93-20972 Reso • RESOLUTION NUMBER 93-20972 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION TO THE METROPOLITAN PLANNING ORGANIZATION (MPO) FOR THE- 1994 MUNICIPAL FUNDING PROGRAM FOR TRANSPORTATION PLANNING PURPOSES, AND AUTHORIZING APPROPRIATION OF THE FUNDS. WHEREAS, on October 26, 1993, the Metropolitan Planning Council of the Metropolitan Planning Organization (MPO) for the Miami area assigned a new application deadline for the fiscal year 1994 Municipal Funding Program; and WHEREAS,those municipalities desirous of participating in this program must submit an application by November 30, 1993 for the nine month period of January 1994 through September 30, 1994; and WHEREAS, on January 5, 1993, the City and the MPO entered into an Agreement in the amount of $39,501 for transportation planning purposes; and WHEREAS, the City of Miami Beach is desirous of continued participation in the county-wide transportation funding programs including programs of the MPO; and WHEREAS,the City has prepared the attached application outlining the scope of proposed activities and funding amount requested. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH FLORIDA, that the Mayor and City Commission hereby authorize the submission of a grant application to the Metropolitan Planning Organization (MPO) for the 1994 municipal funding program for transportation planning purposes, and authorizing appropriation of the funds. This year's funding request of$140,000 will be used for a). the retention of the City of Miami Beach's transportation coordinator to address the City's transportation needs and to actively engage in the planning processes with the MPO, as the City's liaison for the nine month funding period of January 1994 through September 1994; and b). to prepare a comprehensive Transportation Development Program (TDP). The TDP, once in place, would establish transportation priorities for the City. An outline of the TDP is also attached. Carlton, City Manager Outline for Transportation Development Plan Scope of Services The City of Miami Beach is considering the development of a TDP in an effort to justify their fair share of funding through the MPO. Currently, there is a Dade County model that is used to forecast future traffic County-wide. The model, which is a FSUTMS model, contains several roads and bridges within the City but it is not deemed adequate from the City's perspective because it does not include all the roads for which the City is responsible for maintaining acceptable levels of service. Thus, the City is seeking to refine the County's model by creating smaller analysis zones and adding roadways of concern to Miami Beach and not currently included in the County model. The City will determine the horizon year for the model and may elect to have a "build-out" model run conducted. Once the model is modified, it needs to be validated for City use. Then, a plan for accommodating future traffic, including appropriate funding mechanisms will need to be developed. Existing improvement plans for Dade County, FDOT and other local jurisdictions should be considered when developing the City's improvement program. The following is a general outline of the tasks which need to be undertaken-in the TDP. I. Obtain Existing Data. a. Dade County FSUTMS Model b. Miami Beach Traffic Circulation Element (currently in draft) c. Miami Beach S/E data required for modeling (single and multi family dwelling units, population, vacancies, % by 0, 1, and 2+ autos, hotel/motel rooms- occupancy, commercial employees, service employees, industrial employees, student population, average income) d. Existing traffic counts - machine and turning movement e. Other as necessary and available II. Supplement existing data as necessary. III. Identify network for inclusion in model. a. Review Traffic Circulation Element b. Meet with City staff IV. Establish service volumes and level of service (LOS) a. Develop existing and 'projected service volumes using most current FDOT methodology b. In cooperation with City officials, establish LOS standards that will be used in the evaluation of roadway needs V. Forecast travel demands. a. Refine zonal structure b. • Model validation c. Establish mode split for model d. Run existing plus committed network • e. Identify deficiencies f. Run up to 3 networks (including build-out). The City may elect to provide interim year S/E data so the consultant can perform an interim year model run. VI. Transportation Plan Development a. Develop final network b. Develop revenue projections c. Identify transit improvements d. Produce cost estimates for roadway and transit improvement needs e. Recommend project phasing f. Identify new funding required to implement plan VII. Produce Technical Report VIII. Meetings a. Approximately up to 6 meetings with City staff b. Approximately up to 2 meetings with the MPO c. Approximately up to 2 meetings with Dade County d. Approximately up to 2 public meetings • • • • City of Miami Beach Scope of Work: Transportation Coordinator The anticipated services and activities of this individual will be the following: 1). Establish the Transportation