A RESOLUTION OF THE MAYOR AND CITY COMMISSION
AUTHORIZING THE PREPARATION OF A FINAL STATEMENT ,
OF OBJECTIVES AND PROJECTED USE OF FUNDS FOR
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
SUPPLEMENTAL DISASTER RELIEF FUNDS IN THE AMOUNT
OF THREE HUNDRED TWENTY FOUR THOUSAND DOLLARS ($
324,000), FOR SUBMISSION TO THE U.S. DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT (HUD), AS
AUTHORIZED BY THE SUPPLEMENTAL APPROPRIATIONS ACT
OF 1993, PUBLIC LAW 103-50, AND FURTHER AUTHORIZING
THE CITY MANAGER TO EXECUTE ANY NECESSARY
DOCUMENTS THAT MAY BE REQUIRED.
WHEREAS, on August 2, 1993, the Supplemental Appropriations Act of 1993 (Public Law
103-50) was adopted, and which provides CDBG Disaster Relief Funds, to those communities
affected by Hurricane Andrew; and
WHEREAS,the City of Miami Beach has been notified by the U.S. Department of Housing
and Urban Development (HUD) that it has received Three Hundred Twenty Four Thousand
($324,000) dollars in CDBG Supplemental Disaster Relief Funds; and
WHEREAS, all proposed activities in such Final Statement, will be reviewed and analyzed
by the City Administration to ensure their compliance with the special rules and regulations,
including all applicable waivers, for the CDBG Supplemental Disaster Relief funds; and
WHEREAS, The "Final Statement of Objectives and Projected Use of Funds" will be
prepared in the form and content as prescribed by U.S. HUD; and
WHEREAS, The Final Statement will contain funds for the following activities: $100,000 for
the North Beach Public Area Improvements, $100,000 for improvements to 41st Street from Alton
Road to Prairie Avenue, and $100,000 for capital improvements to Lincoln Road, and $24,000 for
improvements/repairs to the Garden Center.
NOW,THEREFORE,BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH,FLORIDA,that the Mayor/and City Commission hereby authorize
the preparation of a Final Statement of Objectives and Projected Use of Funds for Community
Development Block Grant (CDBG) Supplemental Disaster Relief funds in the amount of Three
Hundred Twenty Four Thousand dollars ($324,000), for submission to the U.S. Department of
Housing and Urban Development, as authorized by the Supplemental Appropriations Act of 1993,
Public Law 103-50, and further authorizing the City Manager to execute and file the application
to comply with applicable regulations for, and on behalf of, the City of Miami Beach, Florida.

. MENTAL DISASTER RELIEF FUNDS - SUBMISSION OF A FINAL
STATEMENT OF OBJECTIVES & PROJECTED USE OF FUNDS IN THE
AMOUNT OF $324,000
ADMINISTRATION RECOMMENDATION:
The Administration recommends adoption of the attached Resolution which:
▪ Authorizes the City Manager to prepare and submit a CDBG "Final Statement of
Objectives and Projected Use of Funds" for CDBG Supplemental Disaster Relief
Funds in the amount of $ 324,000, to the U.S. Department of Housing and Urban
Development (HUD).
▪ Authorizes the City Manager to execute all applicable documents that may be
identified by U.S. HUD.

BACKGROUND:
In response to the damage inflicted by Hurricane Andrew, Hurricane Iniki, and Typhoon
Omar, the Congress has appropriated $83 Million for the Community Development Block
Grant (CDBG) Program.
The Administration received notification that the City of Miami Beach would receive
$324,000 in Community Development Block Grant Funds through the 'Supplemental
Appropriations Act (Public Law 103-50).
Staff has been in close contact with the U.S. HUD in order to ascertain what restrictions
apply, and to clarify the eligible activities which may be undertaken. The following is
applicable:
* Of the $324,000 received, $320,000 is available for "authorized community
development activities in areas impacted by Hurricane Andrew". The balance of
$4,000 is restricted to the "repair, renovation, or replacement, or other authorized
community development activities affecting structures damaged or destroyed by
Hurricane Andrew".

* These funds can only be used for CDBG eligible activities which also meet a
Statutory National Objective of the program, i.e. must benefit low/moderate income
persons or eliminate/prevent blight.
* The City must develop a CDBG"Final Statement",make such available to the public,
and submit it to HUD. Upon receipt of the Final Statement, the HUD Field Office
will add funds to the City's Letter of Credit for the CDBG Program, and following
the environmental reviews, the City may draw down these Supplemental funds.
* The availability of the Final Statement must be advertised to let the public know that
it was developed and they have the right to review such. There is no specific time
for publication, and the Statement can be advertised and mailed to HUD
simultaneously.
* The Final Statement must contain the objectives for disaster relief and the proposed
method of distributing the funds.
* HUD has interpreted impacted areas to include the entire geographical jurisdiction
of the grantee. Authorized community development activities are those eligible
under the CDBG Program.
* The HUD Secretary'waived" most of the CDBG regulations except those pertaining
to: fair housing and nondiscrimination, the environment, and labor standards.
* These funds must be tracked and reported separately to U.S. HUD.
* The Supplemental Disaster Relief Funds must be expended by September 30, 1995.
ANALYSIS:
The Administration's recommendation is to place the funds into priority economic
development activities already in progress so that the programs effectiveness will be
maximized.

* North Beach Public Area Improvements/Architectural Designs for Commercial
Revitalization and Multi-family Residential Rehabilitation- $ 100,000. This project
will enhance the scheduled improvements for the area, by adding $75,000 for
improvements in the eligible northern CD Target Areas. Also, $25,000 will be set-
aside to retain an architect to render designs for businesses seeking to undertake
Commercial Revitalization projects or owners who wish to undertake Multi-Family
Rehabilitation projects. These funds would supplement one or more on-going North
Beach Development Corporation (NBDC) improvement projects and will allow
businesses to upgrade simultaneously with the North Shore Streetscape Project.
* Forty-first (41st) Street Public Improvements and Landscaping - $ 100,000. This
project will allow for physical street improvements to include landscaping, improved
sidewalks, lighting, and grates,' etc. on 41st Street between Alton Road and Prairie
Avenue. A committee is being formed by the 41st Street Merchants Association to
advise the City of Miami Beach regarding the details and priorities of the needed
improvements.

* Lincoln Road Street Improvements - $ 100,000. Funds to further enhance the
physical/capital improvements to Lincoln Road, including, but not limited to
landscaping, lighting, electric upgrade, signage, etc. The Lincoln Road Process
Committee will advise at the Commission Meeting on the details and priorities of the
needed improvements.
* Repair/Reconstruction of the Garden Center - $ 24,000. This portion of the
Supplemental funds must be used to assist a building/facility damaged by Hurricane
Andrew. These funds will match other resources to improve the Garden Center
facility.
CONCLUSION:
Formal Commission action to approve the attached Resolution which authorizes the
preparation and submission of a "Final Statement" in the amount of $ 324,000 for
Community Development(CDBG) Supplemental Disaster Relief Funds is requested at this
meeting. The Administration has endeavored to recommend allocations throughout the City
of Miami Beach in an equitable manner.
