Resolution 2024-33039RESOLUTION NO., 2024-33039 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, WAIVING DIRECT COST FEES ASSOCIATED WITH USING THE CITY'S PARKS AND RECREATIONAL FACILITIES UP TO TWO (2) TIMES PER ELIGIBLE SCHOOL YEAR EACH SCHOOL YEAR FOR ALL ELIGIBLE SCHOOLS (K-12) WITH ACTIVE MEMBERSHIP ON THE CITY'S COMMITTEE FOR QUALITY EDUCATION. WHEREAS, at its November 13, 2023 meeting, the City's Committee for Quality Education passed a motion requesting for the City Commission to waive direct costs for park recreational facility up to two (2) times per school year each school year for all schools (K-12) located in Miami Beach; and WHEREAS, pursuant to the long-standing memorandum No. 209-83, issued in 1983, any school within the City limits is permitted to use requested recreational facilities without charge, provided that they must pay for direct costs, such as lights, personnel, etc., incurred by the City; and WHEREAS, while direct costs will vary from event to event, City staff has projected high-end estimate of $2,350 per event for staffing costs; and WHEREAS, assuming_ all currently eligible' schools would utilize the City's parks twice a year, the total high-end cost would be $65,000 per year; and WHEREAS, such waiver would allow schools to access these public spaces without financial barriers, fostering community engagement and enriching the educational experiences of our youth; and WHEREAS, currently, many schools face budget constraints that limit their ability to organize outdoor activities and events in City parks; and WHEREAS, by waiving direct costs on a limited basis, such as once or twice per school year, the City can assist educational institutions in providing students with opportunities to connect with nature and participate in physical activities.
