93-20944 Reso /RESOLUTION NO. 93-20944 A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE FILING OF AN APPLICATION FOR A GRANT AND CIF FUNDED, AUTHORIZING THE BUDGETING AND EXPENDITURE OF FUNDS UNDER THE UNITED STATES DEPARTMENT OF JUSTICE, POLICE HIRING SUPPLEMENT PROGRAM FOR FUNDING TWENTY-EIGHT NEW POLICE OFFICER POSITIONS. WHEREAS, the City of Miami Beach is eligible to apply for grant funds from the United States Department of Justice under the Police Hiring Supplement Program; and, WHEREAS, the City of Miami—Beach desires to participate in this program in order to help fund needed new police officer positions and may not be able to secure all of the monies necessary through the general fund; and, WHEREAS, the United States ' Department of Justice has funds available for this type of project; and, WHEREAS, the total estimated funds for this three (3) year ' project are $3 , 582,400, of which $1, 000, 000 will be funded by the United States Department of Justice and the remaining $2, 582,400 will be funded by the City. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA: Section 1. The City of Miami Beach Police Department through the Office of the City Manager, is authorized and directed to make application to the United States Department of Justice for grant funding under the Police Hiring Supplement Program. Section 2 . The City of Miami Beach Police Department certifies that it will accept the terms ,and conditions set forth in the Project Agreement for any assistance awarded under the proposal for grant funds, and the City of Miami Beach Police Department is in complete accord with the proposal and any plans and specifications thereto unless prior approval for any change has been received. Section 3 . The City of Miami Beach Police Department will not discriminate against any person on the basis of race, color or national origin in the use of any property or facility acquired or. developed pursuant to this proposal, and shall comply with the terms and intent of the Title VII of the Civil Rights Act of 1964, P.L. 88-352 (1964) and design and construct all facilities to comply fully with statutes relating to accessibility by handicapped persons as well as other federal, state and local laws, rules and requirements . Section 4 . The City of Miami Beach Finance Department will maintain adequate financial records on the proposed project to substantiate claims for reimbursement . ADMINISTRATION RECOMMENDATION: • The Administration recommends that the City Commission retroactively authorize the filing of an application for a grant under the United States Department of Justice, Police Hiring Supplement Program. Due to the filing deadlines . imposed, the application had to be filed prior to being reviewed by the Mayor and the Commission. • BACKGROUND: The United States Department of Justice through the Bureau of Justice Assurance has earmarked $150 million dollars for the Police Hiring Supplement Program. $75 million dollars will be set aside for cities with population under 150, 000 . The purpose of the program is to hire new police officers, and/or re-hire police officers who were laid-off or furloughed due to financial • difficulties. Communities applying for the funds must be actively involved in community policing and commit to .using these officers in a community oriented policing plan. The City is eligible for up to $1, 000, 000 for a period of three (3) years. The funds may be used only to pay salaries and fringe benefits of new and/or re- hired police officers. At the September 22, 1993 Public Hearing on the Budget, the Administration advised the Mayor and Commission that we were preparing the grant application. The Administration did file the grant application and has requested federal. financial assistance for twenty-eight (28) new police officers. The total estimated cost of hiring the new twenty-eight (28) police officers for a three (3) year period is $3, 582,400 of which $1, 000, 000 will be funded by the grant and $2, 582,400 will be funded by the City. This project will be an extension of the City' s commitment to community oriented policing. The new police officers hired under this grant will help staff our new police sub-station in the North Beach area. CONCLUSION: This grant will enable the City of Miami Beach to receive $1, 000, 000 in grant funds to assist in funding twenty-eight (28) new police officers positions over the next three (3) years.
