93-20915 Reso t RESOLUTION NO. 93-20915 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SUPPORTING EMERGENCY EFFORTS TO PROTECT THE ST. MORTIZ HOTEL VIA ALL APPROPRIATE MEASURES INCLUDING SECURING THE STRUCTURE AND/OR ACQUISITION THEREOF THROUGH CONDEMNATION AND/OR NEGOTIATION. WHEREAS, the St. Moritz Hotel, located at 1565 Collins Avenue, Miami Beach, built in 1939 by Roy F. France is an outstanding example of the "high-rise" Art Deco hotels built during/ the period which focused on Miami Beach's tourism and resort industry in the late 1920s through the early 1940s; and WHEREAS, the St. Moritz Hotel is ranked "historic" within the CITY OF MIAMI BEACH DATABASE; ranked "contributing" in the survey nomination of the Miami Beach Architectural District to the NATIONAL REGISTER OF HISTORIC PLACES; and received top rating in categories of "Architectural", "Historical" and "Contextural" significance by the Metro-Dade Historic Preservation Division SURVEY FINDINGS IN MIAMI BEACH; and WHEREAS, the St. Mortiz Hotel conforms to the review criteria listed within the Miami Beach Historic Preservation ordinance: its association with events as part of Miami Beach's premiere oceanfront resort city of the 1940s; its distinctive characteristics which represent the dominant local architectural Art Deco-Moderne style of Miami Beach's historic district; its building form and detail which possess high artistic value; and its development which represents the work of a "local master" architect; and WHEREAS, among the purposes of the Miami Beach Historic Preservation ,regulations found within the CITY OF MIAMI BEACH ZONING ORDINANCE are: "the protection of such Historic Sites to r combat urban blight, promote tourism, foster civic pride and maintain physical evidence of the City's heritage", and "the encouragement and promotion of restoration, preservation, rehabilitation and reuse of Historic Sites" ; and WHEREAS, the historic St. Moritz Hotel, a landmark structure designated within the City's local and National Register Districts, and included within the City's newly designated Historic Convention Village Redevelopment Area, is the victim of severe neglect and abuse by human and natural elements due to a lack of enclosure or windows, a failing roof structure, and a general absence of security to protect the architecture; and WHEREAS, the property is being fined $100. 00 per day until Code compliance is realized; and WHEREAS, the St. Mortiz is located in a prime location of the City's tourist corridor; and WHEREAS, the St. Moritz has become a visual blight and general nuisance because of its non-compliance with applicable Codes; and WHEREAS, the CITY CENTER HISTORIC CONVENTION VILLAGE REDEVELOPMENT AND REVITALIZATION ARE PLAN prepared by the City of Miami Beach identifies that an "important element of this plan will be to strengthen the historic character of the area with renovations" ; and WHEREAS, the City of Miami Beach identified to the Metro- Dade County commission in the document BENEFITS -OF THE HISTORIC CONVENTION VILLAGE REDEVELOPMENT AREA CONCEPT AND NEW HOTEL DEVELOPMENT that, "The establishment of a redevelopment area would greatly benefit the historic district in providing the necessary tools and funding to enhance and to assist preservation activity in the area" ; and WHEREAS, the City of Miami Beach also identified within the same aforementioned document that, "Funds could be used to finance acquisition of historically significant properties for the purpose of reselling them as rehabilitation opportunities with preservation stipulations" ; and WHEREAS, the City of Miami Beach in the DRAFT REOUEST FOR PROPOSAL for a new convention-quality hotel development within the City Center/Historic Convention Village Redevelopment and Revitalization Area identifies the role of adaptive reuse of one or more historic hotels; and WHEREAS, protection of the St. Moritz Hotel may thus be 2 implemented via securing of the structure, and/or acquisition thereof through condemnation and/or negotiation. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that it hereby supports emergency efforts to protect the St. Moritz Hotel via appropriate measures including immediately securing the historic St. Moritz Hotel so as to prevent further deterioration which would jeopardize the building's character and safety; that the City of Miami Beach take extraordinary measures to protect the structure for future incorporation in the adaptive reuse component of the City's new convention hotel; and that the City commence efforts to acquire the historic St. Mortiz Hot purchase and/or condemnation for the purpose of sati ying the abo•• - referen'•ed concerns. / I PASSED and ADOPTED this 6th day • Sotober, 1993. Kasdin, the attached Resolution has been prepared supporting and encouraging all emergency efforts to protect the St. Moritz Hotel via appropriate measures including securing the structure, and/or acquisition thereof through condemnation and/or purchase. Implementation of such emergency efforts will retain the building's safety as well as incorporate the subject site within the adaptive reuse component of the City's new quality convention(s) hotel project.