Priorities of the City of Miami Beach. The Transportation Coordinator will work with the City staff and elected officials to establish the transportation priorities as follows: a. Develop a list of transportation projects that may be eligible for funding from various programs, such as the Surface Transportation Plan (STP), National Highway System, and other MPO related programs. b. Help City staff prioritize the list of proposed transportation improvement projects. c. Determine eligibility criteria for various state and federal programs, such as STP, and make recommendations to optimize the City's eligibility and participation. d. Assist City staff in the collection of data and preparation of reports to support the City's priority projects. e. Prepare reports with suitable graphics in support of specific projects. Prepare and participate in presentations concerning the City's projects. 2). As the City's representative, attend MPO, Transportation Planning Council, Technical Committee meetings with and/or without City staff to: a. Determine the policies and procedures of the Dade County MPO and Transportation Council. Brief and advise City staff and City Commissioners on how to use or change MPO procedures so as to maximize the City's ability to fully participate in the MPO process. This will include recommendations on proposed changes, such as the membership of the MPO. b. Assist the City in obtaining membership (elected and staff) on appropriate MPO committees and boards. c. Coordinate with other agencies involved in MPO process, such as FOOT, other cities, Dade County, et cetera. d. Brief the City's representatives on the MPO agenda prior to each MPO meeting. e. Brief City staff on the results of MPO, Technical Committee and Transportation Planning Council meetings. f. Prepare reports and/or minutes of all meetings. • 3). Collect data and assist in Roadway Classification Efforts. The Transportation Coordinator will collect data and assist in the roadway classification efforts, and assist in other ongoing efforts that may impact eligibility criteria and the City's ability to participate in the MPO process. The transportation coordinator will also assist in seeking that Miami Beach streets are assigned to the appropriate Highway System Classification. These efforts may include traffic counts and other support activities in order to provide optimum documentation. 4). Reporting. ADMINISTRATION RECOMMENDATION: The Administration recommends adoption of the attached Resolution which authorizes submission of a grant application for up to $140,000 to the Metropolitan Planning Organization (MPO) for the 1994 Municipal Funding Program, in order to continue transportation planning program, and activities in the City of Miami Beach. BACKGROUND: On January 5, 1993, the City entered into a Memorandum of Agreement with the Metro- Dade Metropolitan Planning Organization in the amount of $39,501 for transportation planning purposes. This grant provides the funding necessary for the City's Transportation Coordinator position and related expenses. The City has successfully complied with the terms of this Agreement and in order to continue our activities it is essential that we apply for the next allocation of MPO funds. On October 26, 1993, Transportation Planning Council (TPC) of the MPO for the Miami Urbanized Area assigned a new application deadline for the fiscal year 1994 Municipal • Funding Program. Applications must be received by November 30, 1993 from municipalities desirous of participating in the program. These funds will be programmed for the nine month period of January 1994 through September 30, 1994. Municipalities currently receiving funds have been advised that the FY 93 program will close on December 31, 1993. ANALYSIS: As in the previous year, the Administration proposes that this program be the primary funding source for the City's Transportation Coordinator position. This is a matching grant, requiring a 20%local match. The Administration also proposes this year that this program be tapped for the costs of preparing a comprehensive Transportation Development Program (TDP). The TDP would, once in place, establish transportation funding priorities for the City and would make it easier to obtain other funds from federal, state and county sources. 1.58 AGENDA ITEM x DATE I l — 11—�� COMMISSION MEMO NOVEMBER 17, 1993 PAGE 2 The MPO also has other funding sources that may be used for TDP preparation, and the Administration will be exploring those as well. Based on the above notification, regarding the availability of resources through the 1994 Municipal Funding Program, the City has prepared the official letter of transmittal which includes the specific scope of proposed activities to be undertaken by the City's Transportation Coordinator under the auspices of the Development, Design and Historic Preservation Services Department. CONCLUSION: Formal Commission action to approve the attached resolution which authorized the submission of a grant application to the MPO for the 1994 Municipal Funding Program for transportation planning purposes is requested at this meeting.
