A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION,
INCLUDING THE POLICE DEPARTMENT AND THE OFFICE OF
HOUSING AND COMMUNITY SERVICES, TO CONDUCT
COLLABORATIVE COMMUNITY OUTREACH EFFORTS, AT A MINIMUM,
ON A WEEKLY BASIS, IN ORDER TO PROACTIVELY OFFER SERVICES
TO PERSONS THROUGHOUT THE CITY EXPERIENCING
HOMELESSNESS; AND FURTHER, DIRECTING THE POLICE
DEPARTMENT TO PROACTIVELY ENFORCE THE CAMPING
ORDINANCE BY OFFERING IMMEDIATE SHELTER TO HOMELESS
PERSONS IN VIOLATION OF THE ORDINANCE OR, IF THE OFFER OF
SHELTER IS DECLINED, TO ENSURE THE ORDINANCE IS
APPROPRIATELY ENFORCED.
WHEREAS, despite the vast efforts of the City, the issue of homelessness persists within
the City of Miami Beach, impacting the safety and well-being of both, individuals experiencing
homelessness, and the community at -large; and
WHEREAS, enhanced and expanded collaborative efforts between City departments,
including the Police Department and the Office of Housing and Community Services, are essential
to effectively address the challenges posed by homelessness; and
WHEREAS, conducting weekly (or more frequent) outreach efforts "in the field" provides
additional opportunities to interact with, and offer essential services to, individuals experiencing
homelessness, including immediate access to shelter and support services; and
WHEREAS, proactive enforcement of the camping ordinance is also crucial to maintaining
the safety, security, health, and well-being of homeless individuals, along with residents and
visitors in the community; and
WHEREAS, the Police Department and the Office of Housing and Community Services
are expected to conduct weekly "in the field" outreach efforts in order to offer services to persons
experiencing homelessness; and
WHEREAS, proactive enforcement of the camping ordinance should include offering
immediate shelter to homeless persons found in violation of the ordinance, with all efforts made
to connect persons in need with necessary support services; and
WHEREAS, if shelter is declined by homeless individuals violating the camping ordinance,
then appropriate measures should be taken to ensure compliance with the ordinance; and
WHEREAS, ongoing evaluation and adjustment of the City's collaborative efforts should
be conducted to ensure effectiveness, compassion, and adherence to legal and ethical standards;
and
WHEREAS, the aim of this Resolution is to address homelessness in a compassionate
and comprehensive manner, while maintaining safety, dignity, and welfare for all.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND .THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby direct the City Administration, including the Police Department and the Office
of Housing and Community Services, to conduct collaborative community outreach efforts, at a
minimum, on a weekly basis, in order to proactively offer services to persons experiencing
homelessness; and further, directing the Police Department to proactively enforce the camping
ordinance by offering immediate shelter to homeless persons in violation of the ordinance or, if
the offer of shelter is declined, to ensure the ordinance is appropriately enforced.
