A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI
BEACH, FLORIDA, DIRECTING THE CODE COMPLIANCE DEPARTMENT TO
INTENSIFY EFFORTS TO ENFORCE EXISTING CODE PROVISIONS INCLUDING,
BUT NOT LIMITED TO, NOISE ORDINANCES, ZONING REGULATIONS,
PROPERTY MAINTENANCE AND SANITATION STANDARDS WITHIN THE
ENTERTAINMENT DISTRICT, AND TO EXPLORE ADDITIONAL MEASURES TO
ENHANCE PROACTIVE CODE ENFORCEMENT IN ORDER TO ELEVATE THE
QUALITY OF LIFE AND VISITOR EXPERIENCE IN THE AREA; AND FURTHER,
DIRECTING THE CODE COMPLIANCE DEPARTMENT TO CONSIDER THE
IMPLEMENTATION OF ENHANCED MONITORING SYSTEMS INCLUDING, BUT
NOT LIMITED TO, INCREASED PATROLS, SURVEILLANCE CAMERAS, AND DATA
ANALYTICS TO IDENTIFY AND ADDRESS POTENTIAL CODE VIOLATIONS IN
REAL-TIME, AND TO PROVIDE THE MAYOR AND CITY COMMISSION WITH
PERIODIC REPORTS ON ENFORCEMENT ACTIVITIES, COMPLIANCE RATES,
AND ANY NOTABLE SUCCESSES OR CHALLENGES WITHIN THE
ENTERTAINMENT DISTRICT.
WHEREAS, the City recognizes the importance of maintaining the highest standards of
safety, cleanliness, and compliance with municipal codes within the Entertainment District to ensure
a safe and vibrant Entertainment District for residents, visitors, and businesses alike; and
WHEREAS, the City also recognizes the tireless efforts and dedication of the Code
Compliance Department in upholding regulatory standards; and
WHEREAS, effective code enforcement is essential for promoting public safety, preserving
quality of life, and fostering a positive environment for economic growth and tourism; and
WHEREAS, residents, visitors, businesses, and stakeholders continually express concerns
regarding various issues such as noise disturbances, zoning violations, sanitation/littering, and other
violations of city ordinances within the Entertainment District; and
WHEREAS, strengthening enforcement and intensifying efforts in enforcing existing codes
and ordinances within the Entertainment District including, but not limited to, zoning regulations, noise
ordinances, property maintenance, and sanitation standards can deliver an immediate impact; and
WHEREAS, exploring the enhancement of proactive code enforcement measures within the
Entertainment District may lead to initiatives that elevate the quality of life and visitor experience in
the area; and
WHEREAS, implementing enhanced monitoring systems, such as increased patrols,
surveillance cameras, and data analytics, should aid in proactively identifying and addressing
potential code violations in real-time; and
WHEREAS, providing reports that set forth enforcement activities, compliance rates, and any
notable challenges or successes within the Entertainment District will guide the Mayor and City
Commissioner in future policy determinations; and
WHEREAS, if additional resources and/or personnel are needed to strengthen code
enforcement efforts within the Entertainment District, the Mayor and City Commission are prepared
to consider any such requests; and
WHEREAS, the Mayor and City Commission encourage the Code Compliance Department
to collaborate with other City departments, and for residents, visitors, businesses, and other
stakeholders to actively participate in efforts to improve compliance with City ordinances in order to
promote a safe and welcoming environment in the Entertainment District.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, hereby direct the Code Compliance
Department to intensify efforts to enforce existing Code provisions including, but not limited to, noise
ordinances, zoning regulations, property maintenance and sanitation standards within the
Entertainment District, and to explore additional measures to enhance proactive code enforcement
in order to elevate the quality of life and visitor experience in the area; and further, directing the Code
Compliance Department to consider the implementation of enhanced monitoring systems including,
but not limited to, increased patrols, surveillance cameras, and data analytics to identify and address
potential Code violations in real-time, and to provide the Mayor and City Commission with periodic
reports on enforcement activities, compliance rates, and any notable successes or challenges within
the Entertainment District.
