A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH,FLORIDA, DECLARING THE CITY OF MIAMI
BEACH'S SUPPORT FOR DADE COUNTY'S PROPOSED WEST WELL
FIELD PROJECT,AND FURTHER URGING APPROVAL OF PHASE I OF
THE WEST WELL FIELD PROJECT BY THE SOUTH FLORIDA WATER
MANAGEMENT DISTRICT GOVERNING BOARD.
WHEREAS, there is a demonstrated need for safe drinking water in the City
of Miami Beach including a reserve.capacity for contingencies as required by the Federal
Safe Drinking Water Act; and
WHEREAS,the process of developing a new West well field is consistent with
the Dade County Master Plan and is conistent with the objectives as contained in the City
of Miami Beach's Comprehensive Plan; and
WHEREAS, environmental safeguards and concerns have been and will be
addressed by well field planning, construction and monitoring; and
WHEREAS, the operation of the well field shall be limited to 40 million
gallons per day and will be subject to further reduction if any adverse environmental impact
is detected.
NOW,THEREFORE,BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT:
Section 1. The Mayor and City Commission hereby declares its support for
the construction of the proposed Dade County West Well Field Phase I Project.
Section 2. The Mayor and City Commission hereby urges approval of the
West Well Field Phase I Project application submitted by Metropolitan Dade County to the
South Florida Water Management District Governing Board.

RESOLUTION SUPPORTING METROPOLITAN-DADE COUNTY
SUBJECT: PROPOSED DEVELOPMENT OF WEST WELLFIELD PROJECT
ADMINISTRATION RECOMMENDATION:
It is recommended that the Mayor and City Commission approve the Resolution,
supporting the proposed development of the West Wellfield Project by Metropolitan-Dade
• County.
BACKGROUND
As indicated in the attached correspondence,Metropolitan-Dade County has asked the City
of Miami Beach to support the development of the West Wellfield Project which provides
water supply, via the MacArthur Causeway, to the Southern areas of the City of Miami
Beach.
Over the last nine (9) years, the need for the West wellfield was well documented by a
Water Supply Subcommittee of the wellfield's Technical Advisory Committee (TAC) made
up of representatives of regulatory agencies, such as the Department of Environmental
Protection, the South Florida Water Management District, the Dade County Planning
Department, the Dade County Health Department and the Department of Environmental
Resources Management. The findings of the TAC subcommittee were also corroborated
by the wellfield Policy Advisory Committee (PA). Both committees concluded that the
wellfield was needed to meet future population demands and to serve as an emergency
reserve. The potential impacts of the 140 mgd wellfield were to be evaluated in an
Environmental Impact Statement. However, completion of the Environmental Impact
Statement(EIS) is being held in abeyance until the District concludes its Lower East Coast
Water Supply Study.
In the meantime, Dade County,must proceed with its quest for additional water supply.
The decision was made in 1992, after five years of wellfield studies, to reduce the size of
the wellfield to 40 mgd with an additional Aquifer Storage and Recovery of 7.5 mgd supply
from the Upper Floridan Aquifer. Such a small wellfield would accommodate short term
demand as well as provide a reserve until the state study would be concluded.
Furthermore, the Water Supply Element of the Comprehensive Development Master Plan
(CDMP) requires regional utilities such as the Metropolitan-Dade Water and Sewer
District (MDWASD) to have a reserve supply equal to the capacity of its largest wellfield
serving its plants.

To address the concern raised by environmental groups, Metropolitan-Dade County
voluntarily agreed to negotiate a four party agreement before proceeding with the 40 mgd
wellfield. The agreement will provide a continuous monitoring system funded by the utility
which includes a surface and ground water monitoring network and state of the art
computer model capable of predicting in advance any measurable adverse impact to the
Everglades National Park.
CONCLUSION
Provisions for a dependable source of water supply is critical to the present and future
needs of Metropolitan-Dade County and the City of Miami Beach. It is recommended that
the Mayor and City Commission approve the Resolution which encourages that
development.

Dear Ms. Buttacavoli:
• This is:to inform, you that the Water Use Permit Application for the
West Wellfield will be brought before the Governing Board of the
South Florida Water Management District ,(SFWMD) at a public hearing
on November 10, 1993, at 2:00 p.m.
We have obtained the District staffs support for 15 million
gallons per day from the Biscayne Aquifer and 15 million gallons
per day for the Upper Floridan Aquifer. Should you want to present
a Resolution from your City in support of the West Wellfield, we
would gladly do that on your behalf at the public hearing.
Therefore, please submit to us your Resolution in advance of the
hearing date of November 10th.
We would also like to take this opportunity to thank you for your
