A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA
AUTHORIZING THE ESTABLISHMENT OF A WORK ORDER
AND AN APPROPRIATION OF $30,000 TO PROVIDE FOR
THE SUNSET HARBOUR STREETSCAPE PROGRAM
CONTINGENT UPON THE EXECUTION OF AN AGREEMENT
BETWEEN THE CITY OF MIAMI BEACH AND YACHT CLUB
SOUTHEASTERN, INC. AND PACIFIC INTERNATIONAL
CONSTRUCTION, INC.
WHEREAS, the City has agreed to use its best efforts to enter
into an agreement with Yacht Club Southeastern, Inca (Yacht,
Club)and Pacific International, Inc. (Pacific) to establish a
Streetscape Program consisting ' of, but not limited to, upgraded
landscapirig, -changing of utilities from overhead to underground,
water and sewer service expansion, street lighting and related
improvements for the area from 20th Street to Alton Road and from
Purdy Avenue to the Venetian Causeway; and,
WHEREAS, upon the execution of an agreement and the
establishment of a Streetscape Program, Yacht Club has agreed to
pay to the City an amount equal to fifty percent of the costs, up
to a maximum of $500, 000 ("Streetscape Funds") ; and,
WHEREAS, the costs for these improvements will be paid for
from the proceeds of a special assessment levy to the affected
property owners within the area, including Yacht Club which will
pay an assessment of 50 percent up to $500, 000 of the total cost of
the Streetscape Program over a period of 10 years at the prevailing
prime rate of interest, not to exceed eight percent per year; and,
WHEREAS, funding for this Streetscape Program will be advanced
from the City and is available from the reallocated Bond Fund
account and will be repaid from the proceeds of a special
assessment.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA THAT THE MAYOR AND
CITY COMMISSION AUTHORIZE THE ESTABLISHMENT OF A WORK ORDER AND AN
APPROPRIATION OF $30,000 TO PROVIDE FOR THE STREETSCAPE PROGRAM
CONTINGENT UPON THE EXECUTION OF AN AGREEMENT BETWEEN ' E CITY AND
YACHT CLUB AND PACIFIC.

SUBJECT: ESTABLISH A WORK ORDER AND APPROPRIATE $30,000 FOR THE
SUNSET HARBOUR STREETSCAPE PROJECT
ADMINISTRATION RECOMMENDATION:
The Administration recommends that the City Commission adopt the
attached resolution authorizing the Mayor and the City Commission
to establish a work order and appropriate $30,000 to provide for
implementation of the Sunset Harbour Streetscape project.
BACKGROUND:
This item was presented to the Capital Improvement. Committee on
October 14, 1993. The Committee referred it to the City Commission
• for consideration.
On May 19, 1993, the City entered into a settlement agreement with
Yacht Club Southeastern, Inc. (Yacht Club) and Pacific
- International Construction, Inc. , the developers for the Sunset
Harbour townhouse and condominium project along Purdy Avenue and
Twentieth Street. As a provision of ' this agreement, the City
Commission on September 22, 1993, passed resolution 93-20892 to co-
name Purdy Avenue and Twentieth Street as Sunset Harbour Drive.
Another provision of this agreement is to implement a Streetscape
Program along Purdy Avenue from the Venetian Causeway to Twentieth
Street and along Twentieth Street to' Alton Road. This Streetscape
Program will consist of upgraded landscaping, water and sewer
service expansion, placing utilities underground and other related
improvements.
This agreement further establishes that Yacht Club will pay for
50 percent of the cost of this Streetscape Program, up to a maximum
of $500,000. These funds will be paid over a period of 10 years at
the prevailing prime rate of interest, not to exceed eight percent
per year.
ANALYSIS:
This initial appropriation is to pay for engineering studies and
related costs for placing utilities underground. To date, the
developer has contributed $15,000 for these preliminary cost
studies.

This streetscape project is included in the City's proposed Five
Year Capital Improvement Plan. This $150 million townhome,
condominium and apartment project with all of it's amenities will
generate an estimated $2 million in tax revenues annually which is
four times the initial capital outlay of $500,000 for the City's
portion of the streetscape program.
This residential complex which includes a marina and health club
which will be opened to the public, will create jobs and other
economic benefits to the local economy. The Administration is also
holding discussions with the developer to obtain a contribution for
the improvement of Island View Park.
CONCLUSION:
The streetscape program will enhance development in the area,
increase the tax base as a result of new construction and also
increase the value of existing property within the area. This
beautification project along with the proposed park improvements,
marina and health club will improve the quality of life and provide
numerous benefits to the Iresidents on surrounding islands as well
as to the rest of Miami Beach.
