportation facilities.
•
ANALYSIS:
Full consideration is now being given to all pending and future
transportation plans and projects for bicycle and pedestrian
facilities.
The Bike-Ways Committee of the Miami Beach Chamber of Commerce has
been representing bicycle citizen advocates.
Work has . been coordinated with the Metropolitan Planning
Organization (MPO) staff and a computerized bike-ways map has been
produced for the City of Miami Beach. The MPO has contracted with
• a consulting firm that will produce a Dade County Bike-Ways plan
that will include our Miami Beach map.
•
Unfortunately, not all current roadway projects will support bike
ways as indicated on the map. Miami Beach has strict limitations
of right of way, and competition for roadway facilities is extreme.
Vehicle, bicycle and pedestrian traffic are competing for the same'
space. In addition, on-street parking, roadway beautification and
-landscaping are equally important to our local residents.
Staff will continue to work with the Miami Beach Chamber of
Commerce to implement as many bike routes as practical considering
the above limitations.'
CONCLUSION: .
This Resolution should be adopted• to comply with State law. , ,
Administration is to give full consideration of bike and pedestrian _
facilities for all transportation projects; however, competing
interests for limited space must be recognized.
