A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER TO ACCEPT THE IN-KIND DONATION OF A TOTAL OF TWENTY-
THREE (23) STANDARD HOTEL ROOMS FROM THE LOEWS MIAMI BEACH
HOTEL OPERATING COMPANY INC., WHICH HAVE A TOTAL VALUE
OF $23,079.00, NINE (9) STANDARD HOTEL ROOMS FROM THE 1 HOTEL
SOUTH BEACH, INC., WHICH HAVE A TOTAL VALUE OF $10,773.00, AND
SIX (6) STANDARD HOTEL ROOMS FROM THE EDITION MANAGEMENT
LLC, WHICH HAVE A TOTAL VALUE OF $7,182.00 FOR USE SOLELY BY
ESSENTIAL CITY STAFF ASSIGNED TO WORK AND PROVIDE SUPPORT
AND OVERSIGHT DURING MEMORIAL DAY WEEKEND 2024.
WHEREAS, consistent with previous years, the City of Miami Beach (the "City") will
implement City-wide planning efforts for Memorial Day weekend, which will take place from
Thursday, May 23, 2024 through Monday, May 27, 2024; and
WHEREAS, historically, the City has played host to more than 100,000 visitors and
spectators across the holiday weekend; and
WHEREAS, to provide the required support and oversight for this event, the City's
management team, as well as various City departments, including Parking, Code Compliance,
Public Works, Sanitation, Facilities and Fleet, Fire/Rescue, Marketing & Communications,
Parks & Recreation, Tourism and Culture, City Mangers' Office, and the Police Department,
are required to work through the weekend across various unconventional shifts; and
WHEREAS, during Memorial Day Weekend 2024, the City will host the National Salute
to America's Heroes Air & Sea Show, which is being produced across a large footprint on
Ocean Drive, Lummus Park and the nearby beach front; and
WHEREAS, as a result, the City will provide enhanced staffing across most City
departments to ensure continuity in normal operations, while also ensuring a safe and
enjoyable weekend for the City's residents and visitors; and
WHEREAS, essential. City employees and members of the City's executive team
(including those in Director roles) will be expected to work in excess of 12 hours each day
throughout the weekend; and
WHEREAS, as has been done in prior years, to address the need for extended work
hours, and the need to have essential City employees readily available, the City will partner
with local hotels to provide lodging for City staff; and
WHEREAS, Loews Miami Beach Hotel Operating Company, Inc., has offered to
donate twenty-three.(23) standard hotel rooms, which have a total value of $23,079.00; and
WHEREAS, Hotel 1 South Beach, INC., has offered to donate nine (9) standard hotel
rooms, which have a total value of $10,773.00; and
WHEREAS, Edition Management LLC, has offered to donate six (6) standard hotel rooms,
which have a total value of $7,182.00; and
WHEREAS, the Administration recommends that the City Commission approve and
authorize the Interim City Manager to accept this in-kind donation of hotel rooms, which will
be used by essential City staff who are working during Memorial Day Weekend.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby approve and authorize the Interim City Manager to accept the in-kind
donation of a total lwenly-three (23) standard hotel rooms, which have a total value of
$23,079.00 from Loews Miami Beach Hotel Operating Company, Inc., nine (9) standard hotel
rooms, which have a total value of $10,773.00 from HOTEL 1 South Beach, INC, and six (6)
standard hotel rooms, which have a total value of $7,182.00 from THE EDITION Management LLC.,
for use solely by essential city staff assigned to work and provide support and oversight during
Memorial Day weekend 2024.

The Administration recommends that the Mayor and City Commission approve and adopt the resolution.
BACKGROUNDIHISTORY
Consistent with previous years, the City of Miami Beach implements citywide planning efforts for Memorial Day weekend, which will
take place from Thursday, May 23 through to Monday, May 27, 2024. Based on previous data, the City is planning for an influx of
visitors and tourists during the time period, with an anticipated 100,000+ visitors and spectators across the holiday weekend, which
has historically strained City resources.
The City's management team, as well as various City departments, including Parking, Code Compliance, Public Works, Sanitation,
Facilities and Fleet, Fire/Rescue, Marketing & Communications, Parks & Recreation, Tourism and Culture, City Mangers' Office,
and the Police Department are required to work through the weekend across various unconventional shifts, to provide the required
executive level support and oversight.
ANALYSIS
During Memorial Day Weekend 2024, the City will host the Hyundai Air & Sea Show, which is being produced across a large
footprint on Ocean Drive, Lummus Park and the beach front. As a result, the City has enhanced staffing across most City
departments to ensure continuity in normal operations' while also ensuring resident and visitor safety and protecting the quality of
life of our residents. Essential City employees and members of the executive team (including those in Director roles) are being
expected to work in excess of 12 hours each day and night throughout the weekend.
With these working hours, the City is partnering with local hotels to provide lodging to City staff who otherwise would not have
adequate time to get home in between shifts, or whose presence was essential to ensure quick and effective management and
oversight of municipal operations and emergency response procedures.
